Your warm expression of good wishes is appreciated. In my opinion, Professor Popov's visit to this country made a positive contribution to the further development of relations between our countries. I was pleased to note that during the visit an agreement between the United States Chamber of Commerce and the Bulgarian Chamber of Commerce was signed. I appreciate your invitation to visit the People's Republic of Bulgaria. I, too, am pleased by the constructive and mutually beneficial manner in which the relations between the People's Republic of Bulgaria and the United States of America are developing. The recent visit by Professor Ivan Popov, Deputy Chairman of the Council of Ministers, and his distinguished delegation contributed much to the process of further improving the relations between our two countries. State notes that the President met Zhivkov informally at Helsinki and that Zhivkov has informally invited the President to Bulgaria on several occasions. Prior to Ambassador Herz's return to the U.S. for consultations, Zhivkov asked that his regards and best wishes for the election be extended to the President. In response, the Department believes it would be a well received gesture for Ambassador Herz to convey orally the President's greetings to Zhivkov. While this would seem to be diplomatic handholding of the highest order, I see no substantive objection to a Presidential greeting (proposed text at Tab A) to Zhivkov, delivered orally by Ambassador Herz. The memorandum for Jeanne Davis' signature to State at Tab I would forward the approved text of such a greeting for Ambassador Herz's use.
