PURPOSE
To highlight your Administration's commitment to fighting HIV/AIDS at home and abroad.
I.
BACKGROUND
Today, you will meet with members of the Presidential Advisory Council on HIV and AIDS (PACHA).
The Council provides recommendations on the Federal Government's response to HIV and AIDS. After
the meeting, you will deliver remarks to a group of domestic and international leaders in the fight
against AIDS, as well as ambassadors from some of the countries most affected by the disease. In
addition to highlighting your new global AIDS initiative and some of the highlights from your FY 2004
domestic AIDS budget (including a $93 million increase in AIDS research and a $100 million dollar
increase for the AIDS Drug Assistance Program), you will announce Health and Human Service's
approval of a rapid AIDS test that will be available for use in more than 100,000 doctors' offices around
the country.
Since taking office, you have spearheaded significant advances in combating domestic and global
HIV/AIDS. Overall spending on HIV/AIDS increased from $14.2 billion in FY 2001 to $18 billion in
your FY 2004 request. You formed the Cabinet HIV/AIDS Task Force, co-chaired by Secretaries
Thompson and Powell and strengthened the White House Office of National AIDS Policy (ONAP).
Your FY 2004 budget requests a 4 percent increase in HIV/AIDS research. You have supported funding
for domestic prevention, care, and treatment (although you have not, until now, requested increases over
congressional levels). You have improved management of HIV/AIDS programs to ensure that more
funds are available to those most affected by the AIDS epidemic. You have expanded the capacity of
the Community and Migrant Health Center Program and substantially increased support for substance
abuse treatment - critical steps in fighting HIV/AIDS.
Even prior to the Emergency Plan for AIDS Relief, your global HIV/AIDS budget had increased by 87
percent over FY 2001 levels. When your new initiative is implemented, you will effectively triple our
investment in global AIDS relief. This will have the following effects:
Preventing 7 million new infections (60 percent of the projected 12 million new infections in the
target countries);
Providing antiretroviral drugs for 2 million HIV-infected people; and
Caring for 10 million HIV-infected individuals and AIDS orphans.
You will meet with your Presidential Advisory Council and thank them for their service and have a photo
taken with the 35 members. You will then proceed to Room 450 EEOB and give an address to
approximately 130 people where you will:
Reprise highlights of the Emergency Plan for AIDS Relief;
Stress the importance of the domestic AIDS situation, especially in minority communities;
Stress the importance of a public health/medical approach to the HIV epidemic;
Announce an increase in the AIDS Drug Assistance Program FY 2004 budget of $100 million dollars;
Announce the waving of certain Federal regulations thus allowing the rapid HIV test to be widely available
in health facilities and offices around the Nation; and
Congratulate Secretary Thompson on being elected to the Chairmanship of the Board of the Global Fund to
Fight AIDS, TB, and Malaria

THE PRESIDENT: It's my honor to welcome Tony Blair back to the White
House. We just had a wide-ranging discussion on a lot of issues. I
appreciate my friend's commitment to peace and security. I appreciate
his vision. I appreciate his willingness to lead. Most importantly, I
appreciate his understanding that after September the 11th, 2001, the
world changed; that we face a common enemy -- terrorists willing to
kill innocent lives; that we now recognize that threats which gather in
remote regions of the world must be dealt with before others lose their
lives.
Tony Blair is a friend. He's a friend of the American people, he's a
friend of mine. I trust his judgment and I appreciate his wisdom.
Welcome.
THE PRIME MINISTER: First of all, can I say how delighted I am to be
back in the White House and to see President Bush. And as he's just
described to you, we had an excellent discussion, covering all the key
issues of the day. And I would like to praise his leadership in the
world since September the 11th, particularly, on what I think are the
two key issues that face our world today -- which are issues of
international terrorism and weapons of mass destruction. And I think
both of those issues come together because they threaten the peace and
the order and the stability of the world.
And what is essential is that in every respect, in every way that we
can we mobilize international support and the international community,
in order to make sure that these twin threats that the world faces are
dealt with. And I have no doubt at all that we can deal with them. But
we should realize those two threats -- terrorism, weapons of mass
destruction -- are not different, they're linked. And dealing with
both of them is essential for the future peace and security and
prosperity of the world.

THE PRESIDENT: Fournier. Here's what we're going to do. I will call
upon a reporter. The Prime Minister will call upon a reporter. And
we'll do this three different times. Start with you.
Q Thank you, sir. First, quickly to the Prime Minister, did you ask
President Bush to secure a second U.N. resolution and to give the
inspectors more time? And, President Bush, the U.N. says -- the U.N.
inspectors say Saddam is not complying, you say Saddam is not complying,
why wait a matter of weeks? What's -- why hold up on the decision?
THE PRESIDENT: First of all, you violated the two-question rule --
as usual. He's had a bad habit of this. I'll start.
Saddam Hussein is not disarming. He is a danger to the world. He must
disarm. And that's why I have constantly said and the Prime Minister
has constantly said this issue will come to a head in a matter of weeks,
not months.
THE PRIME MINISTER: The whole point about the present situation is
that when President Bush made his speech to the United Nations, when we
went down the United Nations route, we passed Resolution 1441. And I
think it really repays reading that, because we said very clearly that
Saddam had what we said was a final opportunity to disarm, and that he
had to cooperate fully in every respect with the U.N. weapons
inspectors.
As Dr. Blix said in his report to the Security Council earlier this
week, he's not doing that. And therefore, what is important is that the
international community comes together again and makes it absolutely
clear that this is unacceptable. And the reason why I believe that it
will do that is precisely because in the original Resolution 1441, we
made it clear that failure to disarm would lead to serious consequences.
So this is a test for the international community. It's not just a
test for the United States or for Britain. It's a test for the
international community, too. And the judgment has to be, at the
present time, that Saddam Hussein is not cooperating with the
inspectors, and therefore is in breach of the U.N. resolution. And
that's why time is running out.

Q A question for the President, if I may. What is the status, in your
view, of any second resolution? Is it something that you think it's
worth spending time and energy trying to assemble and, if so, why?
THE PRESIDENT: First, let me reiterate what I just said. This is a
matter of weeks, not months. Any attempt to drag the process on for
months will be resisted by the United States. And as I understand the
Prime Minister -- I'm loath to put words in his mouth -- but he's
also said weeks, not months.
Secondly, I want to remind you, I was the guy that went to the United
Nations in the first place. I said, why don't we come together as a
world to resolve this issue, once and for all. Why doesn't the United
Nations stand up as a body and show the world that it has got the
capacity to keep the peace.
So, first of all, in answer to one part of your question, this just
needs to be resolved quickly. Should the United Nations decide to pass
a second resolution, it would be welcomed if it is yet another signal
that we're intent upon disarming Saddam Hussein. But 1441 gives us the
authority to move without any second resolution. And Saddam Hussein
must understand that if he does not disarm, for the sake of peace, we,
along with others, will go disarm Saddam Hussein.

Q Thank you, sir. Mr. President, is Secretary Powell going to provide
the undeniable proof of Iraq's guilt that so many critics are calling
for?
THE PRESIDENT: Well, all due in modesty, I thought I did a pretty good
job myself of making it clear that he's not disarming and why he should
disarm. Secretary Powell will make a strong case about the danger of an
armed Saddam Hussein. He will make it clear that Saddam Hussein is
fooling the world, or trying to fool the world. He will make it clear
that Saddam is a menace to peace in his own neighborhood. He will also
talk about al Qaeda links, links that really do portend a danger for
America and for Great Britain, anybody else who loves freedom.
As the Prime Minister says, the war on terror is not confined to just a
shadowy terrorist network. The war on terror includes people who are
willing to train and to equip organizations such as al Qaeda.
See, the strategic view of America changed after September the 11th.
We must deal with threats before they hurt the American people again.
And as I have said repeatedly, Saddam Hussein would like nothing more
than to use a terrorist network to attack and to kill and leave no
fingerprints behind. Colin Powell will continue making that case to the
American people and the world at the United Nations.
THE PRIME MINISTER: Adam.
Q One question for you both. Do you believe that there is a link
between Saddam Hussein, a direct link, and the men who attacked on
September the 11th?
THE PRIME MINISTER: That answers your question. The one thing I would
say, however, is I've absolutely no doubt at all that unless we deal
with both of these threats, they will come together in a deadly form.
Because, you know, what do we know after September the 11th? We know
that these terrorists networks would use any means they can to cause
maximum death and destruction. And we know also that they will do
whatever they can to acquire the most deadly weaponry they can. And
that's why it's important to deal with these issues together.
Q Mr. President and Prime Minister, if I could, sir, the arms
inspectors made their report on Monday this week. You've both made
clear that it's a question of weeks, not months. And here we are at the
end of the week and the Iraqis are suddenly inviting the arms inspectors
back to Baghdad for further consultations. Could I ask both of you what
you make of that?
THE PRESIDENT: Let's see if I can be polite. Saddam Hussein has had
12 years to learn how to deceive, and I would view this as more
deception on his part. He expects to be able to convince 108 inspectors
that he is open-minded. The only way that he can show that he is truly
a peaceful man is to not negotiate with inspectors, is not to string the
inspectors along, but to disarm in front of inspectors. We know what a
disarmed regime looks like. We know what it means to disarm. There's
no negotiations. The idea of calling inspectors in to negotiate is a
charade. If he is going to disarm, he must start disarming. That's the
only thing he needs to talk to the inspectors about, is, here, I'm
disarming.
THE PRIME MINISTER: That's absolutely right. If you look back at the
history of this, for 12 years, he's played these games. And that's why
it's so important to realize what the U.N. inspectors were put back in
to do. The U.N. inspectors -- and this is the crucial point, because
it's on this basis that the whole issue of the U.N. authority rests --
the U.N. inspectors did not go back into Iraq to play a game of
hide-and-seek with Saddam. They didn't go back in as a detective
agency. They went back in under an authority that said that they had to
cooperate fully, in every respect: the interview of witnesses, not just
access to sites; honest, transparent declarations in the material they
had. They're not doing that.
Now, why are they calling back the inspectors? I think it's fairly
obvious. It's because as the pressure grows, they want to play the same
games as they've been playing all the way through. That's why it's
important we hold to the path that we've set out. They have to disarm.
They have to cooperate with the inspectors. They're not doing it. If
they don't do it through the U.N. route, then they will have to be
disarmed by force.

Q Mr. President, an account of the White House after 9/11 says that
you ordered invasion plans for Iraq six days after September the 11th
-- Bob Woodward's account. Isn't it the case that you have always
intended war on Iraq, and that international diplomacy is a charade in
this case?
THE PRESIDENT: Actually, prior to September the 11th, we were
discussing smart sanctions. We were trying to fashion a sanction regime
that would make it more likely to be able to contain somebody like
Saddam Hussein. After September the 11th, the doctrine of containment
just doesn't hold any water, as far as I'm concerned.
I've told you the strategic vision of our country shifted dramatically,
and it shifted dramatically because we now recognize that oceans no
longer protect us, that we're vulnerable to attack. And the worst form
of attack could come from somebody acquiring weapons of mass destruction
and using them on the American people, or the worst attack could come
when somebody uses weapons of mass destruction on our friends in Great
Britain.
Recently, Tony Blair's government routed out a poison plot. It should
say to the people of Great Britain, there is a present danger, that
weapons of mass destruction are a danger to people who love freedom. I
want to congratulate you on your fabulous job of using your intelligence
and your law enforcement to protect the people of Great Britain.
Today, Italy rounded up yet another cell of people who are willing to
use weapons of mass destruction on those of us who love freedom.
And so, no, quite the contrary. My vision shifted dramatically after
September the 11th, because I now realize the stakes. I realize the
world has changed. My most important obligation is to protect the
American people from further harm. And will do that.

Well -- (laughter) -- thank you. I appreciate very much that warm
welcome. And, Ann, I want to thank you for your kind words today. And
I'm delighted to have an opportunity this afternoon to spend some time
with all of you. And, Governor -- Marc has done a superb job,
obviously, as our RNC chairman. (Applause.) And he's got some great
talent working with him in people like Ann Wagner and Jack Oliver. And
they're a delight for those of us in the administration to have an
opportunity to work with, as well, too.
The President and I are grateful to all of you for the tremendous
effort that went into last year's campaign -- efforts that made all the
difference in November elections. By your good work and by the
leadership of a great President, the Republican Party is today the
majority party. And now we intend to accomplish -- (applause) -- now we
intend to accomplish great things on behalf of all the people of the
United States. And I think after the speech the President gave on
Tuesday, I know all of you are as proud as I am of President George W.
Bush. (Applause.)
And as the President pointed out on Tuesday, we have a very full agenda
for the nation for next year and beyond. This is
going to be a consequential year in the history of our nation and in the
history of freedom. We have many responsibilities, and we do not have
the luxury of taking them on one at a time. We must meet them all. And
under the leadership of President Bush, the government will work to
build greater prosperity all across the land, and we will answer every
danger and every enemy that threatens the American people.
This year we will honor a binding commitment to older Americans,
working together to improve Medicare and to give all the seniors in the
country the choice of a health plan that includes prescription drugs.
The American system of quality care in the world offers the highest
medical capabilities possible, and we must not undermine that quality
with a nationalized health care system that dictates coverage and
rations care. Nor should we stand by as the health care system is
undermined by unfair and frivolous lawsuits against doctors and
hospitals. (Applause.)
The lawsuit culture makes everyone pay more for health care. And it is
causing many parts of America to lose qualified doctors. It's time to
end these abuses with strong medical liability reform. It's also time
for bold steps to enhance our energy independence and to improve the
environment in ways that earlier generations would not have dreamed
possible. The President has sent Congress a comprehensive energy plan
to promote efficiency and conservation, and to develop cleaner
technology and produce more energy right here in the United States. In
addition, we plan to launch a major research project so that America
leads the world in developing cars powered by hydrogen. With a major
commitment to this enterprise, we will make the air cleaner and our
nation much less dependent on foreign sources of energy.
Under President Bush, we will continue building a culture that upholds
the dignity of every life. We will encourage the compassionate work of
faith-based and community groups all across the country. And as a great
nation, we will set a high standard for humanity by passing a law
against human cloning and ending the practice of partial-birth
abortions. (Applause.)
For the well being of America's families, we are working every day to
set this economy on a path of rigorous long-term growth. President Bush
has a very clear philosophy: We recognize that government does not
create wealth, nor does it create jobs. The role of government is to
remove obstacles standing in the way of economic growth.
America has faced a recession, terrorist attack, corporate scandals,
stock market declines, and yet we have the strongest, most resilient
economy the world has ever known. But we cannot be satisfied until
everyone who wants to work can find a job. Our mission is to speed up
economic growth and to add new jobs across the country.
Two years ago, Congress approved the Bush tax cut -- but held back on
all of the tax relief until 2006. We believe that if tax relief is good
enough for Americans several years from now, it is even better for
America today. (Applause.) Instead of gradually reducing the marriage
penalty, we should do it now. Instead of slowly raising the child
credit to $1,000 by 2010, we should raise it now and send the checks to
America's families as quickly as possible. And to promote corporate
responsibility and governance, immediately draw more money into the
markets, to treat taxpayers fairly, and encourage savings and
investment, we are asking Congress to end the unfair double-taxation of
dividends. (Applause.)
Under the President's plan, Americans will receive $98 billion in tax
relief over the next 16 months. Nearly half of that amount -- $47
billion -- are tax cuts for small business owners. And to help ensure
that small business people, farmers and ranchers can pass along their
life's work to the next generation, we want to eliminate the death tax
once and for all. (Applause.)
Yesterday's fourth quarter economic growth figures, I think, underscore
the need for Congress to pass the President's jobs and growth plan just
as quickly as possible. The President's proposals will reduce the tax
burden on the Americans by $670 billion over the next 10 years. By
leaving more money in the hands of the people who earned it -- people
who will spend and invest and save and add momentum to our recovery --
we'll help create more jobs and ultimately increase tax revenue for the
federal government. The return path to a balanced budget is to be found
in faster growth in the American economy and spending discipline in
Washington, D.C. In all of these proposals -- from better care for
seniors, to legal reform, to greater energy independence, to the growth
of jobs -- all of this will allow people to see the kind of focus, the
clarity of purpose, and the sense of duty that Americans have come to
know and admire in President George W. Bush.
With those same qualities of character he has also led the nation in a
time of great difficulty and danger. And he's leading the world in an
urgent battle against a very difficult foe, a scattered network of
killers. Great decisions and crucial hours lie ahead in this war. But
let there be no doubt, we will prevail. (Applause.)
Since the attacks of 9/11, every level of our government has taken
important steps to protect America against terrorism. We created the
Department of Homeland Security to mobilize against a wide range of
possible threats. More than 50,000 federal screeners are deployed at
our airports. We've put more marshals on airplanes and stepped up
security at our power plants, ports and border crossings. And we've
begun inoculating troops and first responders against smallpox and are
stockpiling enough smallpox vaccine for every American.
We're using new technologies to detect weapons of mass destruction.
We're developing a Terrorist Threat Integration Center to merge and
analyze all threat information in a single location in the federal
government. We're beginning to field a defense against ballistic
missiles, and we are launching Project BioShield, a comprehensive effort
to develop and to make available modern, effective drugs and vaccines to
protect against attack by biological and chemical weapons or other
dangerous agents.
With these measures, we seek to guard our nation against new and
fearsome dangers. But while the threats we face are unprecedented, our
responsibilities are very familiar. Once again, we are defending
ourselves and the safety and survival of civilization itself. And as
President Bush said, we accept this responsibility.
Today, America leads a worldwide coalition that is sharing
intelligence, hunting down terrorists and freezing the assets of
terrorist groups and front organizations. We've deprived al Qaeda of
its stronghold in Afghanistan. And as we have seen just this week, we
continue to disrupt their efforts in that part of the world.
We've captured or killed leading al Qaeda terrorists and have disrupted
their chain of command. Our law enforcement and intelligence officials
are working long and hard to stop terrorist plots, both here and abroad.
And while many of their successes go unheralded, I can tell you that
numerous terrorist attacks against the United States and our allies have
been thwarted since 9/11.
The United States and our partners have also dismantled terror cells in
Italy, Spain, Great Britain, Germany, France, Singapore and Malaysia.
We've frozen millions of dollars in terrorist assets and arrested more
than 3,000 suspected terrorists worldwide. And we have taken out of
business many of the top al Qaeda leaders responsible for murdering
innocent Americans and other citizens.
We will continue to hunt for those remaining at large. Where al Qaeda
and its allies are concerned, we are dealing with a network that
operates in 50 or more countries; that has murdered Americans in Bali,
in Kuwait, in Yemen and in Jordan; and that is determined to acquire and
to use weapons of mass destruction against us and our allies.
Against such enemies, America and the civilized world have only one
option: Wherever terrorists operate, we will find them; wherever they
dwell, we will hunt them down. We will also continue our efforts to
address the very serious danger posed by the outlaw regime in Iraq. We
will not permit a brutal dictator with ties to terror and a record of
feckless aggression to dominate the Middle East and to threaten the
United States.
Twelve years ago, Saddam Hussein agreed to disarm Iraq of all of its
weapons of mass destruction. For 12 years he has violated that
agreement, pursuing chemical, biological and nuclear weapons even while
U.N. inspectors were in Iraq. Last fall, thanks to the leadership of
President Bush, the U.N. Security Council unanimously passed a
resolution giving Iraq one final chance to disarm. Inspectors were sent
to Iraq not to determine whether Saddam has weapons of mass destruction,
but simply to confirm that Iraq truly is disarming. Unfortunately, the
declaration that Iraq provided to the United Nations last month about
its weapons and missiles program clearly demonstrated that Saddam has
absolutely no intention of complying with the world's demands.
Some time ago, the U.N. confirmed that Iraq had sufficient material to
produce over 25,000 liters of anthrax, more than 38,000 liters of
botulinum toxin, and as much as 500 tons of sarin, mustard, and VX nerve
agents. We know that he had some 30,000 munitions capable of delivering
chemical agents and several mobile biological weapons laboratories
designed to produce germ warfare agents on the move. Yet Saddam Hussein
has neither accounted for, nor destroyed these instruments of terror.
And his desire for nuclear weapons is undiminished. Saddam Hussein is
continuing his decade-old game of defiance, delay and deception. He's
blocking unrestricted aerial reconnaissance -- as called for in the U.N.
resolutions. His security agents are hiding documents and materials
from U.N. inspectors. His intelligence agents are posing as scientists.
And Saddam Hussein has decreed that real scientists who cooperate with
U.N. inspectors will be killed, along with their families.
Saddam Hussein's pursuit of weapons of mass destruction poses a grave
danger -- not only to his neighbors, but also to the United States. His
regime aids and protects terrorists, including members of al Qaeda. He
could decide secretly to provide weapons of mass destruction to
terrorists for their use against us. And as the President said on
Tuesday night, it would take just one vial, one canister, one crate to
bring a day of horror to our nation unlike any we have ever known.
That is why confronting the threat posed by Iraq is not a distraction
from the war on terror, it is absolutely crucial to winning the war on
terror. (Applause.) America seeks a world at peace, but we will not
accept a serious threat to our country, to our friends, and to our
allies. Next Wednesday, Secretary of State Powell will present
information and intelligence to the U.N. Security Council about Iraq's
ongoing defiance. Our purpose is not simply to follow a process, it is
to end the terrible threats to the civilized world. As the President
said the other night, the course of this nation does not depend upon the
decisions of others. Whatever action is required, whenever action is
necessary, we will defend the freedom and the security of the American
people. (Applause.)
Fellow Republicans, in this critical hour all of us are proud to be
part of a cause larger than ourselves. We will support our President as
he confronts eveyr threat from every source that could possibly do harm
to our country. We will make America stronger, better and more secure.
And in all that we are called to do, we will serve the highest ideals of
this nation -- liberty and justice -- in a world at peace. Thank you
very much. (Applause.)

ON GLOBAL AND DOMESTIC HIV/AIDS

THE PRESIDENT: Thank you all for coming. I'm honored you all are
here. I'm so grateful that many from the diplomatic corps are here.
This is an historic year for America. It's a year of great
consequence. It's a year in which we have an opportunity to work with
others to shape the future of our globe. We have a chance to achieve
peace. We have a chance to achieve a more compassionate world for every
citizen. America believes deeply that everybody has worth, everybody
matters, everybody was created by the Almighty, and we're going to act
on that belief and we'll act on that passion.
You know, the world looks at us and says, they're strong. And we are;
we're strong militarily. But we've got a greater strength than that.
We've got a strength in the universality of human rights and the human
condition. It's in our country's history. It's ingrained in our soul.
And today we're going to describe how we're going to act -- not just
talk, but act, on the basis of our firm beliefs.
I want to thank Tommy, he's the new chairman of the board of the Global
Fund. He's also the Secretary of Health and Human Services, doing a
great job for our administration. I want to thank so very much the
ambassadors from Guyana and Uganda for standing up here with us today.
I appreciate the other ambassadors from the continent of Africa and the
Caribbean for being here.
With us as well is Bill Frist, a United States Senator, Majority
Leader, passionate advocate of good health care for every citizen on the
globe; a man with whom this administration will work, along with Russ
Feingold, from Wisconsin, to make sure that the proposal becomes real.
That means funded. (Laughter and applause.)
There's no doubt in my mind that when you've got the Majority Leader
and a distinguished senator like Senator Feingold teaming up together,
that this will get done. It's just a matter of time.
I'm honored that Mark Malloch is here -- Mark Malloch Brown is here,
who is the U.N. -- administrator of U.N. develop program. I want to
thank the U.S. Surgeon General, Carmona is here with us. Rich, thank
you for coming. Andrew Natsios is USAID administrator. Dr. Zerhouni of
NIH is with us. Tony Fauci is here with us. There are a lot of docs
here today. (Laughter.) Julie Gerberding of the Centers for Disease
Control and Prevention. Thank you, all, for coming today. Les Crawford
is the deputy commissioner of the Food and Drug Administration.
And, of course, a man who is on my staff who is going to make an
enormous difference here and abroad as direct advisor to the President,
and that's Dr. Joe O'Neill, who's the director of National AIDS Policy.
He's about as fine a human being as you'll ever know. He cares deeply
and his care has had -- he's got a lot of influence, let me put it to
you this way, because of his convictions.
As I mentioned, we're a strong nation. But we're also a blessed
nation. And it's important for our citizens to recognize that richness
is one thing. Recognizing that we're blessed gives a different
perspective, I think. I think it enhances the fact that we have a
responsibility. If you're blessed, there is a responsibility to
recognize your blessings in a compassionate way. Blessings are a
two-way street. We've got to understand in this country that if you
value life and say every life is equal, that includes a suffering child
on the continent of Africa. If you're worried about freedom, that's
just not freedom for your neighbor in America, that's freedom for people
around the globe. It's a universal principle.
As I said in my State of the Union, freedom is not America's gift to
the world, freedom is God's gift to humanity. Freedom means freedom
from a lot of things. And today, on Africa, in the continent of Africa,
freedom means freedom from the fear of a deadly pandemic. That's what
we think in America. And we're going to act on that belief. The
founding belief in human dignity should be how we conduct ourselves
around the world -- and will be how we conduct ourselves around the
world.
I want you all to remember, and our fellow citizens to remember, that
this is nothing new for our country. Human dignity has been a part of
our history for a long time. We fed the hungry after World War I. This
country carried out the Marshall Plan and the Berlin Airlift.
Today we provide 60 percent -- over 60 percent of all the
international food aid. We're acting on our compassion. It's nothing
new for our country. But there's a pandemic which we must address now,
before it is too late. And that's why I took this message to our fellow
citizens, that now is the time for this country to step up our efforts
to save lives. After all, on the continent of Africa, 30 million people
have the AIDS virus -- 30 million people. Three million children
under the age of 15 have the AIDS virus. More than 4 million people
require immediate drug treatment. Yet, just about 1 percent of people
receive drug treatment. It is a significant world problem that the
United States of America can do something about. We can be involved.
Tommy mentioned the images, the horrible images, that take place in
Africa. It's important for our fellow citizens as they listen to the
dialogue on this initiative to understand that there are mass burials
and unmarked graves on the continent of Africa. So many people are
dying. But the graves are unmarked. The pandemic is creating such
havoc that there are mass burials, that there are wards of children that
are dying because of AIDS. Not a ward, not some wards, but wards after
wards full of dying children because of AIDS. That there are millions
of orphans, lonely children, because their mom or dad has died --
children left, in some cases, to fend for themselves.
Because the AIDS diagnosis is considered a death sentence, many folks
don't seek treatment, and that's a reality. It's as if the AIDS
pandemic just continues to feed upon itself over and over and over
again, because of hopelessness. This country needs to provide some hope
-- because this disease can be prevented and it can be treated, that's
important for our fellow citizens to know. Anti-retroviral drugs are
now dramatically more affordable in many nations, and these drugs are
used to extend the lives of those with HIV. In other words, these drugs
are really affordable.
And when the treatment has come to Africa, it is also important for our
citizens to understand the effect of that treatment. It's called the
Lazarus effect. When one patient is rescued by medicine, as if back
from the dead, many others with AIDS seek testing and treatment, because
it is the first sign of hope they have ever seen.
We have the opportunity to bring that hope to millions. It's an
opportunity for this nation to affect millions and millions of lives.
So that's why I've laid out the Emergency Plan for AIDS Relief. I
called it in my State of the Union a work of mercy, and that's what I
believe it is.
With the approval of Congress, we will devote $15 billion to the fight
AIDS abroad over the next five years, beginning with $2 billion in the
year 2004. (Applause.) I've been asked whether or not we're committed
to the Global AIDS Fund. Well, first of all, I wouldn't put Tommy as
the head of it if we weren't. And more importantly, he wouldn't have
joined if we weren't.
And so we're still committed to the Global AIDS Fund to fight disease.
This program in no way diminishes our commitment to the fund. We will
continue bilateral AIDS programs in more than 50 countries. We've
already got bilateral relations with 50 countries with whom we're
working on AIDS, and we'll continue that program.
But this plan that I've laid out in front of the Congress and will work
with members of the Senate and the House on will dramatically focus our
efforts. You notice I didn't say, "focus our efforts," I said,
"dramatically focus our efforts." And that's important for the American
people to understand, because we want to bring a comprehensive system.
It's more than money that we bring, we bring expertise and compassion
and love and the desire to develop a comprehensive system, work with
people in Africa to do so, for diagnosis and treatment and prevention.
We are determined to turn the tide against AIDS. And we're going to
start in 14 African and Caribbean countries, where the disease is most
heavily concentrated. We whip it in those 15 -- or 14 -- we will
show what is possible in other countries.
We're going to be involved with the fund. We'll continue to have
bilateral aid. We want to have intense focus where the need is most
severe, and show the world what is possible -- not just show our
fellow citizens or show the folks on the continent of Africa, but the
world needs to see what we can do together. The model has been applied
with great success in Uganda. Anybody who knows the issue of AIDS on
the African continent appreciates the efforts of Uganda. And we feel
like that it can be duplicated. And that's the mission, the goal. Even
though we're on 14 countries initially with this major focus, we
understand there's suffering elsewhere, and we want to expand beyond.
We want to encourage others to join us, as well.
The funding will initially go toward expanding existing hospitals, and
of course, drawing on the knowledge and the expertise of local
physicians. That makes sense. You've got a doc in place; we want to
encourage that doc to be able to continue his or her healing. We'll
build satellite facilities that can serve more people. Of course, we'll
provide antiretroviral drugs, and as well, work with folks on the ground
for education and care.
It's important for our citizens to know that the infrastructure is --
it's hard for many Americans to imagine the lack of infrastructure that
we're working with on the continent of Africa. So we use motorcycles,
trucks, bicycles. We use nurses and local healers to go to the farthest
villages and farms to test for the disease and to deliver medications
that will save lives. It doesn't matter how the medications get there;
what matters is they do get there.
The facilities across Africa and the Caribbean will have now the
medicine. And our fellow citizens must understand that the reason they
do is because of your generosity, the taxpayers of the country. I hope
when our citizens absorb that knowledge -- the massive attempt to save
lives -- that they feel proud of their country, and proud of the
compassion of America. We're going to work with other governments, of
course, private groups, there's all kinds of faith-based programs
involved on the continent of Africa, and we welcome that, of course.
And we encourage that. And we thank you for that.
A fellow named Father Edward Phillips is here. Where are you, Father?
Right there, yes. I thought you were Father Edward Phillips for a
minute. (Laughter.) He is in Kenya, works in Kenya. He's obviously
followed his faith. He leads an organization that provides testing and
treatment in Nairobi. He's helped thousands of people every year. He
ought to be giving this speech, not me, because he knows what it must
feel like to play a significant role in saving lives. And that's what
we're here to talk about today, how best to save lives.
And here's what the experts believe that will be accomplished, the
Emergency Plan for AIDS Relief. In this decade, we will prevent 7
million new infections. They will treat at least 2 million people with
life-extending drugs. We'll provide humane care, of course, for those
who suffer and, as importantly, for the orphans.
To me, that's just the beginning. But it's a pretty good start. Most
important thing is we're providing hope, which is immeasurable. How can
you possibly measure the benefits of hope? There's no -- we can't
quantify that. But it certainly can be qualified by saying a hopeful
society is a heck of a lot better society than what they found on the
continent today.
This project is urgent, and as we move forward on this program we will
continue to call upon other nations to join. The United, States doesn't
mind leading and we believe others have a responsibility as well, that
we're not the only blessed nation. There are many blessed nations. And
we hope they join us. And as well, we've got a lot of work to do here
in America. It's important for our fellow citizens never to think that
one initiative, or a major initiative, in Africa doesn't mean we're
going to forget the 900,000 people living in America today who carry the
HIV virus. Of course we'll never do that. It's important for our
citizens to understand that there's 40,000 new infections every year in
this country. It's an issue. It's an issue we must continue to deal
with.
The AIDS diagnosis still obviously brings tremendous grief and worries
in parts of our society. And so the budget I've submitted and worked
with Congress on -- it will be a request for $16 billion for domestic
HIV prevention and care and treatment, a 7 percent increase over '03.
(Applause.) It's a $93 million increase for AIDS research, $100 million
more to support the AIDS drug assistance program. (Applause.) This is
a program which provides funding to purchase AIDS related medicines for
those without health coverage. And we're going to help those abroad and
we'll help those at home, as well.
We must also move quickly to increase the number of people who are
tested for HIV. How can you treat if you don't test? How can you help
if you don't know? And so the Food and Drug Administration recently has
approved a new HIV test, which can provide results in less than 30
minutes, with a 99.6 percent accuracy. (Applause.)
So today I've got an announcement to make, and it's this, that the
Department of Health and Human Services, after a lot of careful review,
has waived regulations so that the test will soon be more readily
available to doctors and public health facilities throughout the
country. (Applause.)
As I've said, it's going to be a significant year for our country. I'm
a person who believes that there's no obstacle put in our path that we
can't overcome, I truly believe that. I love what our country stands
for. I love the strength of America. The strength of America really is
the -- lies in the hearts and souls of our fellow citizens.
As we move forward into the 21st century, there's no doubt we can help
the people on the African continent, while we help our own folks at home
with the deadly disease. There's no doubt we can arrest the pandemic.
There's no doubt we can bring hope in all parts of the world, not only
in Africa, but in neighborhoods in our own country where people wonder
what the American Dream means. There's no doubt in my mind we can make
the world more peaceful.
Today's initiative is one -- it's a step toward showing the world the
great compassion of a great country. Thanks for coming, and God bless.

STATEMENT BY THE PRESIDENT
I am pleased to announce the return of Governors Island to the people of
New York. Last April, I informed the Governor and the Mayor of my
intention to make this transfer, and today, the transfer is complete.
Also, I am reaffirming our support for the Governors Island National
Monument, which now will encompass approximately 22 of the Island's 172
acres, including historic Castle Williams and Fort Jay.
Governor Pataki and Mayor Bloomberg have shared with me their vision of
a Governors Island dedicated to public and civic purposes. New York's
stewardship of the island combined with the National Park Service's
management of the Monument will lead to the development of an.
outstanding resource for the people of New York and all who visit.
I commend the parties that worked together to make this historic
transfer a reality, including the National Park Service, the General
Services Administration, the United States Coast Guard, the National
Trust for Historic Preservation and especially the State and City of New
York.

Good morning.
Earlier this week I reported to the American people on the state of our
union. I asked Congress to join me in meeting the great challenges that
confront our Nation, with the courage and resolve our times require.
Working together, we will strengthen our economy and lay the
foundation for sustained growth, so that every person who wants to work
can find a job. We will modernize Medicare to make sure that seniors can
choose the coverage that fits them best, including coverage for prescription
drugs. We will reform America's medical liability system, to cut down on
excessive lawsuits that are driving up the cost of health care. We will make
America less dependent on foreign sources of energy, by speeding up
development of pollution-free cars that run on hydrogen. We will renew the
hope of welfare reform, and support the faith-based and community groups
who bring hope and healing to children who need mentors, and men and
women who struggle with drug addiction.
The qualities of courage and compassion that we strive for in America
also determine our conduct abroad. Across the world, we are meeting the
threat of terrorism to make the world safer, and confronting the grave
dangers posed by outlaw regimes. At the same time, America can also
make this world better, by bringing the merciful powers of modern medicine
to people in great need.
Today, in Africa, nearly 30 million people have the AIDS virus -
including three million children under the age of 15. To meet this growing
crisis, I am proposing the Emergency Plan for AIDS Relief. This
comprehensive plan will prevent seven million new AIDS infections
treat
at least two million people with life-extending drugs and provide humane
care for millions of people suffering from AIDS, and for children orphaned
by AIDS. Facilities across Africa will have the medicine to treat AIDS -
because it will be purchased with funds provided by the United States. I
am asking the Congress to commit 15 billion dollars to fight AIDS overseas
over the next five years, beginning with two billion dollars in 2004. This

plan, coupled with our ongoing efforts, will nearly triple our current annual
spending on the global fight against AIDS, malaria, and Tuberculosis.
Our efforts to combat AIDS in Africa are made more difficult by a
severe food shortage sweeping that continent - a crisis that affects up to
30 million people in southern Africa and the Horn of Africa, particularly
Ethiopia. Hunger, sickness, and grief have left people across the continent
even more vulnerable to the effects of AIDS.
Across the Earth, America is feeding the hungry - more than 60
percent of international emergency food aid comes as a gift from the
people of the United States.
Building on this commitment, my budget for 2004 calls for more than
one billion dollars to meet emergency food needs worldwide. Today I
announce a new proposal for a 200 million-dollar Famine Fund - to bring
immediate assistance to Africa and other regions facing starvation. Money
from the fund will be available to purchase food supplies directly, or to
support farmers in food production. We will encourage friends around the
world to set up similar funds, and leverage our combined resources to
provide the most help to famine-stricken lands.
Through all of our efforts to fight disease and hunger, we can spare
people in many nations from untold suffering. In Africa especially, millions
are facing great affliction, but with our help they will not face it alone.
America has a special calling to come to their aid, and we will do so - with
the compassion and generosity that have always defined the United States.

I.
PURPOSE
To greet Governor George Pataki and Mayor Michael Bloomberg, who would like to thank
you for the transfer of Governor's Island to the people of New York.
II.
BACKGROUND
You met with Governor Pataki (R) and Mayor Bloomberg (R) on April 1, 2002, to discuss
the transfer of Governor's Island by the General Services Administration (GSA) to the
people of New York through a sale of the Island for a nominal value. The meeting today
is an opportunity for the Governor and Mayor to thank you for the transfer and to discuss
their plans for the Island.
The actual details of the sale have taken several months to work through. In order to effect
the transfer for low but fair market value (as required under law), significant land use
restrictions were negotiated. The City and State have yet to finalize their development
plan for the Island, but their intent is to utilize the Island for various educational and
public purposes, with commercial development permitted only in limited circumstances.
Immediately subsequent to the conveyance of the Island, the National Park Service will
receive back approximately 22 acres, which include the historic Castle Williams and
Fort Jay. By proclamation, you will redeclare this portion of the Island to be the
Governor's Island National Monument, thus assuring continued National Park status
of these historic buildings. (The monument was first created by President Clinton in
January 2001, but must legally be "re-proclaimed" as part of the overall transaction.)
The Office of Legal Counsel at the Justice Department has opined that the transfer
complies with the Balanced Budget Act of 1997.
History of Governor's Island
The 172-acre Island, located one-half mile south of Manhattan, became a U.S. Army base
in 1812. It was turned over to the Coast Guard in 1966, and in 1986 President Reagan,
along with French President Francois Mitterrand, relit the Statue of Liberty, in celebration
of its 100th anniversary. Two years later, President Reagan met with Mikhail Gorbachev
on the Island for disarmament negotiations. In 1996, the Coast Guard relinquished
Governor's Island to the GSA.

PURPOSE
To highlight your Administration's commitment to fighting HIV/AIDS at home and
abroad.
II.
BACKGROUND
Today, you will meet with members of the President's Advisory Council on HIV and
AIDS (PACHA). The Council provides recommendations on the Federal
Government's response to HIV and AIDS. After the meeting, you will deliver remarks
to a group of domestic and international leaders in the fight against AIDS, as well as
ambassadors from some of the countries most affected by the disease. In addition to
highlighting your new global AIDS initiative and some of the highlights from your
FY 2004 domestic AIDS budget (including a $93 million increase in AIDS research
and a $100 million dollar increase for the AIDS Drug Assistance Program), you will
announce Health and Human Service's approval of a rapid AIDS test that will be
available for use in more than 100,000 doctors' offices around the country.
Since taking office, you have spearheaded significant advances in combating domestic
and global HIV/AIDS. Overall spending on HIV/AIDS increased from $14.2 billion in
FY 2001 to $18 billion in your FY 2004 request. You formed the Cabinet HIV/AIDS
Task Force, co-chaired by Secretaries Thompson and Powell and strengthened the
White House Office of National AIDS Policy (ONAP).
Your FY 2004 budget requests a 4 percent increase in HIV/AIDS research. You have
supported funding for domestic prevention, care, and treatment (although you have not,
until now, requested increases over congressional levels). You have improved
management of HIV/AIDS programs to ensure that more funds are available to those
most affected by the AIDS epidemic. You have expanded the capacity of the
Community and Migrant Health Center Program and substantially increased support
for substance abuse treatment - critical steps in fighting HIV/AIDS.
Even prior to the Emergency Plan for AIDS Relief, your global HIV/AIDS budget had
increased by 87 percent over FY 2001 levels. When your new initiative is
implemented, you will effectively triple our investment in global AIDS relief. This
will have the following effects:
Preventing 7 million new infections (60 percent of the projected 12 million new
infections in the target countries);
Providing antiretroviral drugs for 2 million HIV-infected people; and
Caring for 10 million HIV-infected individuals and AIDS orphans.
You will meet with your President's Advisory Council and thank them for their service
and have a photo taken with the 35 members. You will then proceed to Room 450
EEOB and give an address to approximately 130 people where you will:
Reprise highlights of the Emergency Plan for AIDS Relief;
Stress the importance of the domestic AIDS situation, especially in minority
communities;
Stress the importance of a public health/medical approach to the HIV epidemic;
Announce an increase in the AIDS Drug Assistance Program FY 2004 budget
of $100 million dollars;
Announce the waving of certain Federal regulations thus allowing the rapid
HIV test to be widely available in health facilities and offices around the
Nation; and
Congratulate Secretary Thompson on being elected to the Chairmanship of the
Board of the Global Fund to Fight AIDS, TB, and Malaria
