I view as symbolic both the successful accomplishment of the first in history joint international space flight of the spaceships SOYUZ-19 and APOLLO and the joint tours by the crews of the spaceships in the Soviet Union and the United States. In both cases our cosmo- nauts and your astronauts act as messengers of good will representing the aspiration of the peoples of the two countries toward peaceful cooperation. In this, I see yet another confirmation of the fruitfulness of the course of the comprehensive improvement of the Soviet-American relations we have jointly undertaken. I would like to say from the outset that we also are concerned by the state of affairs developing recently in the relations between our countries, particularly in connection with a problem which we both consider as a first and foremost problem. I have in mind the working out on the basis of the Vladivostok agreement of a new Agreement on strategic arms limitations which, as it was agreed, should be singed during ny visit to the United States. We share your opinion that it is necessary to make energetic efforts to resolve remaining questions which delay the completion of the preparation of this Agreement. On our part we are reacy to continue discussing these questions in constructive way. it the same time we are entitled - in the light of major steps made by us - to expect that the American side also will display a neces- sary constructive approach to finding out of mutually acceptable solutions. These are the very considerations which urged me to send to you my letter of October 27. We, of course, are ready to receive Secretary H.Kissinger in Moscow to discuss the questions of stra- tegic arms limitations, as well as to exchange opinions on the whole complex of the Soviet-American relations. The most conveni- ent time for this would be December 18-19. Beside the problem of strategic arms limitations there are, of course, other major problems of international character for the solution of which both of our countries can do a great deal. There are questions of bilateral nature which await their solutic we are in favour of moving ahead along the whole range of the So- 2. viet-inerican relations, moving ahead in the intersts of further development of these relations, in the interests of strengthening the process of relaxation as a whole. The Basic Principles of Relations between the United States and the Soviet Union signed in 1972 and re- confirmed at our meeting in Vladivostok recognized the importance of the normalization of economic ties as an important element in the effort to build a more constructive relationship based on mutual interest and mutual benefit. This objective has had and will continue to have my full support. In recent years, contact between American and Soviet business and industry -- to which the US-USSR Trade and Economic Council has contributed importantly -- has helped to achieve substantial progress in our economic relations. Working in coordination with the Soviet and American governments, the Council has encouraged the expansion of trade, enhanced economic relations and identified the challenges and opportunities of growth in these areas. The results have been impressive. Overall trade between our countries has grown from less than $200 million in 1970 to more than $2 billion so far this year. The achievements of the US-USSR Trade and Economic Council in promoting growth in our trade relations and in attracting the participation in its activities of senior representatives of American business and their Soviet counterparts speaks well for the future success of the Council and for continued improvement in US- USSR economic relations and the further development of constructive, mutually beneficial relations between our two countries. On our part we are reacy to\ncontinue discussing these questions in constructive way. it the\nsame time we are entitled - in the light of major steps made by\nus - to expect that the American side also will display a neces-\nsary constructive approach to finding out of mutually acceptable\nsolutions.\nThese are the very considerations which urged me to send to\nyou my letter of October 27. We, of course, are ready to receive\nSecretary H.Kissinger in Moscow to discuss the questions of stra-\ntegic arms limitations, as well as to exchange opinions on the\nwhole complex of the Soviet-American relations.
