Dear Secretary Wolfowitz:
I understand the Department of Defense may be considering the feasibility of reducing the
number of launch providers for the Evolved Expendable Launch Vehicle (EELV) program I
believe the elimination of a launch provider from the program at this time would be contrary 10
the wishes of Congress and would jeopardize our access to space
Over the last year. the Congress has closely examined the implications of the collabse of
the commercial space market on the U.S. space industri base. After many heatings and
numerous discussions with senior Administration officials, it was the conclusion of Congress, as
expressed in Section 912 or the Fiscal Year 2004 National Defense Authorization bill, that
sustaining two-launch providers was important to ensuring that the United States can deliver
critical national security payloads into orbit
Section 912 specifically states the following:
It is the polic. of the United States for the President to undertake actions appropriate to
ensure, to the maximum extent practicable that the United States has the capabilities
necessary to launch and moon United Shares national security payloads 1410 space
whenever such payloads are needed in space."
The provision further states that.
appropriate actionsichall instude as a providing und pulicy
guidance to sustain the availability of at least two space launch vehicles (or families of
space launch vehicles) capable of delivering mio space any payload designated by the
Secretary of Defense or the Director of Central Intelligence as a national security
payload."
