THE WHITE HOUSE
WASHINGTON

Your Highness:
As you know from my public statement, we admire and
support the responsible position your Government took at
the OPEC Ministerial Conference in Doha. The same
sense of leadership which you have so ably demonstrated
in guiding your country in its first five years of indepen-
dence was apparent in your decision to resist pressures
for the higher price rise. While I regret that the other
OPEC nations, with the exception of Saudi Arabia, did
not act with an equal awareness of the interdependence
among nations and the relationship between the price
of oil and the health of the world economy, I am
heartened by your attitude and the courage which you
displayed in maintaining it.
I know that the American people and others throughout
the world applaud your farsightedness and dedication
to the cause of global cooperation which both our nations
seek. I am confident that the United States will, for its
part, continue to work for the solution of global econ-
omic problems within a framework of cooperation
rather than confrontation. The United States will also
energetically pursue its efforts to bring about further
progress in this coming year toward our shared
objective of a just and lasting peace in the Middle East.
