White House has been directed to preserve and maintain records, and the President has
made clear that the White House must fully cooperate. Therefore, if anyone has
documents that are covered by the DOJ request, of course we would expect them to
preserve and maintain them.
What do you retain already?
The White House is required by the Presidential Records Act to preserve and maintain a
great deal of information already. This request goes above and beyond that.

JOSEPH WILSON, FORMER U.S. AMBASSADOR: Well, my sources tell me that, at a
minimum, Mr. Rove condoned it. I can't say that he was responsible or even approved it. But I
think--my sources tell me that he condoned it.

But Mr. Wilson's actions lately also have raised questions in the minds of some people about his
own judgment. He initially suggested that White House political adviser Karl Rove was
responsible for, or at least condoned, the leak and wondered publicly in August about the
prospect of Mr. Rove being "frog-marched out of the White House in handcuffs." Now, he
acknowledges that he can't link Mr. Rove directly to the initial disclosure.
"I will freely admit I got carried away," Mr. Wilson says. "If I left the impression that Karl
Rove was the leaker or approver of the leak, I didn't intend to." Now, he says Mr. Rove "is
a name I am prepared to use as a metaphor for the office."
He claims Mr. Rove did talk to reporters about his wife's role, but only in what he terms "the
second phase," after her name had appeared in print. Since Mr. Rove talked about it then, he
suggests Mr. Rove's office would be a good place for investigators to begin their inquiry.

WILSON: Now, I don't know if he leaked it. I don't know if he authorized it. But I have every
confidence in the world that he and the communications office of the White House continued to
push this story, gave it legs, for a week after, until I appeared on an NBC program and said this

Our top story tonight: the continuing controversy over the
outing of a CIA agent. The White House says no one wants to get
to the bottom of this more than President Bush. Well, tonight
we're going to try to get to the bottom of it, as best we can,
by talking to Senator Chuck Hagel, who's been bucking his
party's line on Iraq a bit recently; also, by talking to a
former director of the CIA.
GLORIA BORGER, co-host:
But, first, let's get the latest from NBC's Norah 'Donnell at
the White House.
Norah, it's pretty hot over there these days, isn't it? Do you
have any sense that the administration is trying to get to the
bottom of this on its own?
NORAH O'DONNELL reporting:
Yeah. Good evening, Gloria. They say it's business as usual here
at the White House, but clearly they are tense. The FBI will
soon begin questioning many of the White House staffers and
people at the CIA about whether they were the person who leaked
the information and outed this covert CIA operative. The
president has said publicly he wants to get to the bottom of
this. They are not doing an internal investigation here. They
say they will leave it up to the Justice Department. But the
message has clearly gone out from the president on down: If
anybody knows anything, they want them to get to the Justice
Department right away. But there was a mood change today,
definitely.
MURRAY: Norah, a lot of the buzz here in Washington centers on
the vice president's office. It's known that the vice president
and the CIA had some disagreements over that whole question of
whether Iraq was trying to buy uranium yellow cake from Iraq,
which was how this all began. What are you hearing there at the
White House about any possible role that the vice president's
office, his staffers, might have had in this?
'DONNELL: This morning, in his off-camera briefing with
reporters, White House Press Secretary Scott McLellan was asked,
'Have you spoken with Vice President Cheney's chief of staff,
Scooter Libby? Has he told you that he was not the person who
leaked this information?' Scott McLellan, the press secretary,
declined to answer that question. As you know, when the press
secretary has been asked whether Rove leaked the information, he
has said that type of a charge is just ridiculous. Apparently
he's not spoken with the vice president's chief of staff. So
they've not yet publicly spoken about that in terms of a denial.
BORGER: Norah, how is the White House also responding to all of
these Democratic charges that a special counsel ought to be
appointed, that, in fact, Attorney General John Ashcroft has too
much of a conflict of interest here with the administration to
have his Justice Department pursue this?
O'DONNELL: I mean, frankly, the White House is trying to stay
out of it. And what they're saying is that the Justice
Department will do what the Justice Department will do and
saying that, of course, the Justice Department has not ruled out
a special counsel. What's interesting is one of the shifts in
the changes here is the way they're treating the man at the
center of this, which is Ambassador Joe Wilson. And today the
White House implicitly took him on saying that he's been
changing his story back and forth. We know that the Republican
Party and the Republican National Committee has been going out
hard-hitting Wilson, calling him a partisan Democrat. You
started to hear that today from the White House, a little bit of
a softer tone, but clearly raising questions about his
credibility and his alliances with the Democratic Party.
BORGER: Well, Norah, on our show last night he volunteered to
work for John Kerry's campaign. So he hasn't made it any secret
of his political alliances. But thanks so much for being with
us, Norah O'Donnell.

know, we saw that Halliburton, which has some connections to Vice
President Cheney, got a big chunk of the first money in post-war
Iraq. Now we learn from "The Washington Post" there's a new
consulting group in town called New Bridge Strategies headed by
former FEMA Chair Joe Allbaugh and Ed Rogers, who was in the first
Bush White House. Does it -- and they're out there getting contracts
for businesses in Iraq to get part of that $20 billion. Does it
concern you that it looks like the president's buddies are
profiteering from this war?
BUCHANAN: All right. So it's not Karl Rove. Now, let me follow up and
tell you we've been trying to figure out what in heaven's name is the
motive of outing as a CIA agent the wife of Ambassador Wilson even if
you don't like him. Now, my thesis -- and you tell me where I'm wrong
because you know all this. Vice president of the United States has
been said he got this guy to go to Niger. And the guy comes back and
he reports they don't have the yellowcake, they're not selling it.
Then he writes an article that dumps on the president State of the
Union and everybody is saying, you know, Cheney's guys were the guys
that sent this guy and so somebody from Cheney's office goes out and
said we didn't send that guy out there. That was the clowns out at
the agency, and the guy that chose him happened to be his wife who
works there. Is that a valid theory?
PRESS: Let's move on. Let's move on. Now we've got a guy, Larry
Johnson, who is pointing the finger at the executive office building

LARRY JOHNSON, FMR. CIA ANALYST: Good to be with you, Pat.
BUCHANAN: Thanks for joining us. Now, you worked apparently
right near this lady, and you said I worked with this woman. She
started training with me. She's been undercover for three
decades, or thereabouts.
JOHNSON: That means 18 years.

JOHNSON: The decades of the '80's, the '90's
BUCHANAN: Oh I see
JOHNSON:
and now entering the 2000.
BUCHANAN: OK
JOHNSON: Some have interpreted that -- there's 30 years
BUCHANAN: Exactly and I think some people did. Now let me ask
you this. Tell us -- I mean, you worked with her. We don't need
-- want to know anything. You know we don't want you - - you are
not going to divulge any secrets anyhow. Tell us the kind of
work, quality of work she did. Did she travel abroad? Did she
need this cover? Did she need, you know, some other I.D? Because
she did appear in situations where her life might be at risk.
JOHNSON: I met her the day -- we walked into what's called the
career trainee program. It's a select program. Not everybody
goes into -- that comes into the agency goes into that program.
Everyone in that program was undercover because we had folks who
were both case officers and analysts. I was an analyst for four
years there. Until the day I left, I was undercover. I was --
you know as Bob Novak said just an analyst. I couldn't even tell
my parents where I worked. They thought I worked at another
government agency.
BUCHANAN: Tell us why would she have to be -- why couldn't she
say if she was an analyst working at a desk that she worked for
the CIA? Why couldn't she say that? Why did she need the cover?
JOHNSON: You put people under cover for one of two reasons.
Either they're going to be involved with clandestine operations,
as she was
BUCHANAN: Clandestine operations
JOHNSON: Clandestine operations or you've got people who are
going to work with others who are under clandestine operations
so you can help protect their identity. But the notion that she
was just an analyst and sitting there pushing paper is sheer
utter nonsense.
PRESS: Larry, aside from those of us who just tingle every time
we hear word of a possible another White House scandal
JOHNSON: Yes.
PRESS:
right, why should average American Joe lunch bucket
out there watching this show or any other show care about this?
JOHNSON: You know, it's OK for Democrats and Republicans to mix
it up on politics, but when you allow the intelligence services
and the law enforcement services of this country to be drug into
the political arena and to be used as a political football, you
are putting in place a system that's very dangerous, and this
because what it does is it -- I've got several other friends who
are in a similar position to val. What happens if they make a
statement or their spouse makes a statement that an
administration -- it doesn't matter whether it's Republican or
Democrat doesn't like. Are they also going to be outed?
PRESS: Well, who or what could be compromised by this leak?
JOHNSON: You both compromise the people that they have worked
with overseas in terms of in the embassy. You've also
compromised the people that they've worked with outside who are
foreigners. They could be put at risk.
BUCHANAN: Right. Now, the -- our network, NBC, used when the
first night Bill and I were doing this used the phrase for
this lady secret CIA agent. Is that overdrawn?
JOHNSON: Well, it's incorrect. Agents are foreign spies who are
recruited and paid by the United States to tell us secrets about
their governments. She's an intelligence officer.
BUCHANAN: All right
JOHNSON: Now, whether she's an analyst or a case officer

BUCHANAN: All right. Now, is she the kind
JOHNSON: She's covered. She's under
BUCHANAN: Is she an intelligence -- you say undercover -- is she
the kind of intelligence officer who traveling under an assumed
identity might go abroad and speak to other folks to get
information for the CIA who would need a cover and who would --
they definitely would not want her name known
JOHNSON: Oh absolutely.
BUCHANAN:
because she might be in some kind of danger?
JOHNSON: Yes. Absolutely. Without getting into the details of
what she's doing
BUCHANAN: Right.
JOHNSON:
and without drawing the distinction whether she's
under official cover or unofficial cover, the bottom line is she
is under cover. She does not reveal where she really works to
people unless -- except for her husband.
BUCHANAN: What should happen to the guy that leaked this?
JOHNSON: I think Joe Wilson had it right. Frog-marched out in
handcuffs.
PRESS: Let me ask -- do you believe that part of this is what
looks to be as a contest or friction between the White House and
the CIA?
JOHNSON: There's a little bit of that. You know, CIA became the
scapegoat for the whole uranium fiasco and at the end of the day
the problem was at the White House, not at the Central
Intelligence Agency. My friends still on the inside tell me
they've spent years -- you know, the last couple of years trying
to tell this administration that the threat was not as they were
seeing it, and they kept getting shut down.

PRESS: Are we -- I want to ask you, are we over blowing this in
the media?
JOHNSON: Over blowing -- no, not over blowing this. The person
that did this at the White House -- it was in the old executive
office buildings, so that's why
BUCHANAN: How do you know that?

Scooter Libby. Now, is Scooter Libby the name you
heard?
JOHNSON: I'm not going to comment on that.
PRESS: Let me ask you this. Today at the White House gaggle they
call it, press secretary Scott McClellan was pushed about have -
- you know -- have you talked to people, are the White House
staff cooperating? And remember the other day he said he talked
to Karl Rove, and Karl Rove said I had nothing to do with it. So
a reporter said have you talked to Scott -- Scooter Libby the
same -- in the same fashion, and are you willing to say right
now, ready to say right now that Scooter Libby had nothing to do
with this? Scott McClellan closed the briefing, didn't answer
the question, and walked away. What does that tell you?
JOHNSON: That's very telling. I think if I'm the FBI, I start by
having a discussion with Mr. Libby.

Johnson, formerly with the Central Intelligence Agency who was
himself undercover there and worked very closely with Ambassador
Wilson's wife, and we were discussing who leaked this when Larry
Johnson said they're working right on the executive office
building, not the West Wing. Karl Rove's office is in the West
Wing, isn't it?
JOHNSON: That's correct.
BUCHANAN: All right. So it's not Karl Rove. Now, let me follow
up and tell you we've been trying to figure out what in heaven's
name is the motive of outing as a CIA agent the wife of
Ambassador Wilson even if you don't like him. Now, my thesis --
and you tell me where I'm wrong because you know all this. Vice
president of the United States has been said he got this guy to
go to Niger. And the guy comes back and he reports they don't
have the yellowcake, they're not selling it. Then he writes an
article that dumps on the president State of the Union and
everybody is saying, you know, Cheney's guys were the guys that
sent this guy and so somebody from Cheney's office goes out and
said we didn't send that guy out there. That was the clowns out
at the agency, and the guy that chose him happened to be his
wife who works there. Is that a valid theory?
JOHNSON: I think you got a winner there, Pat. I think that's
exactly what happened. It is the perception that the CIA was
disloyal, and this was to fire a shot and send a message, you
know, because having heard some of these individuals that I
think are going to wind up as targets talk, they believe that
the CIA is like an enemy within, that they are not really
supporting the Bush agenda.
PRESS: Well let me follow up on that. If that is a valid theory
and this person who works in the executive office building,
maybe in the vice president's office, is putting out word that
Wilson's wife was an undercover agent, in a sense of basically
dirty politics either toward Wilson or toward the CIA, would
that person have known that he was not supposed to reveal the

The CIA Agent Flap: FBI Asks for Reporters to Talk Investigators are pressing the Bush
Administration officials to let journalists tell whatever they know about the leak of a
CIA agent's identity By JOHN F. DICKERSON AND VIVECA NOVAK
Friday, Jan. 02, 2004 FBI investigators looking into the criminal leak of a CIA agent's
identity have asked Bush Administration officials including senior political adviser Karl
Rove to release reporters from any confidentiality agreements regarding conversations
about the agent. If signed, the single-page requests made over the last week would give
investigators new ammunition for questioning reporters who have so far, according to those
familiar with the case, not disclosed the names of administration officials who divulged
that former ambassador Joe Wilson's wife worked for the CIA.
While irregular -
various officials were told from the start that such a request might be made - the move,
as well as the recusal this week of Attorney General John Ashcroft, suggests that
investigators are ready to enter the next stage of the probe. U.S. Attorney Patrick
Fitzgerald has been named special prosecutor to oversee the inquiry. The FBI has already
extensively re-interviewed some White House officials using emails and phone logs from
their search to press for the identity of the leaker. "They are taking this very
seriously," says one close to the case.
Lucy Dalglish, executive director of the
Reporters' Committee for Freedom of the Press, says asking people who are in the universe
of possible suspects to sign such a document is unusual, though not unheard of. "From the
prosecutors' point of view, it is likely a precursor to subpoenaing journalists to testify
before a grand jury, and then asking a judge to hold them in contempt if they refuse to do
so," she noted.
It's plain that White House officials are under some pressure to sign the documents. "They
can't refuse, If said one individual who's familiar with the case. "The worst thing to be
accused of here is not cooperating with the investigation." But reporters are not likely
to feel the same pressure. Journalists rarely divulge the identities of confidential
sources even when threatened with contempt citations so the releases may make little
difference. Still, in a post-9/11 world, a case involving the disclosure of a covert
agent's identity could be taken very seriously by a judge, who would have the power to
jail a member of the press for refusing to cooperate with a grand jury.
For an administration that at times holds a very dim view of the press, the reputation of
the Bush White House and the future of some of its officials may hang on the profession's
ethical standards.

In washington tonight, an unusual new tactic in the investigation into who leaked the
name of an undercover C.I.A. Operative to newspaper columnist robert novak. Nbc
news has learned that the f.B.I. Is now asking some administration officials to let
novak and other reporters name names. But will reporters do that? Here's nbc's
justice correspondent pete williams.
With investigators now zeroing in on the white house staff trying to find out who
leaked the fact that former ambassador jbe wilson's wife was an undercover c.I.A.
Operative, nbc news has learned that the f.B.I. Is now turning up the heat.
Investigators are now asking administration officials to sign this form, obtained by
nbc news, releasing reporters from any promises of confidentiality they may have
made to their sources. Those signing it are asked to request that no member of the
media assert any privilege or refuse to answer any questions about the leak
investigation. Legal experts say the signed forms would apparently then be used to
push reporters, possibly using subpoenas, into disclosing who the leaker was. Law
enforcement officials say this tactic has been used in past leak investigations, but
they could not cite any examples. And a lawyer who often represents reporters says
it's unheard of.
I've never heard of the government ever going to government employees and
essentially demanding that they sign away whatever confidential arrangement they
might have had with someone in the press.
And, say many experts, it is probably legally groundless because the courts almost
always consider the reporter-source privilege to belong to the journalist, not the
source. And, says an advocate for reporters, sources must be confident that
promises won't be broken.
If a journalist is viewed by the public or their sources as knuckling under to pressure
from the government, then they're not going to be viewed as being an independent
journalist for very long.
Attorney general ashcroft this week took himself off the case, and the u.S. Attorney
from chicago was brought in as special counsel. Some legal insiders believe ashcroft
wanted to avoid having to be the one to subpoena reporters. But justice officials say
tonight that's not why the attorney general stepped aside. And, they say, the f.B.I.

Mr. HOLT (for himself, Ms. ESHOO, Mr. REYES, Mrs. TAUSCHER, Mr. LARSON of Connecticut, Mr.
WAXMAN, Mr. LANTOS, Mr. CONYERS, Mr. SPRATT, Mr. TURNER of Texas, and Mr. MORAN of
Virginia) submitted the following resolution; which was referred to the Select Committee
on Intelligence (Permanent Select), and in addition to the Committees on Armed Services,
International Relations, and the Judiciary, for a period to be subsequently determined by
the Speaker, in each case for consideration of such provisions as fall within the
jurisdiction of the committee concerned

RESOLUTION
Requesting the President and directing the Secretary of State, the Secretary of Defense,
and the Attorney General to transmit to the House of Representatives not later than 14
days after the date of the adoption of this resolution documents in the possession of the
President and those officials relating to the disclosure of the identity and employment of
Ms. Valerie Plame.
Resolved, That--
(1) the President is requested to transmit to the House of Representatives not later
than the date that is 14 days after the date of the adoption of this resolution, all
documents, including telephone and electronic mail records, logs and calendars, personnel
records, and records of internal discussions in the possession of the President relating
to the disclosure of the identity of Ms. Valerie Plame as an employee of the Central
Intelligence Agency during the period beginning on May 6, 2003, and ending on July 31,
2003; and
(2) the Secretary of State, the Secretary of Defense, and the Attorney General are
each directed to transmit to the House of Representatives not later than such date, all
documents, including telephone and electronic mail records, logs and calendars, and
records of internal discussions in the possession of the Secretary of State, the Secretary
of Defense, and the Attorney General, respectively, relating to such disclosure during
such period.

Roberts: more fallout today from sunday's "60 minutes" interview with a former member of
the bush cabinet. Faced now with a possible government inquiry, paul o'neill denied
revealing classified material in the interview and in a book critical of the bush white
house. Bill plante has more fm monterrey, mexico, where the president attended a trade
summit today.
Reporter: former treasury secretary paul o'neill criticizes president bush's policies and
leadership style on "60 minutes,' and one day later, the treasury department says it's
looking into o'neill's actions. "60 Minutes" showed this docume marked "secret," which
o'neill had supplied. Was this instant payback from the reputed masters of political
hardball in the bush administration? O'neill said today that he got the documents from the
treasury department's own lawyer.
Under the law, he's not supposed to send me anything that isn't unclassified.
Reporter: treasury sources say department lawyers simply ked for an inquiry, not an
investigation, after seeing the document on tv, and only informed the white house after
the fact. They say it wasn't payback, and o'neill today agreed.
I don't think SO. As i said, if i were secretary of the treasury and these circumstances
occurred, i would have asked the inspector general to take a look at this.
Reporter: but it's no surprise that some suspect payback. This white house has a
reputation for getting even with those who cross it: former diplomat joseph wilson, whose
wife's c.I.A. Cover was blown to a reporter after he questioned the president's state of
the union claim that iraq was attempting to buy ium; former budget director larry lindsey,
who dared guess in advance that the iraq war would be very
costly-- publicly rebuffed and fired. And with o'neill already long gone, policy analyst
paul light says this time the white house is sending a message.
This paicular investigation is clearly designed to send a signal to anybody else who talks
to the press that they are up for the fight of their lives if they do so.
Reporter: it's always been the policy of this white house to let no slight go unanswered
and no criticism go unchallenged. The message: this president demands total loyalty, and

hunting for saddam loyalists The u.S. Military insists only genuine suspects are
detained, but in this violently anti- american area, every such action is an insult. "Is
it sensible that a great nation storms houses where there are only wom and children?" One
speaker shouted. "This woman represents the honor of theeople of fallujah." Later, u.S.
Soldiers on trol shot and killed at least two iraqis after coming under rocket fire. While
such actions may indicate residual support for saddam hussein, there is also anger at the
legacy of his cult of personality. Being named after the iraqi dictator is no longer the
honor it ud to be. "I cannot get any job because my name is saddam," this man says. "I
even have trouble in the street." More than two dozen people have come to this office
trying to get rid of their connection to the former dictator. "I face a lot of problems,'
saddam hadi abbas says. "Wherever i go, people say, 'oh, no, not again. Saddam wants to
change his name to salaam, which means "peace." It seems a nice idea for a name.

Although White House insists it is fully cooperating with investigation into who leaked
CIA agent's identity, it refuses to order employees to comply with FBI request that they
sign waivers releasing reporters from confidentiality agreements
When DOJ asked for phone and email records, the White House Counsel set a deadline for
employees to comply but White House has yet to set similar requirement for waivers
US Senator Charles Schumer today said the White House is continuing to thwart the Justice
Department's investigation into who leaked the identity of a covert CIA agent by not
requiring its employees to cooperate with a request made by investigators over the weekend
that officials waive the confidentiality of their conversations with journalists regarding
the agent's identity.
"When the Justice Department asked for phone and email records, the White House Counsel
set a deadline for employees to comply. Now the investigators are asking White House
employees to sign waivers releasing reporters from confidentiality agreements but the
Counsel's office has been
silent, Schumer said. "It took long enough to get the Justice Department.
to do the right thing with regard to this case, we shouldn't have to keep pestering the
White House to cooperate."
Although the White House insists that it is fully cooperating with the investigation, it
has not required its employees to sign the waivers. But Schumer wrote in a letter being
sent to White House Chief of Staff Andrew Card today that ''full cooperation' requires
freeing these journalists from their obligations to protect their sources."
In 1998, when Republican Congressional leaders began investigating whether White House
officials were leaking information about members of Congress, then-White House Chief of
Staff Erskine Bowles informed news organizations that the White House was waiving all
confidentiality rights regarding such leaks.
Schumer said that would be a good step, but urged the White House to go further and
request signed waivers from each individual employee since some journalists might consider

the confidentiality agreement to attach to the person and not the White House itself. The
professional prosecutors handling the investigation have determined that they would be
aided if White House employees waived their agreements with reporters.
"I know you and the President care passionately about the men and women who serve America
and protect us from those who would do us harm. In a post-9/11 world, we have no more
valuable soldiers in the war on terrorism than our intelligence operatives. The leaking of
this woman's name was not only a despicable thing to do to her, it threatens our network
of operatives and informants, harms our efforts to recruit new informants, and drastically
undermines national security. It simply cannot be tolerated,' Schumer wrote in his letter.
Last week, Schumer praised the Attorney General's decision to recuse himself from the
investigation into who leaked the name of a CIA agent and the appointment of Patrick
Fitzgerald to lead the probe. Schumer was the first to call for a thorough investigation
of the leak after it appeared in Robert Novak's column. In October, he urged Ashcroft to
appoint a special counsel and to formally recuse himself from the Justice Department's
investigation into whether senior White House officials illegally leaked a covert CIA
operative's identity to the media.

journalists regarding the identity of a covert CIA agent whose name was leaked in apparent
retaliation for her husband's revelations regarding Iraq's efforts to obtain weapons of
mass destruction.
Through spokespeople, the White House has claimed that it is "fully cooperating" with the
criminal investigation into this leak. The White House staff has partially cooperated by
turning over phone and email records, but the professional prosecutors handling the
investigation into this national security breach have determined that they would be aided
by these waivers of confidentiality. Full cooperation requires that these staffers comply
with this reasonable request from law enforcement.
In 1998, Republican Congressional leaders began investigating whether White House
officials were leaking information about members of Congress. Then-White House Chief of

That would be a good step, but because some journalists might consider the confidentiality

As know, in response to a request by George Tenet, the Director of Central
Intelligence, you the Justice Department announced on September 29th that it was opening a
preliminary criminal investigation to determine whether Administration officials
disclosed the identity of a covert CIA officer to the media.
While this announcement is an acknowledgment of the importance of this matter, we
continue to be deeply concerned about the failure of the Administration to treat this
matter with the seriousness it demands.
Despite the grave security implications of this disclosure, your spokesperson indicated
that you had no plans to conduct an internal investigation of this matter. In addition, it
was indicated that you oppose the appointment of a special counsel, even though keeping
the investigation in the hands of the Justice Department raises conflict of interest issues.
Wc regret these decisions, and we ask you, through the White House Counsel, to urge the
Attorney General to reconsider his refusal to appoint a special counsel. In the meantime,
in order to expedite an investigation of this case, we ask that you immediately direct your
staff to take the following steps:
1. Produce a list of all senior White House officials who could have had access to
relevant information regarding the identity of CIA operatives;
2. Insist that every senior staff member sign a statement that they are not responsible
for disclosing the identity of the CLA employee who was exposed, and affirming
that they will immediately produce any information that would help identify the
person or persons responsible for the leak;

3. Assign a senior attorney within the White House Counsel's Office to organize and
compile relevant documents in order to ensure swift compliance with the
investigation;
4. Instruct the White House Counsel to determine whether any document, electronic
communication, phone log, or any other record related to this matter was
destroyed or deleted between the official notification to the White House of the
criminal investigation by the Department of Justice on the evening of September
29th, and the issuance approximately 12 hours later of White House Counsel
Alberto Gonzalez's memorandum instructing White House staff to preserve all
evidence, or at any other time prior to that notification.
In October of 2001, you stated that CC it is unacceptable behavior to leak classified
information when we have troops at risk." We strongly agree. We believe it is
imperative that this matter be investigated as quickly and as thoroughly as possible. Any
Administration official found to be responsible in this matter should be dismissed
immediately and prosecuted for their violation of Federal criminal law.
