SUBJECT: Enrolled Bill H.J. Res. 70 Making further continuing appropriations for the
fiscal year 2002, and for other purposes

Your signature as soon as possible is recommended. Funding for the agencies and
accounts covered by the enrolled bill expires at midnight on Wednesday, October 31st.
Purpose
Provides FY 2002 appropriations for continuing projects and activities of the Federal
Government through Friday, November 16, 2001.

Discussion
At this time, none of the regular thirteen FY 2002 appropriations bills have been signed
into law. H.J. Res. 70 is a clean, short-term continuing resolution, one that is free of extraneous
provisions. This continuing resolution extends the date of P.L. 107-53, the third FY 2002
continuing resolution, through Friday, November 16th. H.J. Res. 70 passed the House by a vote
of 419 to o on October 25th and passed the Senate by unanimous consent on the same day.
H.J. Res. 70 provides funding for continuing projects and activities based on the
following terms:
The funding level is the current rate.
FY 2001 terms and conditions will apply.
This fourth continuing resolution will run through November 16th.
The continuing resolution includes provisions that were requested by the
Administration to take care of a number of anomalies, such as authorizing FEMA
flood insurance.
Under the continuing resolution, programs that normally have large, up-front obligations
may not make such obligations if doing so would impinge on the Congress' final funding
prerogatives.
Recommendation
H.J. Res. 70 is a clean continuing resolution that provides funding to the Federal
Government until regular appropriations can be approved by the Congress. Irecommend that
you sign the enrolled bill.
