Ford Presidential Library THE PRESIDENT HAS SEEN of IA MEMORANDUM THE WHITE HOUSE 6085 WASHINGTON CONFIDENTIAL INFORMATION December 13, 1974 MEMORANDUM FOR THE PRESIDENT MR7 FROM: Henry A. Kissinger SUBJECT: Message from French President on Cambodia On December 2, President Giscard d'Estaing sent you a message as a courtesy to inform you in advance that he would shortly be issuing a public statement of France's concern for the plight of the Cambodian people. He also expressed the hope that the Martinique summit talks would include a review of Cambodia, and that you and he would be able to study ways to end the war and bring about an honorable settle- ment. (The text of Giscard's message is at Tab A together with a translation. ) On December 4, Giscard did issue a statement to the effect that France's abstention in the U.N. General Assembly voting on Cambodia should not be interpreted as an indication of French indifference over the plight of the Cambodians. This memorandum is to inform you of the French President's courtesy message. No further action is required. Talking points on Cambodia are included in the papers for your meetings with Giscard in Martinique. FORD & GERALD CONFIDENTIAL - GDS ban 3/3/04 B Text of Message December 2, 1974 Mr. President: Among the questions which I would wish to raise with you, as well as with the Secretary of State, during the course of our forthcoming meeting is one which I hold particularly close to my heart: it is that of Cambodia, about which I had the occasion to say a word or two to Mr. Kissinger during his visit to Paris last Spring. You are not unaware of the long-standing relations which my country has with the Khmer nation, the part that we played in its history and the legitimate devotion that we have for the re-establishment of a just peace for populations who have suffered for four years the cruel trials of a war which they have never wished for. You know also, Mr. President what the profound motives are which cause me to discuss this difficult problem with you and what the reasons are for my country's preoccupation with this problem. Among the Western nations who are united in their defense by a common ideal, France is certainly the one which holds the greatest affinity with Cambodia. I believe that it is for the common good that these ties ought to be preserved. The hour has come, it seems to me, to see if it would not be possible for us to concert our efforts to study ways of bringing to an end a war, the prolongation of which would only lessen the chances of an honorable settlement. In my view, such a settlement could not be satisfactory unless it takes into consideration the possibility of re-establishing Cambodia in its sovereignty, its territorial integrity and its neutrality, and in respect of the wishes of the majority of its populations. Such is the sense of the statement which I propose to make public on this issue at the next meeting of the Council of Ministers, and which in very general terms, expresses our concern that the trials of the Cambodian people be brought to an end as soon as possible. I wanted to inform you personally of this in advance. I would naturally be happy, on the occasion of our mid-December meeting, to examine further with you this problem which I am convinced stirs your anxiety as much as mine, and the favorable solution of which it seems to me requires our common effort in a spirit of openness and solidarity to which we are both dedicated. Valéry Giscard d'Estaing THE WHITE HOUSE WASHINGTON July 25, 1975 Dear Mr. President: On behalf of the people of the United States of America, I. cordially invite you and Madame Giscard d' Estaing to make a State Visit to the United States from May 17-20, 1976, during the celebration of our 200th anniversary as a Nation. France is America's oldest friend and its first ally. Your visit would underscore the longstanding and very close ties between our peoples. There could be no more fitting obser- vance on this important occasion in our nation's history than a visit by the President of France. We would be honored by your acceptance. Sincerely, Headd R. 3rd His Excellency Valery Giscard d'Estaing President of the French Republic Paris FORD BERRED 6 THE WHITE HOUSE WASHINGTON August 31, 1975 Dear Mr. President: Our representatives are meeting this weekend in Washington, along with those- of other countries, to discuss some crucial issues in the international monetary area. Resolution of these questions will help assure the continued viability of the liberal trade and payments system which is so essential to world prosperity in the coming years. Sound agreements on gold and exchange rates are clearly important to every country. In addition, less developed nations will particularly benefit from the planned IMF quota increase and measures to mobilize IMF gold. For these reasons, I place great importance on progress at the upcoming meetings of the Bank and the Fund. I am, therefore, authorizing Secretary Simon to exercise further flexibility on the gold issue. I hope this flexibility from the United States on gold will pave the way for agreement on a full package of amendments to the IMF Articles as well as the quota increase. Obviously, your approach to the exchange regime issue will be critical to work- ing out a package. I hope you can help in finding some common ground on which we can agree. Sincerely, Heral R. FROM THE CONTACTS THAT I OR MY ASSOCIATES HAVE HAD WITH THE OTHER PARTICIPANTS IT APPEARS THAT THERE IS CONSIDERABLE SENTIMENT AMONG THEM FAVORING CANADIAN PARTICIPATION IN THE KIND OF SUMMIT THAT HAS NOW EMERGED FROM THE PREPARATORY WORK AND THE DECISIONS OF THE ORIGINAL GROUP, I CONTINUE TO FEEL STRONGLY THAT CANADIAN PARTICIPATION IS JUSTIFIED GIVEN CANADAIS ROLE IN THE WORLD. AS I HAVE ALREADY POINTED OUT TO YOU, CANADA IS OUR LARGEST TRADING PARTNER, OUR ECONOMIES ARE INTIMATELY CONNECTED, ITS ABSENCE FROM OUR DELIBERATIONS WOULD NOT BE UNDERSTOOD IN THIS COUNTRY. PLEASE DELIVER THE FOLLOWING LETTER FROM THE PRESIDENT TO GISCARD: 2. DEAR MR. PRESIDENT: I AM WRITING TO SHARE MY THOUGHTS WITH YOU AS WE PREPARE FOR THE MEETING AT RAMBOUILLET. ALTHOUGH WE HAVE BEEN CAREFUL NOT TO LEAD PUBLIC OPINION TO EXPECT DRAMATIC RESULTS, I AM CONVINCED THAT WE MUST FORD USE THIS UNPRECEDENTED OPPORTUNITY TO BEGIN TO LAY & THE FOUNDATIONS FOR A PROLONGED PERIOD OF SHARED PROSPERITY ON REFLECTION, IT SEEMS TO ME THAT OUR PUBLICS AND OUR GERALD LIBRARY NOT TO BE REPRODUCED WITHOUT THE AUTHORIZATION OF THE EXECUTIVE SECRETARY Wa 3/3/04 FORM OF STATE Department of State OF STATES and AMERICA ORLINA TELEGRAM CONF IDENTIAL PAGE 02 STATE 267048 PARLIAMENTS WILL EXPECT NOTHING LESS AND THAT WE CAN, IN FACT, ACHIEVE SUBSTANTIAL PROGRESS. 3. OUR FIRST TASK AT RAMBOUILLET WILL BE TO BUILD CONFI- DENCE IN THE ECONOMIC RECOVERY UNDERWAY IN THE UNITED STATES AND JAPAN AND WHICH IS BEGINNING IN EUROPE. HERE, I BELIEVE, A CAREFUL PRESENTATION OF THE MOST RECENT TRENDS WILL BE CONVINCING. 4. NEXT, WE NEED TO DEMONSTRATE TO OUR PUBLICS OUR INTENTION TO DIRECT THE COURSE OF THE RECOVERY so AS TO MAINTAIN STABLE ECONOMIC GROWTH IN THE FUTURE. IN THIS CONNECTION, WE MIGHT CONSIDER WHETHER CLOSER COOPERATION AMONG OUR OFFICIALS RESPONSIBLE FOR ECONOMIC POLICY, COUPLED WITH THE ARTICULATION OF JOINT GOALS FOR THE MAJOR INDUSTRIALIZED ECONOMIES, WOULD NOT BE DESIRABLE. THESE GOALS MIGHT BE: -- TO GENERALIZE THE RECOVERY DURING 1976 AMONG THE MAJOR INDUSTRIAL COUNTRIES. -- TO SEEK TO RESTORE SUSTAINED VIGOROUS ECONOMIC EXPANSION AND HIGH LEVELS OF EMPLOYMENT BY 1977, -- TO REDUCE INFLATION AND DISPARITIES AMONG NATIONAL INFLATION RATES. -- TO RESTORE VIGOROUS GROWTH IN TRADE. 5, THIRD, OUR MEETING MUST COME TO GRIPS WITH THE SPECIFIC PROBLEMS OF TRADE, MONEY, AND ENERGY. 6. TRADE IS CLEARLY CRITICAL. WE SHOULD, I BELIEVE, PROVIDE NEEDED IMPETUS TO THE MULTILATERAL TRADE NEGOTIATIONS UNDERWAY IN GENEVA, SETTING 1977 AS THE DEADLINE FOR THEIR COMPLETION AND IDENTIFYING AS OUR GOALS: R. Ford -- A MAJOR CUT IN TARIFFS (NO LESS THAN THAT ACHIEVED IN THE KENNEDY ROUND) ; GERALD CIGNARY NOT TO BE REPRODUCED WITHOUT THE AUTHORIZATION OF THE EXECUTIVE SECRETARY DEPARTMENT or STATE AZLINA AMERICA Department of State TELEGRAM STATE OF CONFIDENTIAL PAGE 03 STATE 267048 -- REDUCTION OF NON-TARIFF MEASURES BY NEGOTIATION OF CODES; -- SIGNIFICANT IMPROVEMENT IN AGRICULTURAL TRADE: AND -- ELIMINATION OF TARIFFS IN GIVEN COMMODITY AREAS. 7. WE SHOULD ALSO REAFFIRM OUR OECD PLEDGE NOT TO TAKE RESTRICTIVE ACTION. 8. ON MONETARY ISSUES, THE DIVERGENT POSITIONS OF A YEAR AGO HAVE NARROWED CONSIDERABLY. THESE PAST WEEKS, UNDER SECRETARY YEO AND REPRESENTATIVES OF YOUR GOVERNMENT HAVE BEEN MAKING AN INTENSIVE EFFORT TO RESOLVE REMAINING DIFFERENCES. IF THESE DIS- CUSSIONS SHOULD SUCCEED, CHANCES WILL BE GOOD OF GETTING THE WHOLE NEW MONETARY STRUCTURE IN PLACE BY THE JANUARY MEETING OF THE IMF. IN THIS AREA AS IN OTHERS, I DO NOT THINK THAT WE SHOULD OURSELVES ATTEMPT TO NEGOTIATE OUTSTANDING ISSUES AT THE SUMMIT. THE TIME IS TOO SHORT: THE ISSUES ARE OFTEN TECHNICAL AND IT WOULD BE WRONG TO DIVERT OUR EFFORTS FROM WHAT ONLY WE CAN DO -- SET FUNDAMENTAL POLICY DIRECTIONS -- TO WHAT MINISTERS CAN DO. 9. ON ENERGY, A FRANK DISCUSSION OF THE POSITION OF OUR COUNTRIES AS WE EMERGE FROM THE RECESSION AND ENTER THE ECONOMIC DIALOGUE WITH THE DEVELOPING COUNTRIES AND KEY OPEC MEMBERS IS CLEARLY IN ORDER. MY PRESENTATION ON ENERGY WILL INCLUDE DISCUSSION OF THE ENERGY SITUATION IN THE UNITED STATES, THE STATUS OF CONSUMER COUNTRY COOPERATION, AND OUR VIEWS ON WHAT CAN AND CANNOT BE DONE IN ENERGY IN THE DIALOGUE. 10. FINALLY, WITH THE DIALOGUE IMMINENT AND IN THE WAKE OF THE SEVENTH SPECIAL SESSION OF THE UNITED FORD s NATIONS, IT WOULD BE BOTH APPROPRIATE AND POLITIC PUBLICLY TO ACKNOWLEDGE THE RELATIONSHIP OF OUR DELIBERATIONS TO THE ASPIRATIONS OF THE DEVELOPING GERALD LIBRARY CONFIDENTIAL NOT TO BE REPRODUCED WITHOUT THE AUTHORIZATION OF THE EXECUTIVE SECRETARY FORM OF STATE EXE-3 Department of State of STATES UNITED AMERICA TELEGRAM CONF IDENTIAL PAGE 04 STATE 267048 WORLD TO RESTATE OUR COMMITMENT TO A TRANSFORMATION OF THE RELATIONS BETWEEN THE INDUSTRIALIZED AND DEVELOPING WORLD. 11. AS I NOW SEE IT, IN ORDER FOR OUR MEETING TO HAVE THE DESIRED RESULTS, WE SHOULD PREPARE AND ISSUE A JOINT STATEMENT EMBODYING OUR CONCLUSIONS. WE ARE ALL FIRMLY IN AGREEMENT THAT OUR MEETING SHOULD NOT CONCERN ITSELF UNDULY WITH THE PREPARA- TION OF A TEXT. THAT TASK CAN BE LARGELY CONFIDED TO THE OFFICIALS THAT WILL ACCOMPANY US. 12. TO PROVIDE YOU AND YOUR ASSOCIATES WITH A FURTHER INDICATION -- AND SOME SPECIFICS -- OF WHAT WE BELIEVE WE MIGHT SAY IN SUCH A JOINT STATEMENT, GEORGE SHULTZ, OUR REPRESENTATIVE AT THE NOVEMBER 11 MEETING IN LONDON IS PROPOSING A TEXT WHICH EMBODIES OUR THINKING ON THE ISSUES TO BE ADDRESSED AND OUR SUGGESTIONS ON WHAT SHOULD BE SAID PUBLICLY ABOUT THEM. 13.
