Brenda Ross
2. Activity:
You will meet Brenda and take photos with her under the
Presidential seal on Air Force One upon arrival, after the general
greeting.
3. Background:
Brenda is a full time AmeriCorps VISTA (Volunteers in Service to
America) member working with the Arkansas Foodbank Network
in Little Rock.
4. Age:

5. Service Record:
Brenda's family set an early example of service for her,
volunteering with their church and helping those in need,
particularly senior citizens living near a restaurant owned by her
mother.
Before joining AmeriCorps VISTA, Brenda was an employee at
the Arkansas Children's Hospital. At that time she also served as a
volunteer probation officer and youth mentor with Pulaski County
Juvenile Services and as a lay therapist with the Suspected Child
Abuse and Neglect (SCAN) program. Through SCAN, she visited
families at least 4 times a month assisting them with problem
solving and parenting skills. She also accompanied them to court
when necessary. These experiences taught Brenda how important
volunteering and service can be in the lives of others.
Brenda's AmeriCorps VISTA assignment is with the Arkansas
Foodbank Network, where she is the coordinator for Kids Cafés.
Kids Cafés operate in two local Boys and Girls Clubs and provide
a late afternoon/evening meal for many children who would
otherwise have their last meal of the day during school lunch.
During her tenure with the Arkansas Foodbank Network, Brenda
has overseen the opening of a second Kids Café and has secured
several ongoing grants to assure operation of both Cafés well after
her term of service is over.
Also as part of her work with the Kids Cafés, Brenda works with
the Cooperative Extension Service, a part the U.S. Department of
Agriculture, to bring nutrition and hygiene classes to the Boys and
Girls Clubs. She also serves as a mentor and role model to many
of the children who use the Cafés, encouraging them to stay in
school and make healthy life decisions.
6. Other:
Brenda will complete her second year of AmeriCorps service in
August. After AmeriCorps, Brenda will seek a new job
opportunity that she hopes will ultimately allow her to pursue a
Ph.D. in Composition and Rhetoric to teach at the college level.
She looks forward to continuing to volunteer to help others by
working with the local literacy council.
Brenda has lived in Little Rock all her life, and is a graduate of the
University of Arkansas at Little Rock.

I am honored to be here with Governor Huckabee and the good
people at the Church at Rock Creek. You are helping neighbors to know
the dignity of work and self-sufficiency. You are providing love and support
to people trying to make better lives for themselves. No government
program could ever replace the personalized attention and caring that
people receive here. But government can and should support this idealism
- and that starts with the United States Senate re-authorizing the historic
1996 welfare reform law and passing faith-based legislation.

You are heeding the universal call to love a neighbor as you would like
to be loved yourselves. Since 1998, you have trained 150 people in
welfare to work classes where they have learned practical skills like
interviewing for jobs, preparing a resume, and developing a strong work
ethic. You have helped more than 2,000 families with food and housing
assistance, medical care, aid to pregnant women, shelter for abused
children and teens, and other services.

The 1996 Welfare Reform Legislation
Welfare reform is one of the great success stories of compassionate
government. It is helping people move out of poverty. Over eight years,
single mothers at the bottom of the income scale saw their income from
paychecks and the Earned Income Tax Credit increase more than 144
percent, while their income from welfare declined by nearly 46 percent.
These single moms are bringing home more money and they are doing
it themselves, through their own hard work.
Today, the Department of Health and Human Services released new
figures confirming the progress we have made. Since passage of the
1996 welfare reform, welfare caseloads have dropped by more than half,
leading to a dramatic decline in welfare dependency. In 2000, 5.4 million
fewer people lived in poverty than in 1996, leading to the lowest poverty
rate in over twenty years.
In Arkansas, the number of families on welfare has decreased by more
than 44 percent since welfare reform was implemented in 1997.
But the most important statistic in welfare reform is not the number of
cases dropped, but the number of lives changed.
Welfare to Work Success Stories
Vivian Webb had been on welfare eighteen months when she started life
skills classes here at the Church at Rock Creek. She gained valuable
experience through a temporary job and volunteer work - and in
October 2000, she became a full-time executive assistant in the
governor's office, where she is still working today.
Jeanette Cain is a single mother of three boys. Two and a half years
ago, Jeanette had no job and no income. The state gave her a job
placement, a cash subsidy, and transportation to work. The Church
gave her life skills training. After struggling through addiction and
dependency, Jeanette now runs a substance abuse services office,
where she counsels twenty-five people every week. She uses the
lessons of her own struggle for independence to help others succeed.

Spring Davidson is a single mom with three children. Six months ago
she was out of work and receiving welfare but enrolled in a program to
become a medical assistant. She attended the Church at Rock Creek's
life skills training and is now working as a secretary at the church.
Spring has steady employment, a work schedule that will allow her to
complete her education, and the hope of a better life for herself and her
children.
The Next Stage in Welfare Reform
These are wonderful success stories. Now we must multiply them
across America. We must take the next step of compassionate welfare
reform to help even more Americans know the dignity and independence
of work.
Today, a little more than 30 percent of welfare recipients work. Under
my proposal, within five years 70 percent of welfare recipients must
work. And I mean full-time work 40 hours a week - so people learn
the value of work and the responsibility of work. Some people will not
be ready for that, which is why my proposal would let them use up to two
days each week for education or vocational training - - to prepare for full-
time work.
We propose spending more than 17 billion dollars on welfare for fiscal
year 2003. Because welfare caseloads have been cut in half, states
would have more than twice as much money to spend per family on
welfare and child care than they had just six years ago almost 16,000
dollars under my plan, compared to less than 7,000 dollars in 1996.
My plan would also allow states to be more innovative in providing better
job training, housing and nutrition programs, and better child care
services to low-income families.
The Senate Must Act
The House of Representative passed welfare reform last month. Now
the Senate must act. Millions of Americans are better off today because
the House and the Senate passed a compassionate welfare reform bill

in 1996. That good work could be jeopardized if the Senate now
focuses on politics and partisanship rather than reform.
In 1996, the Congress put a lot of faith in America's governors - and the
governors responded with effective, compassionate welfare policies.
Now the governors need to know how to plan for the next five years -
and it is up to Congress to give them a blueprint for continued reform.
Governors need a clear picture of how much funding will be available to
states and what guidelines they must follow in the years ahead.
Faith-Based Legislation
As government promotes work, we must also promote the compassion
of people like you. We must end discrimination against faith-based
charities in government funding, and encourage Americans to give
generously to private and religious charities. The House passed faith-
based legislation last year, and now it is time for the Senate to pass the
CARE Act.

Biographies of Stage Participants
Pastor Mark Evans
In November of 1995, Pastor Evans returned to his hometown of Little Rock, Arkansas, and
founded The Church at Rock Creek. Under Evans' leadership church membership has grown from
25 original congregates to over 1,300. Evans chairs the Arkansas Transitional Employment Board,
a citizen board providing oversight to the Temporary Assistance to Needy Families (TANF)
program in Arkansas. Pastor Evans brings a unique perspective to welfare services by blending his
own experience of working with welfare dependant mothers through his ministry and his role as
chair of the Transitional Employment Board.
Ms. Vivian Webb
Ms. Webb is a former third-generation welfare recipient who received Transitional Employment
Assistance (TEA) cash assistance for her two children from October 1997 until September 1999.
She participated in The Church at Rock Creek Care Center Life Skills classes where she was trained
in job skills, resume preparation, job interview skills, life skills, and gaining self-esteem. The
Arkansas Department of Human Services (DHS) local office and the Rock Creek Care Center
partnered in providing Ms. Webb with a vehicle for her commute to work, which she still drives.
Since October 2000, Ms. Webb has been employed with the Governor's Office, as an Executive
Assistant for Constituent Services.
Ms. Spring Davidson
As a single mother with three children, Ms. Davidson came to the TEA program six months ago.
She attended the Rock Creek Life Skills Training Program as a component of her TEA Employment
Plan. Upon completion of her Life Skills training, she was hired by Rock Creek as a secretary and
given a work schedule allowing her to complete her education at Southeast College of Technology.
Ms. Davidson is enrolled in a nine-month technical college program to become a Medical Assistant.
Ms. Jeannette Cain
Ms. Cain is a 30 year-old single mother of three boys, ages 16, 13, and 12. In October 1999,
Jeannette was living in Dermott, Arkansas, with the father of her children and had no job or income.
She received training from Transitional Employment Assistance and was provided transportation to
work and job subsidy funds. After completion of a life skills training program, which included
work ethics, she found a job at a nearby fast food restaurant, where she was quickly promoted to
Assistant Manager. Ms. Cain overcame a history of substance abuse and now runs the Substance
Abuse Services office in Monticello, Arkansas. She is able to combine her own experience and
loving nature to counsel 25 individuals, teaching skills such as health, positive relationships,
parenting, and substance abuse avoidance.
