THIS WEDNESDAY, IN MY STATE OF THE UNION ADDRESS, I WILL
FORMALLY PRESENT POLICIES TO MEET THE ECONOMIC AND ENERGY
CHALLENGES WHICH ARE OF MAJOR IMPORTANCE TO THE UNITED
STATES AND TO THE INTERNATIONAL COMMUNITY. I SHALL, AT
THAT TIME, MAKE A NUMBER OF DETAILED PROPOSALS, MANY OF
WHICH I OUTLINED IN MY SPEECH TO THE AMERICAN PEOPLE ON
MONDAY NIGHT, I WRITE YOU IN THE SPIRIT OF COLLABORATION
THAT ANIMATES OUR RELATIONS TO SHARE MY THOUGHTS ON THESE
NEW MEASURES.
OUR COUNTRIES AND OUR KEY TRADING PARTNERS HAVE RECENTLY
SEEN STRUGGLING WITH UNEMPLOYMENT, INFLATION, AND ENERGY
SHORTAGES. THERE ARE, AS WE KNOW, NO EASY ANSWERS TO
ANY OF THESE PROBLEMS, SINGLY OR IN COMBINATION, BUT
IT 1S CLEAR THAT NE CANNOT AFFORD TO ADDRESS ONE ASPECT OF
OUR DIFFICULTIES WHILE IGNORING THE OTHERS. MOREOVER,
EACH COUNTRY MUST ACT TO ACHIEVE A BALANCE CONSISTENT WITH
ITS PRIORITIES AND ITS PARTICULAR ECONOMIC CIRCUMSTANCES
WHILE RECOGNIZING IT MUST ACT IN A MANNER WHICH FURTHERS
RATHER THAN HARMS THE ECONOMIC WELL-BEING OF OTHER
COUNTRIES.
MY POLICIES AIM TO DEAL DIRECTLY WITH THE ECONOMIC|

Correspondence from Italian Prime Minister
Aldo Moro
Italian Prime Minister Aldo Moro has sent you a letter (Tab A) expressing
appreciation for your recent message to him (copy at Tab B) providing
advance information on your State of the Union address.
The Prime Minister's letter:
- - indicates that the Italian Government has taken strong measures
to reduce domestic oil consumption and discourage demand for non-
essential goods;
-- states that Italy is following a tight money policy to reduce inflationary
pressure, while at the same time adopting measures to insure maximum
employment;
recognizes the economic interdependence of nations and the necessity
of close cooperation between countries in solving economic problems;
-- agrees with you on the necessity of continuing close consultations
on economic matters of mutual interest and concern, and;
-- reaffirms the Prime Minister's personal commitment, and that of
the Italian Government, to dealing with these vital economic problems in
the spirit of friendship and cooperation that exists between Italy and the
United States.
Prime Minister Moro's warm letter is a clear indication of the importance
that the Italians attach to being treated as a major partner in terms of
close consultations on matters of importance.

The Moro government has enjoyed surprising popularity and stability
since coming to power two months ago. Moro is considered by many to
be a master of compromise and probably the best man to handle the
difficult problems that confront Italy today. With national elections
scheduled for June, he has gone ahead with a tough and potentially
unpopular austerity program designed to get Italy back on an even keel
both politically and economically. In this regard, on February 3 he
announced plans to cut oil imports by about $600 million annually, to
reduce petroleum consumption by 7 per cent, and to revamp the govern-
ment bureaucracy to gain greater efficiency.
As the Prime Minister's letter responds to your earlier letter, there
is no need for a further reply.

Mr. President:
I wish to express to you my deep appreciation for your
kind message of Jan. 15, in which you have anticipated, in
the spirit of cooperation that animates the relations between
our two countries, the principles of the economic measures
you were proposing to the American people in the State of
the Union address.
Also in Italy measures have been taken, and others
are being examined now, in order to reduce, in a selective
way, the consumption of oil products and to discourage the
demand for non essential goods. Furthermore, we follow a
policy of rigid control on public expenses and of tight credit,
with the purpose of slowing down the present inflationary
pressures. While pursuing such a policy, we are well aware
of the need of substaining production in order to avoid
repercussions on the occupational level: this is the same
concern that you have very rightly underlined, Mr. President,
in your letter and in your message to the American people.
Interdependence of the various domestic situations
and close cooperation are today not just a matter of political
choices, but also objective data and common interests.
I am, therefore, in agreement with you on the necessity
that governments of friendly countries should continue, on
the basis of the first positive results so far achieved, the
dialogue that has being taking shape, having in mind especially
the importance of the energy problems in all their economic
and financial implications.

I wish to re-affirm my personal commitment, and that of the
Italian Government, to deal with these vital problems in the
spirit of friendship and cooperation existing between our two
countries, which share today a certain analogy in their efforts

consultation in order to achieve a fruitful coordination of
our undertakings.

Dear Mr. Prime Minister
This Wednesday, in my State of the Union address, I will
formally present policies to meet the economic and energy
challenges which are of major importance to the United
States and to the international community. I shall, at that
time, make a number of detailed proposals, many of which
I outlined in my speech to the American people on Monday
night. I write you in the spirit of collaboration that animates
our relations to share my thoughts on these new measures.
Our countries and our key trading partners have recently
been struggling with unemployment, inflation, and energy
shortages. There are, as we know, no easy answers to
any of these problems, singly or in combination, but it is
clear that we cannot afford to address one aspect of our
difficulties while ignoring the others. Moreover, each
country must act to achieve a balance consistent with its
priorities and its particular economic circumstances while
recognizing it must act in a manner which furthers rather
than harms the economic well-being of other countries.
My policies aim to deal directly with the economic slowdown
we now face without triggering the major inflationary pres-
sures which might result from an overly expansionary policy.
A tax cut, along with measures to stimulate investment, should
reinvigorate the U.S. economy and improve confidence. Under
present conditions, we believe it will not restimulate the infla-
tionary spiral.
We are also taking major steps to reduce our dependence on
imported oil. We are determined to reduce oil imports
promptly and significantly and to end vulnerability to economic

disruption by foreign suppliers by 1985. Immediate actions
to cut energy imports and to increase both our domestic
supplies and our ability to use our coal, gas, oil and nuclear
power are clearly necessary as are strong measures to
ensure adequate conservation and a new emergency storage
program. These steps make new demands on the American
people. At the same time, they provide the basis for a
stronger U.S. economy in the future. This, in turn, should
have a beneficial impact on the international economy.
In closing, let me emphasize the importance I have attached
to having had the benefit of your views on these issues in
recent months. We are strongly committed to working with
your government and others in confronting our common
problems. While much remains to be done, we are encouraged
by the positive steps which have been taken recently. For our
mutual well-being, it is imperative that we continue developing
a common approach in dealing with energy problems and that
we continue to coordinate closely in confronting our economic
difficulties.
I look forward to staying in close touch with you on these
important issues.

Dear Mr. Prime Minister:
Our representatives are meeting this weekend in
Washington, along with those of other countries,
to discuss some crucial issues in the international
monetary area. Resolution of these questions will
help assure the continued viability of the liberal
trade and payments system which is so essential
to world prosperity in the coming years. Sound
agreements on gold and exchange rates are clearly
important to every country. In addition, less
developed nations will particularly benefit from
the planned IMF quota increase and measures to
mobilize IMF gold.
For these reasons, I place great importance on
progress at the upcoming meetings of the Bank
and the Fund. I am, therefore, authorizing
Secretary Simon to exercise further flexibility
on the gold issue.
In taking this step I have kept in mind the
particular interest of Italy in mobilizing its
official reserves of gold.
I hope this flexibility by the United States on
gold will pave the way for agreement on a full
package of amendments to the IMF Articles
as well as the quota increase. Obviously,

the approach of the European Community to the
exchange regime issue will be critical to

working out a package. I would appreciate your
help here, as President of the Council of
Ministers, in finding some common ground
on which we can all agree.

Text of the letter addressed by the President of
the Council of Ministers of Italy, to the President of
the United States, on September 14, 1975.
Unofficial Translation
Mr. President:
I wish to thank you for your message of September 1st,
with which you drew my attention to the important meetings
in Washington, and informed me of America's increasing
flexibility on the gold question.
The Italian Delegation, headed by Minister Colombo,
sought, both in the Washington meetings and in those
preparatory sessions of the E.E.C. Ministers under the
Italian Presidency, last held in Venice on August 24,
to reach an agreement that would open the monetary dis-
cussions, at least with regards to some important points.
The positive results that were obtained on the gold
question and on the International Monetary Fund's quotas,
constitute a testimony of the goodwill of the United States
and of the Community in dealing with the world's monetary
problems.
The discussions concerning the exchange rate, will
be pursued with the same constructive spirit by the
Italians, whose objective is to reach a formula that will
reconcile existing differences.

I hope that the action that my country intends to
take in this regard will not be made more difficult by
the praxis followed during the discussions in Washington,
where meetings were limited to five countries. I refer
in this regard to the conversations that we had in
Helsinki and in particular, to Minister Rumor's meet-
ing with Secretary of State Kissinger.
In effect, the action which the Italian Government
intends to pursue, presupposes the participation of my
country in all of the forums in which international
policy in the economic and monetary areas are elaborated
and agreed upon.
I am certain that the Italian position on this
important question of principle will be fully valued
by the United States.

Responses from Wilson, Schmidt, and
Moro to your Letters on Gold
Prime Minister Wilson, Chancellor Schmidt, and Prime Minister Moro
have responded to your messages of September 1 conveying a more
flexible US position on gold. In the Interim Committee, agreement was
reached on new IMF quotas, on reducing the vote required for a veto
from 20% to 15%, abolition of an official price for gold, elimination of
the obligation to use gold in transactions with the IMF, sale of one-sixth
of the Fund's gold (25 million ounces) for benefit of the developing countries,
and restitution of the same amount to its original owners.
Wilson (Tab A) believes that your additional flexibility was an important
element in the overall results of the meeting of the Interim Committee.
He hopes and believes that it will now be possible to complete in coming
months a comprehensive agreement covering, in particular, outstanding
issues relating to exchange rates.
Schmidt (Tab B) also believes that US flexibility was a significant factor
in paving the way for progress in the Interim Committee. He states that
future progress toward broader agreement should not be impaired by
differences of opinion over the future exchange rate system (viz. France
vs. the US). He expects that the gap between the different views will be
narrowed, and warns that an unnecessarily tough discussion could damage
present efforts to stimulate economic activity, reduce inflation and fight
inflation and payments imbalances. He indicates that he will do all in
his power "in an undogmatic spirit" to play a mediating role.
Moro (Tab C) states that the positive results obtained in gold and IMF
quotas were testimony of the goodwill of the US and the European Community
in dealing with world monetary problems. He affirms that Italy intends to

pursue discussion concerning exchange rates in the same constructive
spirit, with the goal of reaching a formula that will reconcile existing
differences. He underlines the point, made to you in Helsinki, that
Italy's ability to play a constructive role on these matters will be made
more difficult if major financial issues are discussed in meetings limited
to five countries, i.e., excluding Italy. Constructive action by Italy
"presupposes Italy's participation in all of the forums in which international
policies in the economic and monetary areas are elaborated and agreed upon."
I do not believe that replies to the three heads of government are required.

MAJOR INDUSTRIALIZED ECONOMIES, WOULD NOT BE DESIRABLE.
THESE GOALS MIGHT BE:
--TO GENERALIZE THE RECOVERY DURING 1976 AMONG THE MAJOR
INDUSTRIAL COUNTRIES.
--TO SEEK TO RESTORE SUSTAINED VIGOROUS ECONOMIC EXPAN-
SION AND HIGH LEVELS OF EMPLOYMENT BY 1977.
TO REDUCE INFLATION AND DISPARITIES AMONG NATIONAL
INFLATION RATES.
--TO RESTORE VIGOROUS GROWTH IN TRADE.
5. THIRD, OUR MEETING MUST COME TO GRIPS WITH THE
SPECIFIC PROBLEMS OF TRADE, MONEY AND ENERGY.
6. TRADE IS CLEARLY CRITICAL. WE SHOULD, I BELIEVE,
PROVIDE NEEDED IMPETUS TO THE MULTILATERAL TRADE NEGOTIA-
TIONS UNDERWAY IN GENEVA, SETTING 1977 AS THE DEADLINE
FOR THEIR COMPLETION AND IDENTIFYING AS OUR GOALS:
--A MAJOR CUT IN TARIFFS (NO LESS THAN THAT ACHIEVED IN

7. WE SHOULD ALSO REAFFIRM OUR OECD PLEDGE NOT TO TAKE

8. ON MONETARY ISSUES, THE DIVERGENT POSITIONS OF A
YEAR AGO HAVE NARROWED CONSIDERABLY. THESE PAST WEEKS OUR
REPRESENTATIVE, TREASURY UNDER SECRETARY YEO, HAS BEEN
MAKING AN INTENSIVE EFFORT TO RESOLVE REMAINING DIFFER-
ENCES. IF THESE DISCUSSIONS SHOULD SUCCEED, CHANCES WILL
BE GOOD OF GETTING THE WHOLE NEW MONETARY STRUCTURE IN
PLACE BY THE JANUARY MEETING OF THE IMF. IN THIS AREA AS
IN OTHERS, I 00 NOT THINK THAT WE SHOULD OURSELVES ATTEMPT
TO NEGOTIATE OUTSTANDING ISSUES AT THE SUMMIT. THE TIME
IS TOO SHORT THE ISSUES ARE OFTEN TECHNICAL: AND IT
WOULD BE WRONG TO DIVERT OUR EFFORTS FROM WHAT ONLY WE
CAN DO -- SET FUNDAMENTAL POLICY DIRECTIONS -- TO WHAT
MINISTERS CAN DO.
9. ON ENERGY, A FRANK DISCUSSION OF THE POSITION OF OUR
COUNTRIES AS WE EMERGE FROM THE RECESSION AND ENTER THE
ECONOMIC DIALOGUE WITH THE DEVELOPING COUNTRIES AND KEY
OPEC MEMBERS IS CLEARLY IN ORDER. OUR VIEW WILL BE THAT
THE IEA COUNTRIES MUST HOLD TO THEIR DECEMBER 1 DEADLINE
IN THE LONG-TERM PROGRAM, INCLUDING THE MINIMUM SAFE-
GUARD PRICE. WE ALSO OUGHT TO ALLOW FOR SOME WAY FOR
C-OXM
FRANCE TO ASSOCIATE INTO THAT PROGRAM ONCE IT IS COMPLETED.
WE WILL WANT -TO ADDRESS THE QUESTION OF ACCESS TO ENERGY
SUPPLY AND INVESTMENT WITHIN THE IEA. AND WE SHOULD TALK

highly constructive contribution to the work of the meeting. I should like
to invite you to meet with myself and the leaders of the other countries
(plus Canada)
participating in Rambouille A on the island of Puerto Rico on the afternoon
of June 27, until the evening of June 28. I have already had the opportunity
to discuss this with President Giscard d'Estaing during his visit here,
discussed
and Secretary Kissinger, during his recent visit to Europe,
the
matter
with Prime Minister Callaghan and Chancellor Schmidt. All three have
reacted favorably.
If you agree to attend this meeting, and I personally hope that
you will be able to do so, I propose that we issue an announcement in

there follows the text of a proposed announcement concerning agreement to
hold a second Rambouillet summit meeting on the island of Puerto Rico.
I would suggest that the announcement be made simultaneously at noon,
June 3, Washington time. I would greatly appreciate your approval of
this procedure and also of the text of the announcement. The draft contains
the actual announcement and notes the constructive evolution since our
first meeting. I understand that the special reference to your government
is acceptable to you.

TEXT
The heads of states and governments of Canada, France, the
Federal Republic of Germany, Italy, Japan, the United Kingdom of Great
Britain and Northern Ireland, and the United States of America will meet
at the invitation of the President of the United States on June 27 and 28 in
Puerto Rico to discuss issues of mutual interest including the progress
of their economic recoveries and the current phase of their efforts to attain
sustained economic expansion, financial and monetary matters, trade,
energy and relations with developing nations.
The countries that participated in the meeting at Rambouillet,
having agreed to the participation of Italy at the meeting, will
examine with the Italian Government whether the latter believes.
it will be able to take part on the agreed dates.
Recognizing the contribution of the Rambouillet Summit to the
significant progress made in achieving strong economic recovery in the
industrialized nations, improvement of the international monetary system
and monetary cooperation, ensuring an open international trading order,
strengthening energy cooperation among industrialized nations and building
a constructive dialogue with the developing world, the leaders believe
that this meeting can further progress in all areas of mutual interest.

At the invitation of the President of the United States, the
Heads of States and Governments of France, the Federal Republic
of Germany, Italy, Japan, the United Kingdom of Great Britain and
Northern Ireland and the United States of America will meet
June 27-28 in Puerto Rico. In addition, given the close ties and
cooperation between the United States and Canada and the fact that
the meeting is being held in the Western Hemisphere, the President
of the United States has invited Canada to participate.
The participants will discuss problems of mutual interest
including the progress of their economic recoveries and the current
phase of their efforts to attain sustained economic expansion,
financial and monetary matters, trade, energy and relations with
developing nations.
Recognizing the contribution of the Rambouillet Summit to the
significant progress made in achieving strong economic recovery
in the industrialized nations, improvement of the international
monetary system and monetary cooperation, ensuring an open inter-
national trading order, strengthening energy cooperation among
industrialized nations and building a constructive dialogue with the
developing world, the leaders believe that this meeting can further
progress in all areas of mutual interest.

Please deliver the following message to Prime Minister
Moro at the earliest opportunity.

Dear Mr. Prime Minister:
Now that a summit meeting in Puerto Rico has been officially
announced, I would like to suggest the following arrangements for
making substantive preparations.
I would propose that we convene a meeting of two or three
officials representing each of the seven participating heads of
government on June 15 in Washington. George Shultz will be my
personal representative at the meeting. This meeting would settle
in Puerto Rico, and develop a first draft of a possible summit

on an agenda for the Puerto Rico summit, identify "lead" speakers
for each agenda topic, determine areas which should receive
special focus and those on which greatest progress can be made

by ministerial consultations on the margins of the OECD meeting
