I am writing to recommend the appointment of Christopher J. Christie as U.S. Attorney
for the District of New Jersey. Chris has been contacted by the White House Counsel's office
and is expecting to come to Washington for an interview in the next few weeks.
I have known Chris Christie for several years. He is a former elected local official and
has served in high profile positions in both the Bush-Quayle and Bush-Cheney campaigns in my
state. A very successful practicing trial litigator for the last 15 years, he now heads the appellate
practice department at his firm and has appeared regularly before the New Jersey Supreme Court
and the New Jersey Appellate Division. He has the legal skills, the experience, the drive, and
leadership abilities essential to succeed as U.S. Attorney for New Jersey.
I recently met with Chris to talk specifically about the responsibilities inherent in the job
of U.S. Attorney and the leadership role he would play if he were chosen for this critical position.
I was very impressed by his knowledge, insightfulness and his enthusiasm on a broad spectrum
of criminal justice issues. I am confident, that if given the opportunity, Chris Christie will work
extremely hard and be effective at accomplishing the law enforcement priorities set forth by the
President and the Attorney General.

William R. Barton
Inspector General
General Services Administration
William R. Barton's appointment as the Inspector General of the General Services Administration
(GSA) was confirmed by the United States Senate October 29, 1985. Mr. Barton directs a
nationwide staff of about 300 employees dedicated to preventing and detecting waste, fraud and
mismanagement in GSA programs. As the Federal Government's business manager, GSA
establishes policy and manages Federal property and records, including construction and operation
of buildings. procurement and distribution of supplies, utilization and disposal of property,
transportation, traffic, communications, and the government-wide automatic data processing
resources program.
As Inspector General, Mr. Barton is a member of the President's Council on Integrity and Efficiency
(PCIE), an interagency organization created in 1981 to provide leadership for government-wide
efforts to reduce waste, fraud and abuse in Federal programs. Mr. Barton has served as Chairman
of the Communications Committee, which produced "Frontline," the PCIE newsletter, and other
publications. He also chaired the Investigative Standards and Training Subcommittee of the PCIE's
Integrity and Law Enforcement Committee, which established a POIE Coordinator for the Federal
Law Enforcement Training Conter. He is currently a member of the Investigations Committee.
Earlier, Mr. Barton served for 2 years as Chairman of the Training Subcommittee. The
Subcommittee coordinated training opportunities for auditors, investigators, support personnel,
hotline operators, and senior managers.
Prior to his GSA appointment, Mr. Barton had been a member of the U.S. Secret Service for 32
years. He began his career as a Special Agent in 1953 and rose steadily through the ranks to the
position of Deputy Director. Between 1972 and 1976, he was in charge of protecting visiting Heads
of State and Heads of Government.
An active member of several professional associations, Mr. Barton is a member of the National
Sheriffs' Association in which he serves on the Private Security/Law Enforcement Committee. He
has been a member of the Board of Directors for the Federal Law Enforcement Training Center,
Department of the Treasury, located in Glynco, Georgia. He served as President of the National
Association of Federal Investigators (AFI) during 1988. In 1990, AFI honored him with the Law
Enforcement Leadership Award, one of its most prestigious awards. In April 1991, AFI merged
with the Federal Criminal Investigators Association to form the Federal Investigators
Association. Mr. Barton was elected Vice President of the new organization. He is also a member
of the International Association of Chiefs of Police, the Association of Government Accountants,
the Association of Former Agents of the U.S. Secret Service, and the Federal Executive Institute
Alumni Association (FEIAA), which honored him as "Federal Exccutive of the Year" in 1985. Mr.
Barton was elected to the FEIAA Board of Directors in 1991 and re-elected to a new 3-year term in

presented Mr. Barton with its highest honor, the Executive Excellence Award for Distinguished
Executive Service.
Mr. Barton received his Bachelor's Degree with high honors in police administration from
Michigan State University in 1952. In 1986, he was honored as "Alumnus of the Year" at his alma
mater's graduation ceremony.
A U.S. Marine Corps veteran, Mr. Barton served with the Fourth Marine Division in the Pacific
Theatre from 1943 until 1945. He participated in the Marshall Islands, Saipan, Tinian, and Iwo
Jima campaigns.
He and his wife. Helen, live in Fairfax, Virginia. Mr. Barton's son, James, has followed in his
father's footsteps as a U.S. Secret Service Special Agent.

Dear Mr. President:
The nation is facing an energy crisis. As to whether there is a crisis in energy supply there
can be differences of opinion. There is no doubt, however, that high energy prices have caused
crises in the lives of low income Americans. Prices for natural gas during this past winter have
been double and triple those of a year ago throughout the country, and, at times as much as five
times as high. In much of the nation these high natural gas prices have caused increases in
electricity prices by as much as 100 per cent.
We have entered the period when cutoff notices are sent to customers who are unable to
pay their bills for electricity, gas and heating oil. Preliminary survey data suggest that thousands
of households have received, or soon will receive, shutoff notices-200,000 in just eight states
(Delaware, Iowa, Mississippi, New Hampshire, Indiana, Louisiana, Kansas and Missouri).
Caseloads for the Low Income Home Energy Assistance Program (LIHEAP) have increased by
more than 30 per cent during the past winter. Over one million more households have applied for
assistance this year than last. Millions of hard working Americans are in arrears and threatened
with cutoff of their energy sources. These Americans are faced with heavy debt and more huge
bills to come. Projections are that high prices will continue into the warm months.
The need is not just for winter heating, but for summer cooling as well. During the
summer of 2000, Secretary Shalala found it necessary to release emergency funds for assistance
in Southern states, citing the deaths of "over twenty-four people" from heat related causes. This
summer has not yet begun, but low income citizens are starting out from a much worse position,
due to the high cost of natural gas, electricity and heating oil during the winter months.
Mere statistics cannot convey the cost in human suffering that result from higher energy
prices and inability to pay energy bills. However, we believe that the dramatic increase in the
number of cutoff notices and in applications for LIHEAP assistance underscore the desperate
need for increased funding for LIHEAP for this year and the years to come.

The Report of National Energy Policy Development Group argues eloquently for
increased funding for this program, and yet, the report recommends a reduction in funding for the
coming year from the level of funding for FY 2001. During this fiscal year (2001), $2.25 billion
has been has been distributed for LIHEAP. Those funds have been expended and still the need is
great.
The Energy Emergency Response Act of 2001, S. 352, has passed the Senate as an
amendment to the Bankruptcy Reform Act of 2001, S. 420. The combined bill is awaiting action
in the House of Representatives. This bill authorizes an increase for LIHEAP to $3.4 billion in
fiscal year 2001 and following years. The Senate Budget Resolution included $3.4 billion in
base funding and $600 million for emergency allocation for 2002.
We urge you to respond to the need of the nation by supporting a supplemental
appropriation to raise the funding levels for LIHEAP to the levels authorized in S. 352, to
increase the funding for the rest of 2001 to the full $3.4 billion. This would require an additional
$2 billion in funds. We also urge that you support $3.4 billion base funding for LIHEAP for
2002 appropriations and for forward funding for 2003, in the 2002 budget and appropriations
process.
This is an action that we can take immediately to mitigate the impact of high energy
pricesion the lives of Americans.

family's heart, Daytop Village-New Jersey. Daytop is a faith-based, in-patient adolescent
