Greetings from Focus on the Family, and many thanks for your September 14 correspondence. I appreciate the
time you have taken to respond directly to the concerns I laid out in a previous letter. It was especially
heartening to read of your belief that the ABC policy is the most effective component in preventing the further
spread of HIV/AIDS, and that it is the "cornerstone of the Emergency Plan's prevention programs."
In addition. my staff and I are pleased to hear of the progress being made to implement the ABC policy,
though, frankly, we continue to have grave concerns about how the $1 billion of PEPFAR funds carmarked for
faith-based groups is actually being spent on the ground. For example, your letter states that "we will not fund
off-target plans," but we are aware that USAID is currently doing just that - by using grant money provided by
your office to fund programs that subvert President Bush's ABC policy.
Of special concern is the organization USAID has charged with distributing those faith-based monies:
Communities Responding to the HIV/AIDS Epidemic (CORE). Not only is CORE led by Jason Heffner, a
former gay-rights activist who has worked for organizations such as GLAAD and ACT UP - organizations
which, as you know, oppose the abstinence message - but we are also aware that the leadership of one of
CORE's major partners has disparaged abstinence and fidelity programs in letters to the heads of UNAIDS, the
Global Fund, NIH, and the Gates Foundation, to name a few. Clearly, these types of activities can serve only
to impede efforts to "speed this shift" toward ABC policy - a goal you have assured us remains intact.
You also mentioned that, to date, abstinence and fidelity programs represent about 45 percent of prevention
funding. To our knowledge, however, among the organizations that specifically promote the abstinence and
fidelity components of AIDS relief, the only group receiving PEPFAR funding is World Rclief. Meanwhile,
other qualified organizations that stand ready to advance abstinence education, such as Samaritan's Purse, have
been denied grants.

We'd be interested to know what portion of the 45 percent figure to which you referred is going specifically
toward promoting abstinence and fidelity programs. In addition, have any stipulations been placed on
PEPFAR monies to ensure that they are distributed and applied in ways that comply with the administration's
policy? The stated objective of the PEPFAR-funded "Together We Can" American Red Cross program, for
instance, is to encourage young adults to "delay sex and use condoms." As far as we can tell, however, that
program contains no mention of abstinence.
Another important point in your letter concluded that faith-based groups are not adequately represented in the
funding process because they "are not experienced" in federal grant-making and procurement. In the past,
though, USAID established condom-marketing groups such as PSI specifically to help other groups learn how

to obtain federal grants, Meanwhile, secular organizations such as Family Health International - which
promotes "outercourse" - are being awarded, of all things, USAID "faith-based" grants. That being the case, it
seems it would be more than appropriate to direct a portion of the $1 billion allocated for faith-based
prevention of AIDS to an organization that facilitates true abstinence and fidelity programs - just as PSI
facilitates those marketing condoms.
Finally, your letter mentions plans for designing and executing an ABC program in AIDS "focus countries."
Unfortunately. there seems to be little evidence that this strategy is being implemented. Instead, it appears that
the majority of funds continue going to programs that emphasize "C" at the expense of "A & B." We've
learned, for example, that Dr. Peterson and his colleagues at USAID have approved the appointment of
salaried condom officers in every district of Uganda - a country that hardly needs such assistance given its
success in slowing the spread of AIDS through abstinence education. And furthermore, is anything being done
to establish abstinence and fidelity officers in the targeted nations? This questions begs another one: Who is
holding Dr. Peterson and his fellow officials accountable for compliance with the administration's policy with
regard to abstinence training?
In short, we'd like to assure you that we recognize how difficult it can be to effect reform within large
bureaucracies. and we appreciate your efforts to promote the ABC model despite the obstacles you are
undoubtedly up against. Nonetheless, given the number of lives at stake - and the amount of taxpayer funding
in question - we'd like to see a greater level of urgency assigned to ensuring that faith-based grants are not
being used in a way that undermines the president's ABC policy, Until we see evidence of progress in this
area, we feel obligated to continue alerting Congress and the public at large to the lopsided implementation of
the administration's plan thus far.

Dear Dr. Dobson:
Thank you for your July 16 letter, which I very much welcome. I
apologize for the delay in responding, however, I wanted to have access to some
additional Emergency Plan first-year program data which has only just become
available and which I thought would be of interest to you.
I sincerely appreciate your continuing interest in, and support for, the
success of President Bush's historic Emergency Plan for AIDS Relief. Let me
first say that I certainly agree with your concluding paragraph. Recent studies
do show that abstinence and fidelity are effective components in preventing the
further spread of HIV/AIDS. These are key components in the "ABC" model
that President Bush has promoted. It is the prevention model that has been
adopted as Administration policy and is the cornerstone of the Emergency
Plan's prevention programs. Of course, The President has also emphasized the
importance of abstinence and fidelity in domestic HIV/AIDS prevention efforts.
While changing the focus of global HIV/AIDS programs will take time, I
believe there is evidence that progress is being made in moving toward the
"ABC" model we have adopted. To speed this shift, we have communicated our
policy and objectives in a number of ways: I and my senior staff have visited
every Emergency Plan focus country to explain the "ABC" model, and the
reasons why it is so important to our prevention efforts. I have also spoken out
on this subject in a number of public forums. We have enabled the Institute of
Youth Development to show the film "What Happened in Uganda" in each
Emergency Plan focus country. (The film further promotes and explains the

Uganda "ABC" program and the success Uganda has had in reducing its
prevalence rate from 21 percent to 6 percent.) We have reviewed the plans of
each United States Government team in the focus countries for designing and
executing an "ABC" program specific to the needs of the host country. We have
returned for revision those plans that have not been in line with our policies and
objectives, and made clear that we will not fund off-target plans. And we are
monitoring the execution of approved prevention programs to ensure that they
are following the plans that have been outlined, and meeting their intended
objectives.
And still other strides have been made. Since my April 8th letter to you,
funding has now been approved for additional programs under the Emergency
Plan. I believe that our initial rounds of funding for HIV/AIDS prevention
activities reflect the comprehensive approach envisioned by the "ABC" model
as well as the intent of the legislation. In the first year of the Emergency Plan,
abstinence and faithfulness programs represent about 45 percent of our
prevention funding. At the same time, our commitment to encouraging and
strengthening our partnerships with faith-based organizations is also producing
results. This year we are projecting to partner or sub-partner with approximately
235 faith-based groups.
Beyond this initial effort, we are committed to expanding our work with
both new and current faith-based organizations as Emergency Plan
implementation progresses. We recognize that the windows for applications in
our initial rounds of funding were relatively narrow. We are committed to
ensuring that future rounds will allow more time for applicants to prepare and
submit funding proposals. At the same time, we also recognize that some faith-
based groups, and particularly smaller organizations, may never have worked
with the federal government and are not experienced with the rather complex
requirements of the federal grant-making and procurement processes. Some
have expressed the need for assistance in enhancing their capabilities to most
effectively participate in the Emergency Plan. We have initiated an effort to
identify and implement approaches to help organizations develop the skills and
capabilities they may feel they need in order to take full advantage of the
funding opportunities that exist. We will also work closely with the White
House Office of Faith-Based and Community Initiatives and the Administration
for Children and Families' Compassion Capital Fund to ensure that faith-based
organizations have access to the technical assistance they need. In fact, I am
speaking this week in St. Louis, at the White House Conference on Faith-Based

and Community Initiatives, to further emphasize our commitment. At the same
time, we are working to identify and eliminate any other roadblocks that may
exist. As this work progresses, we expect you will see the evidence of our
efforts to facilitate the inclusion of additional faith-based organizations.
We are still in the early stages of the launch of the President's Emergency
Plan and we have a great deal of work ahead of us. However, I do believe we
have made significant progress in beginning to achieve the President's, the
Congress's, and the American public's goal of bringing prevention, treatment,
and care to millions of adults and children courageously living with HIV/AIDS,
and in replacing despair with hope.
Thank you again for taking the time to express your concerns as well as
your interest in the President's Emergency Plan. And thank you for making
your staff available to discuss these issues. I sincerely welcome your support

I'm writing to address a matter of growing concern to mc and to other members of the pro-family
movement. Specifically, I'm referring once again to the alarmingly small amount of funding that has
been designated toward true abstinence and fidelity education through the President's Emergency
Plan for AIDS Relief. It is clear that, at this point, the lion's share of federal prevention funding has
been awarded to organizations that counterproductively promote "safe sex" as the most effective
means of combating the AIDS pandemic in Africa. Furthermore, the process is clearly biased against
organizations with an Evangelical mindset.
According to the terms of the law, out of the $15 billion allocated to the AIDS initiative, a total of $1
billion should be applied directly toward abstinence and fidelity education programs. However, even
when taking into account abstinence funding that has been wrongly awarded to groups providing
counterfeit abstinence programs, federal support for abstinence falls far, far short of the $1 billion
mark. I am aware that an abstinence grant has been awarded to World Relief, and for that I am
thankful. However, other Evangelical organizations have been overlooked because, according to
your office, they failed to follow the proper channels for application. If the problem is that Christian
providers are unfamiliar with the federal grants process, then immediate steps must be taken to help
them comply. Frankly, the explanation rings hollow to us.
It has become clear that, by and large, USAID and the Global Fund have no intention of funding the
work of the many capable Evangelical organizations that stand ready, willing and eager to combat the
AIDS problem through abstinence and fidelity education. I am very disappointed by this apparent
bias towards those that were turned down. At this point, Focus on the Family and other religious
organizations have no choice but to begin publicizing this enormous gap between the policies
espoused by President Bush and the implementation (or lack thereof) of those policies in this
initiative. T am reluctant to go public with our criticism, but that is the next step if necessary.
As I did in my letter of March 30, I urge you again to ensure that the full $1 billion earmarked for
abstinence efforts is put to good use and, even more importantly, that those funds are awarded to
organizations with a proven track record for promoting abstincnce, rather than to pro-condom groups
that don't even believe that abstinence and fidelity are possible. When I made this point earlier, you
responded by saying in your letter of April 8:

"Our intent in the first round of funding has been to move as quickly as possible to
bring immediate relief to those who are suffering the devastation of HIV/AIDS. The
programs that were chosen for funding in the first round were chosen because their
recipients have existing operations among the focus countries of the Emergency Plan,
have a proven track record, and have the capacity to rapidly scale up their operations
and begin having an immediate impact... With our next round of funding, I expect
to see many new partners, including more faith-based and community-based
organizations that can bring expanded capacity and innovative new thinking to
our efforts. I am committed to encouraging and strengthening such partners that
were among the first responders to HIV/AIDS..
To fulfill your intention, a good starting point might be re-evaluating the role of key decision makers
at USAID who have displayed hostility toward abstinence programs. A few of our close friends,
such as Ray Ruddy from Gerard Health, have been vocal about the extreme ideological bias of
USAID and its staff. Their views are in contradiction to the views and stated goals of the enabling
legislation, and we look to you to assure that funding is distributed accordingly.
Nowhere is hostility to the President's policy more evident than in the evaluation of the success of
Uganda in combating AIDS. The pioneering rescarch of Dr. Ted Green has been put on the shelf and
Dr. Green has been removed from his key position in reporting the success of abstinence and fidelity
in Uganda. Indeed, he has been replaced by a pro-condom researcher. It is clear to us that USAID is
pulling out all stops to sabotage the success of Uganda in its biased research and pro-condom activity.
Thanks in advance for your prompt attention to this matter, Ambassador Tobias. I'm sure I don't
need to tell you that, in addition to being morally preferable to the unrestrained distribution of
condoms, studies show that abstinence and fidelity are also far more effective in preventing the
further spread of AIDS. My hope is that the State Department's approach will soon be amended to
reflect this reality. Best wishes to you and your colleagues in the days ahead.

Greetings! I received with great interest the announcement regarding the initial round of funding for
the President's Emergency Plan for AIDS Relief. And while you are to be commended for acting
swiftly to begin waging the war on this devastating disease, I must relay my deep disappointment that
out of the initial $350 million allotment, only about $5 million was directed toward abstinence-based
programs. Adding to my sense of letdown, I noted that a number of worthy faith-based organizations
who had applied for funding, including Samaritan's Purse and Campus Crusade for Christ, were
turned away.
I recognize that you are still in the initial stages of planning, and remain hopeful that, in line with
directives from the President and Congress, financial support for groups which promote abstinence
and marital faithfulness will be greatly increased in subsequent disbursements. We urge you to take
the necessary steps to impart greater emphasis to proven faith-based solutions to the AIDS crisis, and
to move away from failed condom publicity campaigns. We look forward to more positive news in
this vein as we watch with heightened interest the direction these efforts will take in coming months.
As you are aware, we have enthusiastically affirmed the administration's announced goal to fund
abstinence programs at a significant level. Should the President's good intentions somehow fail to
translate into actual policy, however, we would be compelled to alert our constituents to this turn of
events to allow them to make their voice heard on the matter.
