Does the trail lead back to bin Laden? On Dec 22 fellow worshipper Richard C. Reid had allegedly packed plastic explosives into the hollowed-out heels of his black suede high-tops, boarded Miami-bound American Airlines Flight 63 in Paris and tried to blow the Boeing 767 --and the 197 people aboard--out of the sky. "Everyone who saw his picture said, 'Oh, my gosh, it's him," says Abdul Haqq Baker, chairman of the mosque where Reid, 28, an ex-petty thief, worshipped from 1996 to 1998. "Initially he seemed very happy-go-lucky," says Baker, 35. "Then we saw the change." Baker believes that Reid was recruited by extremists tied to al-Qaeda. Once affable, Reid took to wearing combat fatigues and making fiery statements against the West. Then in 1998, he left Brixton. "He didn't say goodbye," says Baker, who has complained to authorities about radicals preying on his congregation. "He just disappeared." The mosque faithful would not see Reid again until authorities in Boston took him into custody, after his mission was dramatically thwarted by Flight 63's passengers and crew. According to the FBI, flight attendant Hermis Moutardier, 46, caught Reid trying to light his sneaker with a match. An altercation ensued, and several passengers strapped the 6'4", 200-lb. Briton to his seat with belts. Then two doctors on board sedated him. "He was very powerful," says Kwame James, 23, a Trinidadian who plays pro basketball in France. "There were three guys and me--I'm 6'8" and 240 Ibs.--and still we were struggling with him." Escorted by U.S. fighter jets, the plane was diverted to Boston. Reid is now in a Plymouth, Mass., jail, charged with hindering the flight crew by intimidation and assault. He faces up to 20 years in prison, and more serious charges may follow. So far there is no solid evidence linking Reid to Osama bin Laden's al-Qaeda network. But captured al-Qaeda fighters reportedly have claimed to recognize him from one of their Afghan training camps. And one of Reid's fellow congregants at Brixton was Zacarias Moussaoui, 33, the "20th hijacker" charged with conspiracy in the Sept. 11 attacks. Then there is his itinerary since July. Reid traveled to seven countries, including Israel and Pakistan, fueling speculation that he was part of a large, well-funded terrorist cell and was testing airline security. He reportedly made several visits to a Paris cybercafe and bought his explosive, triacetone triperoxide, or TATP--enough to blow a hole in the fuselage--in Amsterdam. On Dec. 7 he renewed his British passport in Brussels. Months ago, according to Britain's News of the World, Reid sent his mother, Lesley Hughes, a message from Pakistan: "You will never see me again. You had better all convert to Islam." Superficially he seems an unlikely Muslim suicide bomber. He was raised in the gritty Kidbrooke section of London, the son of Robin Reid, now 51, a rail worker frequently jailed for theft, and Lesley, his wife. They divorced in 1984. This avocation earned Reid 13 convictions and at least two jail stretches for theft. During his incarceration he turned to Islam, apparently encouraged by his father, who had previously converted--though, Robin told Britain's Daily Mail, "the sort of Islam I encountered wasn't about blowing up planes." Nor was that of the Brixton mosque, which Reid joined after his release in 1996. Located in a high-crime area of South London, the mosque is known for shepherding ex-cons back into the workforce. Reid secured a job making and peddling incense. Living briefly with an aunt, he studied Arabic and knelt on prayer mats five times a day. He also adopted the traditional Muslim garb and renamed himself Abdul Raheem. Then, four years ago, Reid began drifting toward the radical groups often seen disseminating leaflets outside the mosque. Reid's movements after leaving Brixton remain murky. What is clear is that on Dec. 21 he arrived at Charles de Gaulle Airport with a round-trip ticket for Antigua via Miami. With no luggage but a small backpack, the scruffy Reid was questioned by security and missed his 10:40 a.m. flight. American Airlines put him up at the $ 280-per-night Copthorne Hotel, where staff reportedly heard him praying in his room. The next day French police saw no reason to detain him, and Reid boarded Flight 63, settling into a window seat in row 29. "I was asleep and heard screams and girls crying," says Kwame James. Once he and the others subdued Reid, the panic eased and an in-flight movie, the comedy Legally Blonde, flashed onscreen. James tried to chat up Reid. "I told him there were a lot of good people on the plane. Why us? He smirked." The effect was chilling. "We were a match strike from not being here," James observes. It was revealed yesterday Al-Qaeda boss bin Laden sent terrorists to Britain with the aim of crashing two hijacked airliners into the House of Commons and Tower Bridge. The loss of life at the bridge and Big Ben - two of London's most popular landmarks - would have been enormous but the gang panicked and fled amid the worldwide uproar over the atrocities in New York and Washington. Details of the terrifying plan were revealed by gang member Mohammed Afroz, a 28-year-old Indian who was learning to fly jumbo jets in Britain. His nerve broke while he was still learning to fly and he fled to India after the September 11 attacks. He was arrested by police there after a tip-off from the FBI. He is now under arrest in Bombay where he revealed plans for further suicide attacks in India and Australia. The news came on the day Tory peers in the House of Lords threw out key elements in new legislation guarding against terrorism. Furious Home Secretary David Blunkett attacked Tory leader Iain Duncan Smith for allowing his unelected peers to obstruct the laws. And a spokesman for Blunkett said: "In public Iain Duncan Smith says he supports the fight against terrorism but he is allowing his unelected peers to disembowel this bill." The suicide attack plot was revealed by India's Home Minister Lal Krishna Advani who said: "He has made some shocking confessions much of which we have been able to verify. It was a massive conspiracy by al-Qaeda." The other intended targets were Melbourne's Rialto Towers and the Indian parliament. Afroz, who appeared in court yesterday, faces hanging or life in jail. He has been charged with waging war against India as well as three local robberies, and more charges are pending. A slight man, barely 5ft tall, he wore dark trousers and a loose white shirt in court. He was led to and from court covered by a towel and was remanded in custody until December 20. Under extensive questioning, Afroz, who is fluent in English, admitted that al -Qaeda sent him to flight training schools in Britain and Australia. He claimed they invested more than pounds 150,000 in his training. He boasted that his code name within the terrorist network was "The Pilot". He confessed that he was plotting with seven other al-Qaeda members - from Bangladesh, Afghanistan and Pakistan - for the London attacks and alleged they had even booked London-Manchester flights in readiness. Stunned Indian detectives passed the information on to Britain and Australia. Afroz is believed to have been on a pounds 50,000 course to qualify for his Airline Transport Pilot's Licence at a flying school in Britain. On completion, pilots are qualified to fly a jumbo jet. Australia's Attorney General Daryl Williams also confirmed yesterday that Afroz had received flight training. "We have been able to confirm that he did train in Australia as a pilot in 1997 and 1998," he said. "But we've also ascertained that he left Australia in December 1998 and has not returned." " Speaking in Canberra, Foreign Minister Alexander Downer said: "I gather that he confessed to planning suicide attacks in Australia or in Britain. "It does underline the point that we need to take our security very seriously." Indian police discovered that Afroz sent an e-mail to an address in Australia mentioning plans to attack the House of Commons after hijacking a plane. Sources said that after fleeing from Britain, Afroz flew to New Delhi and then on the Indian holiday resort of Goa. A week or so later he returned to Bombay where, early in October, he was arrested in the company of a prostitute in a seedy hotel near his home. His parents did not know he was in the city. Afroz is believed to have been a a member of the Student's Islamic Movement - banned in India. Local police will release more details about his arrest today. The fact that Al-Qaeda planned to carry out atrocities similar to the ones in New York and Washington added greater impact to the news Tory and Lib Dem peers had thrown out key parts of the Government's emergency laws to clamp down on terrorism. The main defeat in the House of Lords came for a section of the bill which would allow police to access personal data, such as bank accounts and e-mails, of any suspects. But Mr Williams said the man's terrorist claims were yet to be independently verified. Mr Advani said the plots reflected a "deep-rooted and massive conspiracy". "We have been able to verify some of the basic things which he told police in Mumbai and these have turned out to be true," he said. Afroz left India in 1997, travelled to Australia and remained here until December, 1998. He was reported to have also received flight training in Britain and used a simulator in Texas. He was arrested by police in Mumbai acting on a tip-off on October 9. Sources told the Indian press Afroz was "wining and dining lavishly" at the time of his arrest and Interpol checks had linked him with al-Qaeda. Security officials told London's Daily Telegraph newspaper Afroze and seven other al-Qaeda members had flight training in Australia. The group had booked themselves on two London-Manchester flights on September 11 but apparently lost their nerve after seeing the devastation in New York. Police also told the Telegraph Australian, US and British security agencies reacted with scepticism when informed of Afroz's confessions six weeks ago. Foreign Affairs Minister Alexander Downer said the allegations would be taken seriously. "I don't think this is a hoax or should be treated as a hoax," he said. "I think these are claims that should be taken seriously." Australian officials have not interviewed the man but are seeking access from Indian authorities. Mr Williams said: "He claimed, to the extent that it is appropriate to talk about it, he was part of a group who were proposing to attack targets in Australia, the United Kingdom and India," Mr Williams said. The man has no family or other links in Australia. In one speech from his mountain hideaway in November, bin Laden singled out Australia. "The crusader Australian forces were on Indonesian shores and in fact they landed to separate Indonesia which is part of the Islamic world," he said. Internet news site rediff.com reported that militants sent an e-mail to a government minister's Web site threatening to bomb the 17th-century love monument. Rebels also said they would assassinate Rajnath Singh, the chief minister of India's most populous Uttar Pradesh state. The threat was sent to Singh's e-mail account. "Our experts are on the job and I am sure we will be able to track down this mail, which spells out an open threat to the chief minister and a few other prominent leaders of the state," Uttar Pradesh's Home Secretary Naresh Dayal told the news site. He said, "We have also enhanced the security in and around the Taj Mahal, which was mentioned as among Lashkar-e-Toiba's main targets." Another Pakistan-based terrorist group, Jaish-e-Mohammed, has threatened to carry out attacks on Indian troops stationed in Kashmir. India has blamed the two terrorists groups for a Dec. 13 attack on Parliament in which 14 people were killed, including all five attackers. So began a detailed commentary in a videotape that recorded a recce for a plan to attack American targets in Singapore. The videotape of the Yishun neighbourhood from Sembawang Wharf to around Admiralty Road East "the residential area" of US military personnel here was recovered from the rubble of an Al-Qaeda leader's home in Afghanistan last month. Both the video cameraman -- Khalim Jaffar, a 39-year-old printer -- and the commentator -- service engineer Hashim Abas, 40, who spoke in English in the tape -- are among the 15 arrested last month by the Internal Security Department (ISD) for terrorism-related activities. Found among Khalim's possessions here was a list of over 200 US companies in Singapore. Three of the firms, the ISD learned, were highlighted as potential targets, apparently because their senior executives were fairly prominent members of the American community here. All but two of the 15 arrested are being detained for two years under Section 8(1)(a) of the Internal Security Act, the Singapore government said yesterday. The detainees -- all Singaporeans except for one who became a Malaysian some years back -- are members of a clandestine Islamic group, Jemaah Islamiyah (JI), linked to a larger network spread across Malaysia and Indonesia. One of the detained, technician Andrew Gerard, is a Roman Catholic Indian who converted to Islam in 1988. The other two men, apparently not JI members, were released on restriction orders last Sunday. ) Evidence unearthed by the ISD shows that JI's activities here started well before the Sept 11 terrorist attacks in the US. The group -- which is organised into various cells, or fiahs -- began surveilance of places frequented by Americans here in 1997. Personal preparations -- including how to handle AK-47 rifles and mortars -- started even earlier, with training in Afghanistan. One of the detainees underwent training on three occasions between 1991 and 2000. And the leader of the Singapore JI, Ibrahim Maidin -- a 51-year-old condominium manager was trained in Afghanistan in 1993. In all, eight of the 13 detainees went through Al-Qaeda training. We gave him everything he needs in life. "He had big plans. He was getting married next summer and studying hard to be a pilot so he could get a good job and raise a family. He wanted children. After all, he enjoyed swimming, dancing, "beautiful, soft" music and was a volunteer drug counsellor at school. "Nothing is logical," she said. "He went to Christian schools and we wouldn't have minded if he had married a non-Muslim." Her son was still alive, she said, and one day would come bounding back into the house. He thanked his father for $ 2,000 he sent him and said he was looking forward to returning on September 22 for his cousin Miriam's wedding. Jarrah nagged his father about giving up smoking and made him promise he was taking his pills. Jamal said: "The call was light-hearted. Ziad said he had received the money which he needed for his leisure time. "His father told him they had bought his wedding present - a new car. Ziad joked that he wanted something bigger and better because his sister did not have a car and would use his instead. Asle, who is studying medicine, met her future in-laws last month. She came alone because Jarrah said he was too busy studying. Jamal said: "Ziad was concerned to know what we thought of her. He wanted our acceptance. We loved her. She was a good choice." On the surface Jarrah seemed an improbable terrorist. Unlike suspect Mohamed Atta, linked to Islamic extremism, he had a reputation for being a kind, studious man who loved his family and enjoyed Western culture. According to identity documents he was born on May 11 1975. The Sunni Muslim had a happy upbringing in Beirut, attending a private evangelical school. Holidays were spent in Cyprus and Italy. In April 1996 Jarrah left Lebanon for Greifswald, Germany, where he enrolled in aeronautical engineering. It was there he met Asle. The following year he continued his studies at the University of Applied Science in Hamburg, staying until 1999. Jarrah moved seamlessly into the relaxed student life. Confident and good looking, he rarely discussed politics and loved partying, cooking and socialising. He preferred a T-shirt, trainers and jeans to the traditional Islamic robes sometimes worn by fellow hijacker Mohamed Atta. Jarrah split his time between Hamburg and Bochum, about 200 miles to the south, where he visited devoted Asle. When he finally left Hamburg in late 1999 he told friends he wanted to fulfil a lifelong ambition to study in America. But he gave no details and refused to leave a forwarding address. No one checked to see if he was turning up. Then 18 months ago he disappeared for five months. Asle called his parents to say he had gone to Afghanistan, where bin Laden trains his army of terror. Jarrah's worried family contacted friends in the Pakistani border town of Peshawar. But they say nothing came of it and yesterday dismissed the coincidence. Like his family Jarrah's friends expressed disbelief at his role in the outrages. At first many thought his identity must have been stolen. But their worst fears were confirmed when Jarrah was named and his picture released by the FBI after Asle reported him missing. Former student colleague Michael Gotzmann, 25, said: "We worked together and partied together - we went through thick and thin together. "We did the same studies but also spent free time with each other. We would even cook together. "You would never ever believe he was capable of something like this." ANOTHER friend, Melih Demir, 23, said: "He told me he loved the United States. "He'd always planned to go there and told us he had his visa in autumn 1999. A couple of days after that he was gone. We never saw him again." Asle was said to be so shaken by her fiance's double life that she was offered counselling. Jarrah's warped mission is believed to have been foiled by hero passengers who forced the hijacker to crash south of Pittsburgh. All 45 passengers and crew on the Newark to San Francisco flight were killed. Unknown to those closest to him, the popular student had turned into a murderous fanatic. His devastated family are split. Some believe he was just going on holiday to San Francisco. Others think it is a case of mistaken identity. Was his passport stolen? Now he has been labelled a terrorist, is he too frightened to come forward? Yet all believe in his innocence. And none more so than his mother. We were strangers yet I seemed to offer some slight hope. As I left, Nafisa wrapped her frail arms round my waist. Weeping pitiably, she begged: "Please tell the world the truth." President Bush proposes to spend $3.5 billion in fiscal year 2003 to dramatically enhance the homeland security response capabilities of America's first responders - a greater than 10-fold increase in Federal resources. This initiative will: Give the first responder community critically needed funds to purchase equipment, train their personnel, and plan. Provide states and localities with the flexibility they require to ensure that the funds are used in the local areas where they are needed most. Establish a consolidated, simple, and quick method for dispersing federal assistance to states and localities. Foster mutual aid across the nation so that the entire local, state, federal, and volunteer network can operate seamlessly together. Create an evaluation process to make sure that all programs are producing results and to direct the allocation of future resources. Involve all Americans in programs to make their homes, communities, states, and nation safer and stronger. The President's First Responder Initiative will be administered by the Federal Emergency Management Agency (FEMA) through a streamlined mechanism designed to speed the flow of resources to the States and localities. These new funds will sustain first responder activities, including: Planning. Allocates approximately $105 million to support state and local governments in developing comprehensive plans to prepare for and respond to a terrorist attack. Equipment. Provides about $2 billion to allow State and local first responder agencies to purchase a wide range of equipment needed to respond effectively to a terrorist attack, including personal protective equipment, chemical and biological detection systems, and interoperable communications gear. Training. Allocates approximately $1.1 billion to train firefighters, police offices, and emergency medical technicians to respond and operate in a chemical or biological environment. Exercises. Designates about $245 million to support a coordinated, regular exercise program to improve response capabilities, practice mutual aid, and assess operational improvements and deficiencies. Strengthening America's first responder community will make our country not only safer, but also stronger. Nearly two million first responders put their lives at risk regularly to save lives and make our country more secure. Hundreds of firefighters, police officers and emergency medical workers gave their lives on September 11 as they worked to save others. The President' S First Responder Initiative will help these brave Americans do their jobs better. Building on existing capabilities at the federal, State, and local level, the First Responder Initiative provides an incentive to develop mutually supportive programs that maximize effective response capability. Through joint planning, clear communication, comprehensive coordination, mutual aid at all levels and increased information sharing, America's first responders can be trained and equipped to save lives in the event of a terrorist attack. Building first responder capabilities will have immediate and widespread benefit - making the Nation safer from terrorist attacks and bolstering everyday response capabilities. Harnessing the power of citizens will help make local communities stronger. Every American can contribute to winning the war on terrorism.
