Letter from French President
Giscard d'Estaing on New Economic Summit
President Valery Giscard d'Estaing has written (Tab A) on the subject
of his proposal for another economic summit of the industrialized
democracies. He writes that the meeting, which he called for
publicly on the occasion of his talks with Prime Minister Andreotti
in December, would be of value, taking into account:
-- the fact that economic recovery and the more favorable
growth for 1977 anticipated at the time of the Puerto Rican summit
has not been as sustained as earlier hoped for;
-- the new meeting would permit consideration of joint actions
that might be taken in light of current, less favorable developments;
and
-- it would permit an exchange of views on the prospects for
the Conference on International Economic Cooperation (CIEC).
President Giscard d'Estaing informs you that he has also proposed the
meeting to President-elect Carter. In closing, the French President
expresses his personal appreciation for the contribution you have
made to improve US-French relations.
In his proposal to the President-elect, Giscard d'Estaing suggested
"the first part of the second quarter of 1977" as a good time for such
a meeting, to be held in Europe. President-elect Carter has publicly
endorsed the idea of a new economic summit. In his response, through

his early attention to the U.S. and international economic situation upon

of the countries involved to consider preparatory meetings for the summit.

present an opportunity to acknowledge his words of support as you leave

Paris, December 20, 1976
Mr. President,
Some months ago, you took the initiative of proposing to the Chiefs of
State and Heads of Government of the principal industrialized countries
that they meet in Puerto Rico to consider together the evolution of our
respective economies and related global problems. That examination
permitted us to record an appreciable improvement in the situation and
offered prospects for more favorable growth in 1977.
Since that meeting, the economic situation has experienced rather pro-
found changes. The recovery movement has not been as sustained as
earlier hoped for.
These factors led me to state publicly at Pisa, after my conversations
with the President of the Italian Council of Ministers, that a new meeting
of the principal western leaders would be opportune. Such a meeting would
permit consideration of joint actions called for by the new situation and
an exchange of views on the unfolding of the Conference on International
Economic Cooperation.
Knowing the interest that you brought to the meetings at Rambouillet and
Puerto Rico, and the part that you took in the positive course of these
discussions, I wanted to share these thoughts with you and to let you know
that, taking into account the time frame in which a new meeting would take
place, that I had submitted this proposal to President-elect Carter.
Before concluding this letter, I wish to say, Mr. P resident, how much I
appreciate the personal contribution you have made to the favorable
evolution of relations between France and your country, understanding that
the best dialogue is that which-respects the sovereignty of each partner,
and that which strives for frankness in the expression of points of view.

Depuis cette réunion, la situation économique

escompté.
Ces éléments m'ont conduit à exprimer
publiquement à Pise, après mes entretiens avec le
Président du Conseil italien, mon sentiment qu'une
nouvelle rencontre des principaux responsables occi-
dentaux serait opportune. Une telle rencontre permet-
trait d'examiner les actions communes qu'appelle
la nouvelle situation et d'échanger nos vues sur le
déroulement de la Conférence sur la Coopération
économique internationale.
Connaissant l'intérêt que vous avez porté
aux réunions de Rambouillet et de Porto-Rico, et la
part que vous avez prise dans le bon déroulement
de ces entretiens, j'ai tenu à vous faire part de
ces réflexions, et à vous faire savoir que, compte
