Dear Mr. Chairman:
Thank you for your letter of September 17, 1974, which
was conveyed by Deputy Chairman Ivan Popov. Your
warm expression of good wishes is appreciated.
In my opinion, Professor Popov's visit to this country
made a positive contribution to the further development
of relations between our countries. I was pleased to note
that during the visit an agreement between the United States
Chamber of Commerce and the Bulgarian Chamber of
Commerce was signed.
I appreciate your invitation to visit the People's Republic
of Bulgaria. While my schedule is such that I cannot make
a commitment at this time, I will certainly keep your invi-
tation in mind in the hope that I may be able to accept at a
later date.

In September 1974, Bulgarian Deputy Chairman Ivan Popov paid a
visit to the United States at the invitation of Secretary Dent, returning
a visit paid by the Secretary of Commerce to Bulgaria.
On the occasion of the Popov visit, Todor Zhivkov, President of the
State Council of the People's Republic of Bulgaria, sent you the letter
at Tab B expressing his satisfaction with the development of
US-Bulgarian relations and inviting you to visit Bulgaria.
While there have been modest improvements in US-Bulgarian relations
in recent months -- including the signing of a Consular Convention --- I
do not believe the situation yet warrants your acceptance of an invitation
to visit Bulgaria. The letter for your signature to Chairman Zhivkov
at Tab A would thank him for his letter, express your agreement on the
contribution made by the Popov visit and would keep open the question
of a visit noting that you appreciate the invitation and will keep it in mind.

Presidential Reply to Zhivkov of Bulgaria
The memorandum for your signature to the President at Tab I would
forward a proposed reply for his signature to Chairman Zhivkov of
Bulgaria. Zhivkov's letter of September 17, which was delivered to
the State Department by Bulgarian Deputy Chairman Popov during his
visit to the United States, is also attached. (TabB) B)
In his letter, Zhivkov places great emphasis on the importance of
President Ford's accepting an invitation to visit Bulgaria. The
President's reply expresses appreciation for the invitation but does
not make a U.S. commitment.
The President's letter has been coordinated with Paul Theis. State's
forwarding memorandum is at Tab II.
RECOMMENDATION
That you sign the memorandum for the President at Tab I.

Dear Mr. Chairman:
Thank you for your cordial letter of September 17,
1974. Your renewed expression of good wishes is most
appreciated.
I, too, am pleased by the constructive and mutually
beneficial manner in which the relations between the
People's Republic of Bulgaria and the United States of
America are developing. The recent visit by Professor
Ivan Popov, Deputy Chairman of the Council of Ministers,
and his distinguished delegation contributed much to the
process of further improving the relations between our
two countries. The discussions which took place both in
Washington and other American cities represent an important
contribution to the advancement of our commercial ties. I
regret that my schedule during his visit did not permit me
to receive your letter directly from Deputy Chairman Popov.
I appreciate your kind invitation to visit the People's
Republic of Bulgaria, and I shall certainly keep it in mind
(Option one): in planning future visits to Europe.

SUBJECT: Invitation from Bulgarian Chief of State
Todor Zhivkov for President Ford to
Visit Bulgaria
The attached letter of September 17, 1974,
from Todor Zhivkov, Chairman of the Bulgarian
Council of State, invites President Ford to visit
Bulgaria at a time convenient to the President.
Chairman Zhivkov had intended the letter to be
delivered to the President by Deputy Premier Ivan
Popov during the latter's official visit to
Washington September 23-24. Since this was not
possible, the Bulgarian Ambassador requested that
we transmit Zhivkov's letter to the White House.
We will shortly be forwarding a suggested
reply to this message.

the People's Republic of Bulgaria Prof. Ivan Popov to the

mission as President of the United States of America.
I would like to express my satisfaction with the
process of positive development of the relations between
our two countries during the past few years and to under-
line my profound belief in the existence of favourable
conditions for this process to continue to the interest
of the two nations. There is no doubt that the talks which
will be held in the United States of America will be a

Presidential Message to Bulgarian
President Zhivkov

Presumably at the behest of U.S. Ambassador to Bulgaria Martin
Herz who is in Washington on consultations, the Department of State
has asked approval (at Tab B) of an oral message (at Tab A) from the
President to President Zhivkov. State notes that the President met
Zhivkov informally at Helsinki and that Zhivkov has informally invited
the President to Bulgaria on several occasions. Prior to Ambassador
Herz's return to the U.S. for consultations, Zhivkov asked that his
regards and best wishes for the election be extended to the President.
In response, the Department believes it would be a well received gesture
for Ambassador Herz to convey orally the President's greetings to
Zhivkov.
While this would seem to be diplomatic handholding of the highest order,
I see no substantive objection to a Presidential greeting (proposed text
at Tab A) to Zhivkov, delivered orally by Ambassador Herz. The
memorandum for Jeanne Davis' signature to State at Tab I would forward
the approved text of such a greeting for Ambassador Herz's use.
RECOMMENDATION
That you approve the text of the oral greeting at Tab A and Jeanne Davis'
signature of the memorandum to State at Tab I.

Subject: Request for a Personal Message from the
President to President Zhivkov of Bulgaria
Attached is a draft message from the President
to President Todor Zhivkov of Bulgaria which we
would like Ambassador Martin F. Herz to convey to
President Zhivkov upon his return to his post in
Sofia.
The President met President Zhivkov on several
informal occasions at Helsinki and Zhivkov has
referred with pleasure to these encounters during
meetings with American officials. He has also
extended numerous informal invitations to the
President to visit Bulgaria. He asked Ambassador
Herz, just before the latter left Bulgaria for
consultations in the U.S., to extend his regards to
the President and to convey his wishes of good luck
in this election year.
The attached message, if approved, would be
delivered orally by Ambassador Herz on the occasion
of his next meeting with President Zhivkov.
