Discussion
The FY 2000 Consolidated Appropriations Act (Public Law 106-113) included the
United Nations Reform Act of 1999 (commonly referred to as the Helms-Biden legislation),
which authorized appropriations totaling $926 million for the payment of arrearages to the UN
and its specialized agencies. The Act authorized expenditure of these funds in three installments
subject to the Secretary of State certifying that certain benchmarks specified by year in that Act
have been satisfied, Key benchmarks include reducing the U.S. share of the UN and certain other
UN specialized agencies' budgets from 25 percent to 22 percent; and reducing the U.S. share of
total assessments for UN peacekeeping from about 31 percent to 25 percent.
The Commerce, Justice, State (CJS) Appropriations Act for FY 1999 (P.L. 105-277)
appropriated certain funds for arrearage payments to the UN and also specified conditions for the
release of these funds. The conditions included that: (1) the U.S. share of the UN budget may
not exceed 22 percent; and (2) the U.S. share of assessed contributions for UN peacekeeping
operations may not exceed 25 percent.
In December 2000, the UN General Assembly agreed to a number of reforms that related
to the conditions in the above named Acts. Most importantly, the U.S. assessment rate for the
UN budget would be reduced to 22 percent from 25 percent and the U.S. assessment rate for UN
peacekeeping would be reduced in six increments from 30.28 percent to 26.15 percent by 2003.
After 2003, the assessment rates are subject to revision. On January 1, 2001, the U.S. rate
became 28.134 percent and on July 1, 2001, the U.S. rate declined to 27.63 percent.
Provisions of S. 248
S. 248 amends the Helms-Biden legislation and the FY 1999 CJS Appropriations Act to
change the 25 percent certification requirement on U.S. assessed contributions for peacekeeping
operations to 28.15 percent. These modifications would permit a $582 million payment to the
UN for peacekeeping operations. This would be the second of three payments provided for in the
Helms-Biden legislation. (The first payment of $100 million was made in December 1999 and
the third payment of $244 million, which has already been appropriated, is expected to be made
in FY 2002.)
Conclusion and Recommendations
We join State and NSC in recommending approval of S. 248, which passed the Senate by
a vote of 99-0 and the House by voice vote.
Attached for your consideration is a signing statement based on language provided by
State and NSC staff. It notes that your approval of the bill is "an important step" towards
fulfilling your March commitment to UN Secretary General Annan that the United States would
pay the arrears it owes to the UN. The statement has been reviewed and approved by State, NSC,
Justice, Defense, and this Office.

An Act
To amend the Admiral James W. Nance and Meg Donovan Foreign Relations
Authorization Act, Fiscal Years 2000 and 2001, to adjust a condition on the
payment of arrearages to the United Nations that sets the maximum share
of any United Nations peacekeeping operation's budget that may be assessed
of any country.
Be it enacted by the Senate and House of Representatives of
the United States of America in Congress assembled,
SECTION 1. LIMITATION ON THE PER COUNTRY SHARE OF ASSESS-
MENTS FOR UNITED NATIONS PEACEKEEPING OPER-
ATIONS.
(a) IN GENERAL-Section 931(b)(2) of the Admiral James W.
Nance and Meg Donovan Foreign Relations Authorization Act,
Fiscal Years 2000 and 2001 (as enacted by section 1000(a)(7) of
Public Law 106-113 and contained in appendix G of that Act;
113 Stat. 1501A-480) is amended by striking "25 percent" and

The FY 2000 Consolidated Appropriations Act (Public Law 106-113) included the
United Nations Reform Act of 1999 (commonly referred to as the Helms-Biden legislation),
which authorized appropriations totaling $926 million for the payment of arrearages to the UN
and its specialized agencies. The Act authorized expenditure of these funds in three installments
subject to the Secretary of State certifying that certain benchmarks specified by year in that Act
have been satisfied. Key benchmarks include reducing the U.S. share of the UN and certain other
UN specialized agencies' budgets from 25 percent to 22 percent; and reducing the U.S. share of
total assessments for UN peacekeeping from about 31 percent to 25 percent.
The Commerce, Justice, State (CJS) Appropriations Act for FY 1999 (P.L. 105-277)
appropriated certain funds for arrearage payments to the UN and also specified conditions for the
release of these funds. The conditions included that: (1) the U.S. share of the UN budget may
not exceed 22 percent; and (2) the U.S. share of assessed contributions for UN peacekeeping
operations may not exceed 25 percent.
In December 2000, the UN General Assembly agreed to a number of reforms that related
to the conditions in the above named Acts. Most importantly, the U.S. assessment rate for the
UN budget would be reduced to 22 percent from 25 percent and the U.S. assessment rate for UN
peacekeeping would be reduced in six increments from 30.28 percent to 26.15 percent by 2003.
After 2003, the assessment rates are subject to revision. On January 1, 2001, the U.S. rate
became 28.134 percent and on July 1, 2001, the U.S. rate declined to 27.63 percent.
Provisions of S. 248
S. 248 amends the Helms-Biden legislation and the FY 1999 CJS Appropriations Act to
change the 25 percent certification requirement on U.S. assessed contributions for peacekeeping
operations to 28.15 percent. These modifications would permit a $582 million payment to the
UN for peacekeeping operations. This would be the second of three payments provided for in the
Helms-Biden legislation. (The first payment of $100 million was made in December 1999 and
the third payment of $244 million, which has already been appropriated, is expected to be made
in FY 2002.)
Conclusion and Recommendations
We join State and NSC in recommending approval of S. 248, which passed the Senate by
a vote of 99-0 and the House by voice vote.
Attached for your consideration is a signing statement based on language provided by

Dear Mr. Daniels:
This responds to your request for the Department's
views about Enrolled Bill S.248, the United Nations Dues
Payment bill of 2001, which was agreed to by the House of
Representatives on September 24, 2001.
The Administration recommended passage of the bill,
which revises a condition prohibiting payment of U.S.
arrearages for assessed contributions to the United Nations
(UN) until our share of the budget for each assessed UN
peacekeeping operation does not exceed 28.15 percent. This
legislation also fulfills our agreement concerning payment
of arrearages negotiated with the UN in December 2000. We
recommend that the President sign the bill.
We further recommend that a statement be issued at
signing to highlight the importance of this legislation.
The Department's proposal for the text of such a statement
is attached.

To amend the Admiral James W. Nance and Meg Donovan Foreign Relations
Authorization Act, Fiscal Years 2000 and 2001, to adjust a condition on the
payment of arrearages to the United Nations that sets the maximum share
of any United Nations peacekeeping operation's budget that may be assessed
of any country.
Be it enacted by the Senate and House of Representatives of
the United States of America in Congress assembled,
SECTION 1. LIMITATION ON THE PER COUNTRY SHARE OF ASSESS-
MENTS FOR UNITED NATIONS PEACEKEEPING OPER-
ATIONS.
(a) IN GENERAL.-Section 931(b)(2) of the Admiral James W.
Nance and Meg Donovan Foreign Relations Authorization Act,
Fiscal Years 2000 and 2001 (as enacted by section 1000(a)(7) of
Public Law 106-113 and contained in appendix G of that Act;
113 Stat. 1501A-480) is amended by striking "25 percent" and
inserting "28.15 percent".
(b) CONFORMING AMENDMENT.-The undesignated paragraph
under the heading "ARREARAGE PAYMENTS" in title IV of the Depart-
ments of Commerce, Justice, and State, the Judiciary, and Related
Agencies Appropriations Act, 1999 (as contained in section 101(b)
of division A of the Omnibus Consolidated and Emergency Supple-

STATEMENT BY THE PRESIDENT
Today I am pleased to sign into law S. 248, which authorizes
U.S. payments to the United Nations. This payment constitutes
the second of three payments of arrears. When I met with U.N.
Secretary General Kofi Annan in March, I told, him that the
United States was committed to paying the arrears it owes to
the United Nations. Today, I am glad to take this important
step towards fulfilling that commitment.
As the world's preeminent multilateral institution, the
United Nations plays a critical role in defusing international
crises, resolving longstanding conflicts, and alleviating
suffering, poverty, and disease. The United Nations also has
a vital role in cracking down on violators of international law
and eliminating sources of funding for terrorist operations.
This release of funds will enhance the close bond between
the United States and the United Nations, and will help to
facilitate the work the United States carries out in concert with
other U.N. members.
In making these funds available, Republicans and Democrats
in the Congress have again demonstrated their willingness to
work together in a constructive manner to address our Nation's
challenges at this important time in our history. I would
like to pay a special tribute to Senators Helms and Biden, whose
leadership has served as a catalyst for U.N. reform, and provided
a means for the United States to fulfill its international obli-
gations. I also wish to thank Representatives Hyde and Lantos,
who have worked in a bipartisan manner toward making this payment
to the United Nations a reality.

The FY 2000 Consolidated Appropriations Act (Public Law 106-113) included the
United Nations Reform Act of 1999 (commonly referred to as the Helms-Biden legislation),
which authorized appropriations totaling $926 million for the payment of arrearages to the UN
and its specialized agencies. The Act authorized expenditure of these funds in three installments
subject to the Secretary of State certifying that certain benchmarks specified by year in that Act
have been satisfied. Key benchmarks include reducing the U.S. share of the UN and certain other
UN specialized agencies' budgets from 25 percent to 22 percent; and reducing the U.S. share of
total assessments for UN peacekeeping from about 31 percent to 25 percent.
The Commerce, Justice, State (CJS) Appropriations Act for FY 1999 (P.L. 105-277)
appropriated certain funds for arrearage payments to the UN and also specified conditions for the
release of these funds. The conditions included that: (1) the U.S. share of the UN budget may
not exceed 22 percent; and (2) the U.S. share of assessed contributions for UN peacekeeping
operations may not exceed 25 percent.
In December 2000, the UN General Assembly agreed to a number of reforms that related
to the conditions in the above named Acts. Most importantly, the U.S. assessment rate for the
UN budget would be reduced to 22 percent from 25 percent and the U.S. assessment rate for UN
peacekeeping would be reduced in six increments from 30.28 percent to 26.15 percent by 2003.
After 2003, the assessment rates are subject to revision. On January 1, 2001, the U.S. rate
became 28.134 percent and on July 1, 2001, the U.S. rate declined to 27.63 percent.
Provisions of S. 248
S. 248 amends the Helms-Biden legislation and the FY 1999 CJS Appropriations Act to
change the 25 percent certification requirement on U.S. assessed contributions for peacekeeping
operations to 28.15 percent. These modifications would permit a $582 million payment to the
UN for peacekeeping operations. This would be the second of three payments provided for in the
Helms-Biden legislation. (The first payment of $100 million was made in December 1999 and
the third payment of $244 million, which has already been appropriated, is expected to be made
in FY 2002.)
Conclusion and Recommendations
We join State and NSC in recommending approval of S. 248, which passed the Senate by
a vote of 99-0 and the House by voice vote.

Discussion
The FY 2000 Consolidated Appropriations Act (Public Law 106-113) included the
United Nations Reform Act of 1999 (commonly referred to as the Helms-Biden legislation),
which authorized appropriations totaling $926 million for the payment of arrearages to the UN
and its specialized agencies. The Act authorized expenditure of these funds in three installments
subject to the Secretary of State certifying that certain benchmarks specified by year in that Act
have been satisfied. Key benchmarks include reducing the U.S. share of the UN and certain other
UN specialized agencies' budgets from 25 percent to 22 percent; and reducing the U.S. share of
total assessments for UN peacekeeping from about 31 percent to 25 percent.
The Commerce, Justice, State (CJS) Appropriations Act for FY 1999 (P.L. 105-277)
appropriated certain funds for arrearage payments to the UN and also specified conditions for the
release of these funds. The conditions included that: (1) the U.S. share of the UN budget may
not exceed 22 percent; and (2) the U.S. share of assessed contributions for UN peacekeeping
operations may not exceed 25 percent.
In December 2000, the UN General Assembly agreed to a number of reforms that related
to the conditions in the above named Acts. Most importantly, the U.S. assessment rate for the
UN budget would be reduced to 22 percent from 25 percent and the U.S. assessment rate for UN
peacekeeping would be reduced in six increments from 30.28 percent to 26.15 percent by 2003.
After 2003, the assessment rates are subject to revision. On January 1, 2001, the U.S. rate
became 28.134 percent and on July 1, 2001, the U.S. rate declined to 27.63 percent.
Provisions of S. 248
S. 248 amends the Helms-Biden legislation and the FY 1999 CJS Appropriations Act to
change the 25 percent certification requirement on U.S. assessed contributions for peacekeeping
operations to 28.15 percent. These modifications would permit a $582 million payment to the
UN for peacekeeping operations. This would be the second of three payments provided for in the
Helms-Biden legislation. (The first payment of $100 million was made in December 1999 and
the third payment of $244 million, which has already been appropriated, is expected to be made
in FY 2002.)
Conclusion and Recommendations
We join State and NSC in recommending approval of S. 248, which passed the Senate by
a vote of 99-0 and the House by voice vote.
Attached for your consideration is a signing statement based on language provided by
State and NSC staff. It notes that your approval of the bill is "an important step" towards
fulfilling your March commitment to UN Secretary General Annan that the United States would
pay the arrears it owes to the UN. The statement has been reviewed and approved by State, NSC,
Justice, Defense, and this Office.

Discussion
The FY 2000 Consolidated Appropriations Act (Public Law 106-113) included the
United Nations Reform Act of 1999 (commonly referred to as the Helms-Biden legislation),
which authorized appropriations totaling $926 million for the payment of arrearages to the UN
and its specialized agencies. The Act authorized expenditure of these funds in three installments
subject to the Secretary of State certifying that certain benchmarks specified by year in that Act
have been satisfied. Key benchmarks include reducing the U.S. share of the UN and certain other
UN specialized agencies' budgets from 25 percent to 22 percent; and reducing the U.S. share of
total assessments for UN peacekeeping from about 31 percent to 25 percent.
The Commerce, Justice, State (CJS) Appropriations Act for FY 1999 (P.L. 105-277)
appropriated certain funds for arrearage payments to the UN and also specified conditions for the
release of these funds. The conditions included that: (1) the U.S. share of the UN budget may
not exceed 22 percent; and (2) the U.S. share of assessed contributions for UN peacekeeping
operations may not exceed 25 percent.
In December 2000, the UN General Assembly agreed to a number of reforms that related
to the conditions in the above named Acts. Most importantly, the U.S. assessment rate for the
UN budget would be reduced to 22 percent from 25 percent and the U.S. assessment rate for UN
peacekeeping would be reduced in six increments from 30.28 percent to 26.15 percent by 2003.
After 2003, the assessment rates are subject to revision. On January 1, 2001, the U.S. rate
became 28.134 percent and on July 1, 2001, the U.S. rate declined to 27.63 percent.
Provisions of S. 248
S. 248 amends the Helms-Biden legislation and the FY 1999 CJS Appropriations Act to
change the 25 percent certification requirement on U.S. assessed contributions for peacekeeping
operations to 28.15 percent. These modifications would permit a $582 million payment to the
UN for peacekeeping operations. This would be the second of three payments provided for in the
Helms-Biden legislation. (The first payment of $100 million was made in December 1999 and
the third payment of $244 million, which has already been appropriated, is expected to be made
in FY 2002.)
Conclusion and Recommendations
We join State and NSC in recommending approval of S. 248, which passed the Senate by
a vote of 99-0 and the House by voice vote.
Attached for your consideration is a signing statement based on language provided by
State and NSC staff. It notes that your approval of the bill is "an important step" towards
fulfilling your March commitment to UN Secretary General Annan that the United States would
pay the arrears it owes to the UN. The statement has been reviewed and approved by State, NSC,

The FY 2000 Consolidated Appropriations Act (Public Law 106-113) included the
United Nations Reform Act of 1999 (commonly referred to as the Helms-Biden legislation),
which authorized appropriations totaling $926 million for the payment of arrearages to the UN
and its specialized agencies. The Act authorized expenditure of these funds in three installments
subject to the Secretary of State certifying that certain benchmarks specified by year in that Act
have been satisfied. Key benchmarks include reducing the U.S. share of the UN and certain other
UN specialized agencies' budgets from 25 percent to 22 percent; and reducing the U.S. share of
total assessments for UN peacekeeping from about 31 percent to 25 percent.
The Commerce, Justice, State (CJS) Appropriations Act for FY 1999 (P.L. 105-277)
appropriated certain funds for arrearage payments to the UN and also specified conditions for the
release of these funds. The conditions included that: (1) the U.S. share of the UN budget may

In December 2000, the UN General Assembly agreed to a number of reforms that related
to the conditions in the above named Acts. Most importantly, the U.S. assessment rate for the
UN budget would be reduced to 22 percent from 25 percent and the U.S. assessment rate for UN
peacekeeping would be reduced in six increments from 30.28 percent to 26.15 percent by 2003.
After 2003, the assessment rates are subject to revision. On January 1, 2001, the U.S. rate
became 28.134 percent and on July 1, 2001, the U.S. rate declined to 27.63 percent.
Provisions of S. 248
S. 248 amends the Helms-Biden legislation and the FY 1999 CJS Appropriations Act to
change the 25 percent certification requirement on U.S. assessed contributions for peacekeeping
operations to 28.15 percent. These modifications would permit a $582 million payment to the
UN for peacekeeping operations. This would be the second of three payments provided for in the
Helms-Biden legislation. (The first payment of $100 million was made in December 1999 and
the third payment of $244 million, which has already been appropriated, is expected to be made
in FY 2002.)

STATEMENT BY THE PRESIDENT
Today I am pleased to sign into law S. 248, which authorizes
U.S. payments to the United Nations. This payment constitutes
the second of three payments of arrears. When I met with U.N.
Secretary General Kofi Annan in March, I told him that the
United States was committed to paying the arrears it owes to
the United Nations. Today, I am glad to take this important
step towards fulfilling that commitment.
As the world's preeminent multilateral institution, the
United Nations plays a critical role in defusing international
crises, resolving longstanding conflicts, and alleviating
suffering, poverty, and disease. The United Nations also has
a vital role in cracking down on violators of international law
and eliminating sources of funding for terrorist operations.
This release of funds will enhance the close bond between
the United States and the United Nations, and will help to
facilitate the work the United States carries out in concert with
other U.N. members.
In making these funds available, Republicans and Democrats
in the Congress have again demonstrated their willingness to
work together in a constructive manner to address our Nation's
challenges at this important time in our history. I would
like to pay a special tribute to Senators Helms and Biden, whose
leadership has served as a catalyst for U.N. reform, and provided
a means for the United States to fulfill its international obli-
gations. I also wish to thank Representatives Hyde and Lantos,
who have worked in a bipartisan manner toward making this payment
to the United Nations a reality.

Discussion
The FY 2000 Consolidated Appropriations Act (Public Law 106-113) included the
United Nations Reform Act of 1999 (commonly referred to as the Helms-Biden legislation),
which authorized appropriations totaling $926 million for the payment of arrearages to the UN
and its specialized agencies. The Act authorized expenditure of these funds in three installments
subject to the Secretary of State certifying that certain benchmarks specified by year in that Act
have been satisfied. Key benchmarks include reducing the U.S. share of the UN and certain other
UN specialized agencies' budgets from 25 percent to 22 percent; and reducing the U.S. share of
total assessments for UN peacekeeping from about 31 percent to 25 percent.
The Commerce, Justice, State (CJS) Appropriations Act for FY 1999 (P.L. 105-277)
appropriated certain funds for arrearage payments to the UN and also specified conditions for the
release of these funds. The conditions included that: (1) the U.S. share of the UN budget may
not exceed 22 percent; and (2) the U.S. share of assessed contributions for UN peacekeeping
operations may not exceed 25 percent.
In December 2000, the UN General Assembly agreed to a number of reforms that related
to the conditions in the above named Acts. Most importantly, the U.S. assessment rate for the
UN budget would be reduced to 22 percent from 25 percent and the U.S. assessment rate for UN
peacekeeping would be reduced in six increments from 30.28 percent to 26.15 percent by 2003.
After 2003, the assessment rates are subject to revision. On January 1, 2001, the U.S. rate
became 28.134 percent and on July 1, 2001, the U.S. rate declined to 27.63 percent.
Provisions of S. 248
S. 248 amends the Helms-Biden legislation and the FY 1999 CJS Appropriations Act to
change the 25 percent certification requirement on U.S. assessed contributions for peacekeeping
operations to 28.15 percent. These modifications would permit a $582 million payment to the
UN for peacekeeping operations. This would be the second of three payments provided for in the
Helms-Biden legislation. (The first payment of $100 million was made in December 1999 and
the third payment of $244 million, which has already been appropriated, is expected to be made
in FY 2002.)
Conclusion and Recommendations
We join State and NSC in recommending approval of S. 248, which passed the Senate by
a vote of 99-0 and the House by voice vote.
Attached for your consideration is a signing statement based on language provided by
State and NSC staff. It notes that your approval of the bill is "an important step" towards
fulfilling your March commitment to UN Secretary General Annan that the United States would
pay the arrears it owes to the UN. The statement has been reviewed and approved by State, NSC,
Justice, Defense, and this Office.

President Signs United Nations Bill
Statement by the President
Today I am pleased to sign into law S. 248, which authorizes U.S. payments to the United Nations. This
payment constitutes the second of three payments of arrears. When I met with U.N. Secretary General Kofi
Annan in March, I told him that the United States was committed to paying the arrears it owes to the United
Nations. Today, I am glad to take this important step towards fulfilling that commitment.
As the world's preeminent multilateral institution, the United Nations plays a critical role in defusing
international crises, resolving longstanding conflicts, and alleviating suffering, poverty, and disease. The United
Nations also has a vital role in cracking down on violators of international law and eliminating sources of funding
for terrorist operations.
This release of funds will enhance the close bond between the United States and the United Nations, and will
help to facilitate the work the United States carries out in concert with other U.N. members.
In making these funds available, Republicans and Democrats in the Congress have again demonstrated their
willingness to work together in a constructive manner to address our Nation's challenges at this important time in
our history. I would like to pay a special tribute to Senators Helms and Biden, whose leadership has served as a
catalyst for U.N. reform, and provided a means for the United States to fulfill its international obli-gations. I also
wish to thank Representatives Hyde and Lantos, who have worked in a bipartisan manner toward making this
payment to the United Nations a reality.
