Your Royal Highness:
I want you to know how deeply the loss of His Majesty
King Feisal will be felt here in the United States,
as well as in your country and the entire Islamic
world. He was for many years, as King and Crown
Prince, a close friend whose strength and vision did
much to bring relations between our countries and
peoples to the point where they are today.
Vice President Rockefeller carries this letter as my
personal representative. I have asked him to reassure
you of our determination to continue to work for a just
and lasting peace in the Middle East. Secretary
Kissinger has told me of the very useful talks he has
had with you during his recent visits to Riyadh. We
value your advice as we did that of His Majesty
King Feisal on what course we should pursue in the
Middle East, and we hope to continue to work closely
with Your Highness to achieve our common goals.
I have also been told of the vision and dedication which
you have brought to the Joint Commissions, which are
doing much to further the progress of our two peoples
and increase their mutual understanding. Let me
assure you of the overriding importance which the
United States attaches to the continuance of close and
friendly relations between our countries, and to the
hope that, through cooperation, we may together
proceed toward progress and peace.

Your Majesty:
As I stated in my earlier message to you, the
tragic death of His Majesty King Feisal is a loss
which will be deeply felt by the people of the
United States as well as the people of Saudi Arabia
and the Islamic World.
Over the years, His Majesty's leadership and
wisdom have brought your country and mine into
a new relationship which is far deeper than that
which they had previously enjoyed. Our peoples
and interests have become truly interdependent
in this new era, one which all of us wish to be
marked by common endeavor toward our mutual
goals of peace, prosperity and continued friendship.
Your Majesty, this development has been deeply
gratifying for the United States and it is our hope
that it will continue. It is my sincere belief that
our countries can and must work closely together,
as much so in the future as in the past. There is
much that each has given the other, and much
still that each may continue to give. I look forward
to a furtherance of this relationship, wherein both
can continue to derive strength and sustenance
through cooperation.
Your Majesty, it is also my hope that from time
to time we can continue to share with each other
our views on events and matters of importance as

benefit from your wise counsel on ways we may
proceed together toward the attainment of prosperity
for our countries and a final, just and durable settle-
ment in the Middle East. For our part, the United

my good wishes for Saudi Arabia. The Vice President

OTHERS CONSIDER PETROLEUM TOO VALUABLE A COMMODITY TO
BE USED AS FUEL--THEY WOULD RATHER SEE IT USED AS 4 BASIC
ELEMENT IN NUMEROUS, IMPORTANT INDUSTRIAL PROJECTS; IN
ADDITION TO THESE OPEC MEMBERS, THERE ARE A NUMBER OF
MEMBERS WHO ARE MORE FLEXIBLE AND DISPOSED TO MODIFY
THEIR POSITION TO HARMONIZE WITH THE NEEDS OF THE PEOPLES

Letter to King Khalid
Attached at Tab A is a letter from the President to King Khalid following
up on Fahd's discussions with Ambassador Porter with respect to oil
prices (Tab B). The main objective of the letter is to attempt to lock the
Saudis into the position taken by Fahd, in Khalid's name, opposing any
decision this year to increase oil prices. If we can hold the Saudis to
this, it will at least mean no price rise at the December OPEC meeting,
buying us several months more of status quo. It could produce a price
freeze of longer duration, but this is more problematical. As an encourage-
ment to Fahd and Khalid, the letter indicates that the U.S. will follow
their advice and make known to other OPEC countries (especially Iran
and Venezuela) our opposition to a price increase. It also underlines
our positive approach in the dialogue with the developing countries, but
without linking that dialogue directly to oil price-related issues.
This general line of approach is fully consistent with the memo submitted
by HAK for the President's meeting with Saud. The text has been cleared
by Roy Atherton.
RECOMMENDATION: That you approve the urgent transmission of this
letter by State for delivery to King Khalid.

Your Majesty:
I have read with great interest the reports of Prince Fahd's
conversation with Ambassador Porter. I am extremely encouraged by
Prince Fahd's statement that Your Majesty is against any increase in
the price of oil and will not approve a price rise this year. I recall with
deep appreciation your earlier private assurances that Saudi Arabia
would do everything it could to prevent a price increase at the last OPEC
Ministerial Meeting in Bali. The outcome demonstrated clearly the
decisive role played by your representative. I hope that the outcome
of the OPEC Ministerial Meeting in December will reflect Your Majesty's
view that the subject of an increase in oil prices should not be considered
this year.
Saudi opposition to a price increase is indeed a highly constructive
position of major benefit to all nations of the free world. Saudi Arabia's
leadership in resisting price increases over the last year has helped
industrialized and developing nations make progress toward economic
recovery, and contributed to the dramatic reduction in the rate of inflation
in industrial products so damaging to all countries. This improved economic
situation has had important political benefits, for example in Portugal and
other Western European nations. Your decision to continue this policy
will be extremely beneficial to the many nations which still face major
economic difficulties. It will be especially helpful to my efforts to strengthen

United States-Saudi relations and to resist pressures which would have
the effect of weakening our ties.
You can be certain that we are taking your advice in making
approaches to other OPEC countries, emphasizing the importance to
the global economy of no increase in the price of oil. We recognize the
burden you have borne in bringing wisdom to the councils of OPEC and
agree that every effort must be made to help others understand the
correctness of your policy.
Let me, in addition, add a word about our overall relations with
the developing nations. The United States has made, and will continue
to make, a genuine effort to seek constructive solutions to issues
between the developed and developing nations. We have been at the
forefront of the effort to provide resources and positive ideas to promote
the development process and to give developing nations an improved role
in the international economy. As Your Majesty knows, there are
differences between developed and developing nations. But we believe
that they can be best resolved through a constructive dialogue and close
cooperation. We have in the dialogue attempted to be frank and clear
about our limitations and to be equally clear about the many initiatives
which we are willing to take to achieve success. Continued close
cooperation between the Kingdom of Saudi Arabia and the United States,
and with other likeminded nations, can considerably strengthen prospects

for overcoming problems and achieving positive solutions beneficial
to the developing countries. Working together in a leadership role and a
harmonious spirit, our two nations have a real opportunity in the coming
months and years to help achieve genuine progress in the interest of
all peoples.

Your Majesty:
I have received Your Majesty's letter of September 13,
1976, conveyed to me by His Royal Highness Prince Saud
Al-Faisal, in which you expressed your concern about the
opposition of some members of Congress to proposed sales
of military equipment to Saudi Arabia. I appreciate
Your Majesty's warm sentiments of friendship and your
commitment to maintain and solidify the good relations
between our two countries. I fully share this commitment.
As Your Majesty is aware, my Administration has made a
major effort with the Congress to defend our relationship
with Saudi Arabia. We have succeeded in defeating
legislative proposals which would have been harmful to
our economic relations and prevented certain military
sales to your country. In doing this, we have been well
aware of the necessity of avoiding any interruption in
the modernization of Your Majesty's armed forces or in
the assistance the United States is providing in the
security field. More fundamentally, I wished to avoid
any action which might have cast doubt upon the soundness
of the close relationship which has been of such great
benefit to both our countries through the years.
Our actions in this regard have been part of an intense
and continuing effort to build public support for an
even closer relationship with Saudi Arabia. We have been
aided in this task by our ability to point to so many areas
of cooperation between our two nations, and to the moderate
positions taken by Saudi Arabia on a number of issues of
international importance, including in particular the
constructive role played by Saudi Arabia in international
oil affairs.

I was most gratified to learn in my recent meeting with
Prince Saud, and from reports of Ambassador Porter's
meeting with Crown Prince Fahd last month, that Your
Majesty does not intend to approve an oil price increase
this year. Your earlier assurance that Saudi Arabia would
do everything it could to prevent a price increase at the
last OPEC Ministerial meeting in Bali was most welcome,
and the outcome clearly demonstrated the decisive role
played by your nation.
Saudi Arabia's moderate policy in oil matters has worked
to support both the economic health and the political
stability of non-communist nations. Your wise leadership
in resisting price increases over the last year has aided
both industrialized and developing nations toward economic
recovery. However, as you are aware, this economic
recovery remains extremely fragile and uneven, and
enormous trade imbalances have further eroded the already
weak borrowing ability of a number of nations. A new
increase in the price of oil in January, which some
members of OPEC are advocating, would add new and perhaps
unmanageable stress to trade balances and creditworthiness.
It would also rekindle inflationary pressures and hamper
economic recovery, particularly among the oil-importing
developing countries and in those key industrialized nations
whose political fabric and orientation is already strained
by economic difficulties. These effects could contribute to
a process of political radicalization in crucial areas where
stability is essential to the kind of world order I believe
we both seek.
Your Majesty's continued opposition to increases in the price
of oil, therefore, would be of substantial benefit to global
political stability as well as economic well-being. It will
also be very helpful in building broader public support in
the United States for close relations with Saudi Arabia.
Conversely, a price increase next year would come as a
serious blow to your friends in the Administration and the
Congress who have worked hard and successfully to resist
actions which would have damaged those relations.
Your Majesty can be certain that we have adopted your
government's advice on making strong approaches to other
OPEC countries, emphasizing the importance to the global
economy of avoiding an increase in the price of oil. We
would like to discuss this matter further with your govern-
ment after we have had a chance to study the replies of
other OPEC governments.

spirit, our two countries have an opportunity in the
coming months and years to help achieve continuing
progress toward economic and political stability in
the world, and toward a just and lasting peace in the

PAYING THIS PRICE, WHILE THE OIL COMPANIES ARE BENEFITING FROM
THE DIFFERENTIAL. THE PRICES OF PETROLEUM FROM OTHER MEMBER
NATIONS IN OPEC HAVE RISEN BY MORE THAN 5 PERCENT. THE
KINGDOM, NEVERTHELESS, SHALL CONTINUE ITS EFFORTS WITH ITS
FRIENDS IN OPEC TO LIGHTEN THE BURDEN, AND TO ARRIVE AT THE

We have received Your Excellency's verbal message
which was conveyed to us by the Ambassador of Saudi Arabia
in Washington and took note of Your Excellency's friendly
discussion with him on the possible outcome of the coming
meeting of OPEC with regard to oil prices.
It gives us great pleasure to express to Your Excellency
our profound thanks and gratitude for the kind feelings which
you expressed toward us and toward Saudi Arabia. We also
appreciate your full understanding and comprehension of the
international situation in general, and the position of the
poor and developing countries in particular in case of an in-
crease in oil prices and Your Excellency's elucidation on
that matter. We are certain that you appreciate Saudi
Arabia's efforts which led to freezing the oil prices for
fifteen months. We were hoping to extend this period in the
coming meeting of OPEC. However, the increase of demand on
oil led to the increase of its prices. Arabian Light Crude
Oil is sold now for more than $12.00 per barrel instead of
$11.51, an increase of 5 per cent of the posted price. The
oil companies became the only beneficiaries from this
difference which the consumers in Europe, America, and Japan
are paying. Also, the oil prices of the other members of
OPEC were increased for more than 5 per cent.

Nevertheless, Saudi Arabia will continue its endeavors
with its friends in OPEC to alleviate the burden and to
reach a reasonable and acceptable minimum increase.
There was another matter which the discussion between
Your Excellency and the Saudi Ambassador touched upon, that
is, the opposition to the boycott of Israel.
Mr. President, the Arab boycott of Israel is not a
product of yesterday or today; it has been in existence for
twenty five years. To stir up the subject at this particular
time is to invite suspicion and cast doubts on the traditional
friendship between the United States and the Arabs. Moreover,
the Arab countries are not the first, nor the only, countries
that apply the boycott. The United States itself and many
other countries applied and are still applying such a procedure
whenever the need arises. Bearing in mind, however, that
ending the boycott depends entirely on Israel's intentions
and its receptivity to a durable, just, and peaceful solution
acceptable to all the parties involved in the dispute.
Here we would like to take this opportunity to respond
with appreciation and praise to President-elect Jimmy Carter's
allusion that the statements on assistance to Israel which he
made in the course of his presidential campaign were intended
only for domestic consumption; that he will oppose in the
future any legislation against the boycott of Israel, and that

he will use leverage on Israel to prevent it from committing
any act of aggression against the Arabs in Southern Lebanon.
Undoubtedly, this is a good initiative on his part, and we
would like to wish him every success during his presidency
for the good of his country and the world at large.
We also would like to express to Your Excellency our
deepest appreciation for the assistance and the understanding
which Saudi Arabia in particular, and the Arab World in
general, have received during your Administration; praising
your profound comprehension of the intricacies of the inter-
national situation and your noble stands for the causes of
right and justice. We wish Your Excellency a serene and
tranquil life filled with happiness, success, and continued
good health and progress and prosperity for the friendly
people of the United States. His Royal Highness the Crown
Prince and His Royal Highness Prince Saud Al Faisal convey
to Your Excellency their high regards and esteem.

Your Majesty:
I wish to express to you directly my personal admiration
for Saudi Arabia's demonstration of responsible leader-
ship at the OPEC Ministerial Conference in Doha. While
I continue to fear that even a modest increase may lead
to unfortunate setbacks among developed and developing
economies, your own example of restraint was most
commendable and, I am sure, very difficult under the
circumstances.
I regret that most of the other OPEC nations were not
motivated by the same sense of shared concern for the
health of the world economy upon which we all depend.
However, Your Majesty's determination to stand firmly
against the many pressures for a larger price rise and
to increase your country's oil production has made an
important contribution to the cause of international
cooperation which is an important goal for both our
nations. It has also moderated significantly what
could otherwise have been a dangerous blow to the
world economy at a particularly difficult time.
I know that my feelings are shared by countless
Americans and others throughout the world who
see in your decision a further example of the
responsible approach to world problems which has
been a characteristic of Saudi Arabian foreign
policy and which has so ably and conscientiously
been maintained under your leadership. I am
confident that the United States will, for its part,
continue to work closely with Your Majesty's
Government for the solution of global economic

problems within a framework of cooperation between
developed, oil-producing and developing nations. The
United States will also continue to work with Saudi
Arabia as it pursues its efforts to bring about further
progress in this coming year toward our shared
objective of a just and lasting peace in the Middle East.
In closing, I wish to reaffirm my appreciation for
Your Majesty's wise leadership and for the contribu-
tions which you and Your Majesty's Government have
made to the enhancement of relations between our two
countries -- a relationship of such immense importance
to regional and world peace and stability. May Your
Majesty continue to enjoy the fullest blessings of
health, happiness and prosperity in the future.
