Cheney President of the Senate Washington, DC 20510 Dear Mr. President: Pursuant to section 2433 of title 10, United States Code, I certify with respect to the Evolved Expendable Launch Vehicle (EELV) major defense acquisition program that: 1. such acquisition program is essential to the national security; 2. there are no alternatives to such acquisition program which will provide equal or greater military capability at less cost; 3. the new estimates of the program acquisition unit cost or procurement unit cost are reasonable; and 4. the management structure for the acquisition program is adequate to manage and control program acquisition unit cost or procurement unit cost. This certification is based on the Department's review of the program reflected in the Selected Acquisition Report (SAR) for the quarter ending December 31. 2003. which was submitted to Congress on April 2, 2004, and on revised quantities, production profile, and cost estimates. The significant reduction in commercial launch opportunities and increase in international space launch supply has resulted in loss of commercial launches to both EELV providers. This loss of commercial launches has placed the entire burden of both providers' fixed infrastructure costs on the US Government missions. In addition. the Government launch profile has been reduced from 182 launches (181 operational missions plus one demonstration launch of the Delta IV heavy-lift launch vehicle (HLV)) to 138 launches (137 operational missions plus one Delta IV HLV demonstration). Although the EELV SAR reflected a program acquisition unit cost (PAUC) of $137 million and an average procurement unit cost (APUC) of $129 million in FY 1995 base year dollars based upon the previously planned launch profile of 182 launches; the best current estimates of the PAUC and APUC are $176 million and $166 million, respectively, based upon the revised launch profile of 138 launches. In then year dollars, the SAR reflected a PAUC of $178 million and an APUC of $169 million, and the best current estimates of the PAUC and APUC are $235 million and $225 million, respectively. The revised estimates are based on the launch profile of 138 launches. The Department will conduct enhanced oversight of this program to ensure that costs and management are closely monitored.
