SUBJECT:
Message from French President on Cambodia
On December 2, President Giscard d'Estaing sent you a message as
a courtesy to inform you in advance that he would shortly be issuing
a public statement of France's concern for the plight of the Cambodian
people. He also expressed the hope that the Martinique summit talks
would include a review of Cambodia, and that you and he would be
able to study ways to end the war and bring about an honorable settle-
ment. (The text of Giscard's message is at Tab A together with a
translation. )
On December 4, Giscard did issue a statement to the effect that
France's abstention in the U.N. General Assembly voting on Cambodia
should not be interpreted as an indication of French indifference over
the plight of the Cambodians.
This memorandum is to inform you of the French President's
courtesy message. No further action is required. Talking points on
Cambodia are included in the papers for your meetings with Giscard
in Martinique.

December 2, 1974
Mr. President:
Among the questions which I would wish to raise with you, as well as
with the Secretary of State, during the course of our forthcoming meeting
is one which I hold particularly close to my heart: it is that of Cambodia,
about which I had the occasion to say a word or two to Mr. Kissinger
during his visit to Paris last Spring.
You are not unaware of the long-standing relations which my country has
with the Khmer nation, the part that we played in its history and the
legitimate devotion that we have for the re-establishment of a just peace
for populations who have suffered for four years the cruel trials of a
war which they have never wished for.
You know also, Mr. President what the profound motives are which cause
me to discuss this difficult problem with you and what the reasons are for
my country's preoccupation with this problem. Among the Western
nations who are united in their defense by a common ideal, France is
certainly the one which holds the greatest affinity with Cambodia. I believe
that it is for the common good that these ties ought to be preserved.
The hour has come, it seems to me, to see if it would not be possible for
us to concert our efforts to study ways of bringing to an end a war, the
prolongation of which would only lessen the chances of an honorable
settlement. In my view, such a settlement could not be satisfactory unless
it takes into consideration the possibility of re-establishing Cambodia in its
sovereignty, its territorial integrity and its neutrality, and in respect of
the wishes of the majority of its populations.
Such is the sense of the statement which I propose to make public on this
issue at the next meeting of the Council of Ministers, and which in very
general terms, expresses our concern that the trials of the Cambodian
people be brought to an end as soon as possible. I wanted to inform you
personally of this in advance.
I would naturally be happy, on the occasion of our mid-December meeting,
to examine further with you this problem which I am convinced stirs your
anxiety as much as mine, and the favorable solution of which it seems to
me requires our common effort in a spirit of openness and solidarity to
which we are both dedicated.

ménage la possibilité de rétablir le Cambodge dans sa souve-
raineté, son intégrité territoriale et sa neutralité, dans le
respect de la volonté de la plus large majorité de ses popu-
lations.
Tel est le sens de la déclaration que je me propose
de rendre publique à l'issue du prochain conseil des Ministres
et qui, dans des termes très généraux, exprimera notre souci

message informing him that he would shortly be issuing a public
statement expressing France's concern for the plight of the Cambodian
people. Giscard also expressed the hope that he and the President could
review the situation in Cambodia during their talks in Martinique.
The memorandum for your signature to the President at Tab I would
forward the Giscard message (together with an informal translation
prepared here), would note that Giscard did issue such a statement on
December 4, and would advise that talking points on Cambodia are
included in the President's papers for the Martinique summit.

ment. In my mind, such a settlement would be satisfactory only if it
allows for the possibility of restoring to Cambodia its sovereignty,
its territorial integrity, and its neutrality, with respect for the
will of the greatest majority of its people.
This is the tenor of the statement I intend to make public at the end
of the next Council of Ministers and which, in very general terms, expresses
our concern that an end be put as soon as possible to the ordeals of the
Cambodian people. I wished to inform you personally of this in advance.
I should naturally be pleased, upon the occasion of our mid-December
meeting, to examine more thoroughly with you this problem which I am
convinced is of grave concern to you as well as to me, and whose favor-
able solution, it seems to me, requires our mutual efforts in the spirit
of openness and cooperation to which we are both devoted.

dont je souhaiterais vous entretenir, ainsi que le Secrétaire
d'Etat, au cours de notre prochaine rencontre, il en est une
qui me tient particulièrement à coeur : c'est celle du Cam-
bodge, dont j'avais eu l'occasion de dire un mot à M. Kissinger
lors de sa venue à Paris, au printemps dernier.
Vous n'ignorez pas les relations anciennes que mon
pays entretient avec la nation khmère, la part que nous avons
eue dans son histoire, et le légitime attachement que nous
portons au rétablissement d'une juste paix pour des popula-
tions qui souffrent depuis plus de quatre années des cruelles
épreuves d'un combat qu'elles n'ont jamais voulu.
Vous savez aussi, Monsieur le Président, quels sont
les motifs profonds qui m'incitent à vous entretenir de ce
difficile problème et quels sont les titres qu'à mon pays de
s'en préoccuper. Parmi les nations occidentales qui sont unies
pour la défense d'un idéal commun, la France est certainement
celle qui entretient avec le Cambodge le plus d'affinités.
J'estime que c'est pour le bien commun que ces affinités doi-
vent être préservées.
L'heure est venue, me semble-t-il, de voir s'il ne
serait pas possible de nous concerter pour étudier les moyens
de mettre un terme à une guerre dont la prolongation ne fera
que diminuer les chances d'un règlement honorable. Dans mon
esprit, un tel règlement ne saurait être satisfaisant que s'il
ménage la possibilité de rétablir le Cambodge dans sa souve-
raineté, son intégrité territoriale et sa neutralité, dans le
respect de la volonté de la plus large majorité de ses popu-
lations.
Tel est le sens de la déclaration que je me propose
de rendre publique à l'issue du prochain conseil des Ministres
et qui, dans des termes très généraux, exprimera notre souci
que soit mis fin le plus tôt possible aux épreuves des popu-
lations cambodgiennes. Je tenais à vous en informer personnel-
lement à l'avance.
Je serais heureux naturellement, à l'occasion de
notre rencontre de la mi-décembre, d'entrer plus avant avec
vous dans l'examen de ce problème qui, j'en suis convaincu
suscite votre anxiété comme la mienne, et dont la solution

Le 24 octobre dernier, ¡'ai proposé qu'une conférence
soit réunie en vue d'examiner les problèmes de l'énergie auxquels sont
liés de nombreux aspects des relations économiques internationales. Cette
suggestion a été l'objet d'échanges de vues qui ont mis en lumière la
nécessité et l'urgence d'ouvrir un dialogue. Cet accueil nous incite à
aller de l'avant dans un projet conforme à l'intérêt de toutes les parties
en cause.
II apparait que ce dialogue pourrait être organisé en
deux étapes : d'abord une réunion préparatoire destinée à fixer la date,
la composition et l'ordre du jour d'une conférence, puis la conférence
proprement dite.
Le moment me semble venu d'inviter votre gouvernement
à se faire représenter à cette réunion préparatoire. Pour assurer l'efficacité
et la rapidité de ses travaux, nous avons retenu la liste des pays que

Our representatives are meeting this weekend in
Washington, along with those- of other countries,
to discuss some crucial issues in the international
monetary area. Resolution of these questions will
help assure the continued viability of the liberal
trade and payments system which is so essential
to world prosperity in the coming years. Sound
agreements on gold and exchange rates are clearly
important to every country. In addition, less
developed nations will particularly benefit from
the planned IMF quota increase and measures to
mobilize IMF gold.
For these reasons, I place great importance on
progress at the upcoming meetings of the Bank
and the Fund. I am, therefore, authorizing
Secretary Simon to exercise further flexibility
on the gold issue.
I hope this flexibility from the United States on
gold will pave the way for agreement on a full
package of amendments to the IMF Articles as
well as the quota increase. Obviously, your approach
to the exchange regime issue will be critical to work-
ing out a package. I hope you can help in finding
some common ground on which we can agree.

WOULD NOT BE DESIRABLE. THESE GOALS MIGHT BE:
-- TO GENERALIZE THE RECOVERY DURING 1976 AMONG THE
MAJOR INDUSTRIAL COUNTRIES.
-- TO SEEK TO RESTORE SUSTAINED VIGOROUS ECONOMIC
EXPANSION AND HIGH LEVELS OF EMPLOYMENT BY 1977,
-- TO REDUCE INFLATION AND DISPARITIES AMONG NATIONAL
INFLATION RATES.
-- TO RESTORE VIGOROUS GROWTH IN TRADE.
5, THIRD, OUR MEETING MUST COME TO GRIPS WITH THE
SPECIFIC PROBLEMS OF TRADE, MONEY, AND ENERGY.
6. TRADE IS CLEARLY CRITICAL. WE SHOULD, I BELIEVE,
PROVIDE NEEDED IMPETUS TO THE MULTILATERAL TRADE
NEGOTIATIONS UNDERWAY IN GENEVA, SETTING 1977 AS THE

7. WE SHOULD ALSO REAFFIRM OUR OECD PLEDGE NOT TO TAKE
RESTRICTIVE ACTION.
8. ON MONETARY ISSUES, THE DIVERGENT POSITIONS OF A
YEAR AGO HAVE NARROWED CONSIDERABLY. THESE PAST
WEEKS, UNDER SECRETARY YEO AND REPRESENTATIVES OF
YOUR GOVERNMENT HAVE BEEN MAKING AN INTENSIVE EFFORT
TO RESOLVE REMAINING DIFFERENCES. IF THESE DIS-
CUSSIONS SHOULD SUCCEED, CHANCES WILL BE GOOD OF
GETTING THE WHOLE NEW MONETARY STRUCTURE IN PLACE BY
THE JANUARY MEETING OF THE IMF. IN THIS AREA AS IN
OTHERS, I DO NOT THINK THAT WE SHOULD OURSELVES
ATTEMPT TO NEGOTIATE OUTSTANDING ISSUES AT THE
SUMMIT. THE TIME IS TOO SHORT: THE ISSUES ARE OFTEN
TECHNICAL AND IT WOULD BE WRONG TO DIVERT OUR
EFFORTS FROM WHAT ONLY WE CAN DO -- SET FUNDAMENTAL
POLICY DIRECTIONS -- TO WHAT MINISTERS CAN DO.
9. ON ENERGY, A FRANK DISCUSSION OF THE POSITION OF
OUR COUNTRIES AS WE EMERGE FROM THE RECESSION AND
ENTER THE ECONOMIC DIALOGUE WITH THE DEVELOPING
COUNTRIES AND KEY OPEC MEMBERS IS CLEARLY IN ORDER.
MY PRESENTATION ON ENERGY WILL INCLUDE DISCUSSION
OF THE ENERGY SITUATION IN THE UNITED STATES, THE
STATUS OF CONSUMER COUNTRY COOPERATION, AND OUR
VIEWS ON WHAT CAN AND CANNOT BE DONE IN ENERGY IN
THE DIALOGUE.
