the Shahbanou, in Washington, and Mrs. Ford
and I hope that your stay was an enjoyable

Iran's highest-ranking order, the Order of
Pahlavi, First Class, as was Mrs. Ford in
receiving the Order of Haft Paykar, First
Class. These awards will serve as lasting
reminders of the deep friendship that exists
between our two peoples.
I appreciated the opportunity which your
visit afforded for our personal discussions
on matters of common interest to Iran and
the United States. I look forward to con-
tinued close cooperation with you as we
work to insure a better, more peaceful

The medallion is royal blue and portrays the seven
stars of the constellation "Pleiades." Each star is
diamond set. Surrounding the medallion is a gold-
rimmed, white enamel band with 24 small gold stars
topped by the Imperal crown in red enamel.
Second class badge is identical but with silver
stars. Third class is the same, except that it is worn
on a bow (see under "Sash").
STAR: Identical to badge but larger.
SASH: First class: Light yellow with blue stripes
toward each edge, terminating in two gold tassels.

Condolence Message to Shah of Iran --
Ambassador Zahedi's Suggestion
You asked that a short condolence message from the President to the
Shah of Iran be prepared, in light of the death of his long-time friend
and Air Force Chief, General Khatami. Attached is a package recom-
mending the President sign such a message.
Since Khatami's death occurred several days ago, this message should
be signed very quickly. When signed, it could be delivered to Zahedi
for the Shah (he would wire it out). Alternatively, if we wish to save
time, you could clear and we would send this out through the State
Department, with a copy for Ambassador Zahedi.
RECOMMENDATION: That you seek the President's signature on the
letter at Tab A of the attached package.

Condolence Message to the Shah of Iran
Iranian Air Force Chief, General Mohammad Khatami, died in a
sporting accident and I recommend that you send a short sympathy
message to the Shah of Iran. The Shah has lost an important figure
in that Khatami presided over the modernization of the Iranian Air
Force, its elite military arm. Khatami also had a special personal
relationship with the Shah derived from his long association and from
family ties. Khatami was the Shah's personal pilot at one point in his
career and was also married to the Shah's half-sister. His Majesty
would probably appreciate a short note from you.
RECOMMENDATION: That you sign the letter to the Shah at Tab A.

Your Imperial Majesty:
Secretary Kissinger has brought to my attention your
current concerns about a number of issues, primarily
in the economic and defense fields but with obvious
relevance to broader policy, that are of great interest
to us as well as to Iran. I want you to know that I am
personally aware of your views and completely under-
standing and sympathetic of your efforts to achieve,
within Iran's resources, the appropriate balance be-
tween Iran's economic development and security ob-
jectives. We expect that the economic upturn which
is occurring in the United States, and is starting in
Western Europe, will also be beneficial to Iran.
I have let it be known to the senior officials of my
Administration who deal with these issues that they
should keep constantly in mind the very great impor-
tance which I attach to the special relationship that
we enjoy with Iran. The collaboration between our
two countries is firmly based on common interests,
which are not changed by the recurring ups and downs
of economic and financial affairs which may affect
both our countries.
You have my assurance that I will give my continued
attention to these matters and that we will be con-
stantly alert to possibilities of improving the situa-
tion which has given rise to your concerns. I am

Letter to the Shah of Iran
Relations with Iran have suffered some strains in recent months
because of our inability to help Iran in two important inter-related
areas escalating costs of US arms and insufficient oil revenues
to meet these and the overall costs of Iran's ambitious military
modernization program. More generally, the Shah remains con-
cerned about the reliability of the US commitment to its friends
and allies around the world. In these circumstances, it is im-
portant that the Shah be reassured of our commitment to a sound
and special relationship with Iran, despite periodic differences
on some issues. For the reasons outlined by Secretary Kissinger
at Tab B, it is recommended that you send the Shah a letter of
reassurance along the lines of Tab A. I have suggested the addition
of the sentence referring to the Vice President's travels since
this represents a tangible sign of our interest in continued close
relations with Iran.
RECOMMENDATION: That you sign the letter to the Shah of Iran

Message for the Shah of Iran
The Shah of Iran has, during the last six to
eight months, come to realize that, in spite of a
dramatic increase in Iran's income from oil since
1973, his expected revenues will not meet the costs
of his ambitious civilian and military development
programs. In the fourth quarter of 1975, Iran's
exports of heavy crude oil plummeted by about 1.5
million barrels per day. In the last few weeks the
Shah has made a series of direct and indirect
approaches to us seeking the assistance of this
Government in putting pressure on American oil
companies to increase their purchases of Iranian
heavy crude oil. He has suggested that, if Iran's
oil income does not rise to meet his development
spending plans, he will have to revise his foreign
policy to fit the country's more modest financial
capabilities.
Our studies have led us to the conclusion that
the current world demand pattern for oil--particular-
ly the heavy crudes--probably makes it impossible
for us to be of any substantial assistance in increas-
ing Iran's oil income. We are also unable to be of
any assistance to Iran in the related problem of
the high and steadily advancing cost of sophisti-
cated defense equipment. We note, incidentally,
that a decision by the Shah to slow the pace of his
defense development program would have the positive
aspect of permitting Iran's strained manpower and
infrastructure to catch up with equipment procure-
ments.

I appreciate your agreement to meet with Dr. Seamans
and Under Secretary Maw to exchange views on the use
of nuclear energy and our proposed nuclear power agree-
ment. Given our desire to cooperate closely in this
important field, I know that your Imperial Majesty shares
our wish to see this agreement brought to a successful
conclusion.
It is well known that under your leadership Iran has played
a leading role in supporting the Non-Proliferation Treaty
and other efforts to abate the spread of nuclear weapons.
I know that you and I share the same desire to foster the
goal of non-proliferation. I believe that Iran and the
United States may have à unique opportunity to provide
vital international leadership in helping to ensure that the
sensitive aspect of the nuclear fuel cycle evolves in a
manner that reassures the world.
In view of the special relationship between our countries
and our strong desire for the secure development of
nuclear energy, I have requested Dr. Seamans and
Mr. Maw to explain to you how our specific proposals
fit into our broader non-proliferation policies. I will be
deeply interested in your own views and concerns.

SUBJECT:
Next Steps in our Negotiation of a Nuclear
Agreement with Iran
The President has reviewed the study of November 20, 1975, regarding
the negotiation of a nuclear agreement with Iran, and has noted the
comments and recommendations provided by the addressees.
The President is anxious to see negotiations of the civilian nuclear accord
resumed with Iran under terms that will clearly foster US non-proliferation
interests, promote US-Iran interests, advance our domestic nuclear objec-
tives, and stand a good chance of mutual acceptance. He also believes any
moves taken by the US to accommodate Iranian concerns should be taken in
the light of a clear perception of Iran's principal problems with past US
proposals as well as a clear understanding as to whether Iran still desires
to transact much of its nuclear business with the US if a nuclear agreement
can be concluded.
The President has noted the range of possible modifications to the current
US position that ultimately might prove necessary to reach an agreement
based on the above objectives. He has, however, decided to reserve his
judgment as to the final position that the United States should take on the
substance of the proposed agreement, while approving the proposal that
the State Department and ERDA should promptly send a high-level team to
Tehran. This team should seek to clarify the Shah's concerns with the US
position and to expose the Shah and others (1) to the reasons for the US in-
terests in discouraging the establishment of completely national reprocessing
facilities in Iran and other countries, and (2) to the technical and economic
factors which militate against a near-term decision to reprocess in Iran.
The talks would be exploratory in character during which the US team would

endeavor to induce Iran to join with the US in an act of leadership designed
to discourage the spread of independent national reprocessing facilities.
In this regard, we would favor a commitment to the multinational concept
but would be prepared to explore with Iran other techniques for achieving
the same objective.
The US representatives are authorized to inform Iranian officials whenever
they deem appropriate that the US would allow Iran to receive and store,
under effective safeguards, all of its entitled share of the low enriched
uranium that it might purchase through investment in a US facility. Re-
transfer of this material would be restricted to those countries with which
the United States has an appropriate agreement for cooperation.
Following these high-level talks, and any further discussions required to
sharpen our understanding of Iran's position, a report should be submitted
to the President describing those alternate approaches which would be con-
sistent with our objective of avoiding the spread of national reprocessing
facilities while permitting us to reach an agreement on nuclear cooperation
with Iran. The implications of these alternatives should be assessed in light
of our non-proliferation and other objectives, and the prospects for Con-
gressional approval. The report should include agency recommendations.
In light of the extensive analysis that has already been carried out, there
should be little delay in the preparation of this report, for the President
wishes to avoid any long hiatus between the discussions with the Shah and
the resumption of detailed negotiations.
The President wants efforts to continue on a timely basis in assembling the
technical and economic data needed to evaluate the multinational reprocessing
concept. In this connection, he believes that the efforts underway to develop
our domestic reprocessing industry will provide an important source of in-
formation and he expects the evaluation of the multinational concept to draw
upon that information. He wants it understood that our efforts to deter pro-
liferation by promoting the multinational concept in our international negotia-
tions should in no way restrict our domestic policy with respect to reprocessing
or the way we develop our domestic industry.

I appreciate your agreement to meet with Dr. Seamans
and Under Secretary Maw to exchange views on the use
of nuclear energy and our proposed nuclear power agree-
ment. Given our desire to cooperate closely in this
important field, I know that your Imporial Majesty shares
our wish to see this agreement brought to a successful
conclusion.
It is well known that under your leadership Iran has played
a leading role in supporting the Non-Proliferation Treaty
and other efforts to abate the spread of nuclear weapons.
I know that you and I share the same desire to foster the
goal of non-proliferation. I believe that Iran and the
United States may have a unique opportunity to provide
vital international leadership in helping to ensure that the
sensitive aspect of the nuclear fuel cycle evolves in a
manner that reassures the world.
In view of the special relationship between our countries
and our strong desire for the secure development of
nuclear energy, I have requested Dr. Seamans and
Mr. Maw to explain to you how our specific proposals
fit into our broader non-proliferation policies. I will be
deeply interested in your own views and concerns.

At Tab A is the message of thanks from the Shah to the President's
recent letter (copy attached). Since this is a thank-you letter, there
is really no need for a further reply. The next step is the visit by
the Vice President, which the Shah anticipates with pleasure.
However, the Shah does note that he may send Finance Minister An-
sary to the US and that "he will be at your disposal should you wish
to see him. " There is nothing definite on now for an Ansary visit
to Washington that we know of but we are sending a copy of the Shah's
message to State so that they can make an appropriate recommend-
ation on a Presidential meeting should Ansary visit here.
At Tab B is the letter from Ambassador Zahedi to you, transmitting
a copy of the Shah/President message. It appears to need no further
reply.

Secretary Kissinger has brought to my attention your
current concerns about a number of issues, primarily
in the economic and defense fields but with obvious
relevance to broader policy, that are of great interest
to us as well as to Iran. I want you to know that I am
personally aware of your views and completely under-
standing and sympathetic of your efforts to achieve,
within Iran's resources, the appropriate balance be-
tween Iran's economic development and security ob-
jectives. We expect that the economic upturn which
is occurring in the United States, and is starting in
Western Europe, will also be beneficial to Iran.
I have let it be known to the senior officials of my
Administration who deal with these issues that they
should keep constantly in mind the very great impor-
tance which I attach to the special relationship that
we enjoy with Iran. The collaboration between our

Dear Mr. President,
I have received with great pleasure the letter which you entrusted
to your Representatives Dr. Scamans and Under-Secrelary Maw with whom I
had interesting discussions during their recent visit to Tehran.
The personal interest which you have shown in the cooperation
between our two countries in the field of nuclear energy is greally appreciated
and represents an important step forward in the conclusion of the proposed
agreement between Iran and the United States of America.
I fully share your concern for the non-proliferation of nuclear weapons
and, I appreciate your leadership and the significant role which the Uniled States
of America has assumed in this respect. Iran, as a signatory 10 the Non-
Proliferation Treaty is certainly anxious to see that the Treaty is applied as
widely as possible in its lelter and spirit and will deploy any effort to foster this
goal.
As you, Mr. President, are no doubt aware, the Non-Proliferation
Treaty has two important aims that consist of preventing the spread of nuclear
weapons and at the same time facililating the exchange of nuclear technology,
equipment and materials for peaceful purposes. As you yourself know so well,
Iran has inilialed an important nuclear programme in order 10 support ils rapid
economic development which necessilates the widespread and increasing use of
energy. In order to assure the successful implementation of our nuclear pro-
gramme, we will have to be assured of a flow of nuclear technology and the transfer
of equipment and malerials based on sound economic considerations. I would
therefore very much hope, Mr. President, that your non-proliferation policy
would remain flexible cnough lo allow a fruilful and meaningful cooperation 10
prevail between our two countries in the field of nuclear energy.
In keeping wilh the special relationship between our two countries
and the importance which you and I attach lo this matter, we look forward lo
