The ability to raise money for candidates should not
be a qualification for the top federal prosecutor for
New Jersey. Yet that seems to be what has made a

choice to head the U.S. attorney's office in Newark.
The person who serves as U.S. attorney should be
an experienced prosecutor, not of well-connected law-

ment of the law. There are enough government jobs
handed out as political spoils. The U.S. attorney's spot
should not be one of them.

Meanwhile, a third, dark-horse candidate has emerged: John Peter
Suarez, an assistant attorney general who since March 1999 has been
director of the Division of Gaming Enforcement within the state
Department of Law and Public Safety. Suarez has nothing but criminal
experience, serving as an assistant U.S. attorney in Newark and
Camden from 1993 to 1998 and then as the special assistant to the
director of the state Division of Criminal Justice.
A 'Bushie' Loyalist
While all three candidates are qualified as competent lawyers, Christie
now has the edge because of his political credentials. A former Morris
County freeholder, he is a major fund-raiser and a big contributor in his
own right.

He is also a "Bushie" insider. Christie went on the now-famous trip to
Austin in January 1999 along with nine other top state GOP leaders.
The purpose of the trip was to get New Jersey's GOP leadership
aboard then-Texas Gov. George W. Bush's GOP presidential primary
campaign early on.
The trip was arranged by William Palatucci, a partner with Christie's
firm, Dughi, Hewit & Palatucci in Cranford, who succeeded in getting
the state's Republican establishment behind Bush, then helped run his
New Jersey campaign. He also ran the 1988 and 1992 state
campaigns of former President George H.W. Bush.
Palatucci and Christie each raised more than $100,000 for Bush in
1999, and became members of Bush's national financial committee.
Moreover, Christie, along with his wife and close relatives, has
contributed $101,350 since 1997. That includes $27,000 just since
May, when the race for U.S. attorney began heating up. Acting Gov.
Donald DiFrancesco, who later wrote the White House endorsing
Christie, received $13,000 in one day - last Feb. 26 - from the
Christies, while his Senate President's PAC received another $2,800
over the last three years.
Palatucci contributed close to $19,000 since 1997, while the firm and
several partners besides Christie and Palatucci kicked in another
$33,550 in state and federal donations.
All told, Christie, his relatives, Palatucci, and others in the firm
contributed close to $154,000 since 1997, including $40,600 this year,
according to Federal Election Commission and N.J. Election Law
Enforcement Commission filings.
Christie does securities litigation, appellate work, handles state
legislative matters and election and campaign finance work. He, like
Palatucci, is also a registered lobbyist.
Palatucci who has been pushing Christie's candidacy, notes that
Christie is no Johnny-come-lately to the Bush camp, saying he took a
three-month leave from the firm to volunteer for the senior Bush's
presidential re-election bid in 1992.
Christie's loyalty and hard work for the party and for Bush in particular
are paying off. He is being backed for the U.S. attorney slot by Acting
Gov. and Senate President DiFrancesco and outgoing Assembly
Speaker Jack Collins, R-Salem, a co-chairman of Bush's New Jersey
campaign. He has also received endorsements from Assembly Majority
Leader Paul DiGaetano, R-Essex, State GOP Committee Chairman
and state Sen. Joseph Kyrillos, R-Middlesex, and Bergen County
Executive William Schuber.
He is also being supported by at least four of the six GOP
congressional members. Rep. Frank LoBiondo (2d Dist.) has endorsed
Suarez for the job. It was not clear on Friday whether Rep. H. James
Saxton (3d Dist.) had made up his mind, and supporters of both
Christie and Suarez say he is in their corner. Saxton was on vacation
and his top aide was unavailable for comment, while Saxton press aide
Jeff Sagnip said he could not comment without talking to the
congressman.

Netherlands; Port Authority Chairman Lewis Eisenberg; and Jon
Hanson, former head of the New Jersey Sports & Exposition Authority.
Both former Congressman Robert Franks and the man who beat him in
the GOP primary for governor in June, former Jersey City Mayor Bret
Schundler, are also recommending Christie for the post,
Kyrillos, Schuber, Collins and DiFrancesco were among the entourage
who made the pilgrimage to Austin in early 1999 with Palatucci and
Christie.
Politics Aside
By contrast, Alito enjoys little party support. Alito, 48, has contributed
only $5,200 to state or federal candidates since early 1998, all to GOP
committees or candidates. She gave $1,000 to U.S. Sen. Orrin Hatch,
R-Utah, in March 1999, when Hatch was chairman of the Senate
Judiciary Committee, which confirms U.S. attorney nominations.
Her supporters say she was approached to seek the post, adding that
she has not been actively campaigning for the job. In that respect she
is similar to her brother, U.S. Third Circuit Court of Appeals Judge
Samuel Alito, who was U.S. attorney from 1987 through 1990.
Still more apolitical is state Gaming Division Director Suarez, who is an
independent voter who has never registered as a Republican. He also
has not made political contributions.
Suarez enjoys the backing of Herschel Kozlov, a major Republican
activist and fund-raiser who is now a partner in the Cherry Hill office of
Philadelphia-based Wolf, Block, Schorr and Solis-Cohen. Kozlov, a
member of the national GOP finance committee who served as
counsel to the State Republican Committee for most of the 1980s, says
Suarez, a Gloucester County resident, enjoys "meaningful support
down here [in southern New Jersey]." Kozlov also served on Bush's
national finance committee in 1999.
Suarez's candidacy is also being supported by Hispanic bar groups and
in Republican Hispanic circles, as New Jersey has never had a minority
U.S. attorney. The national and state Hispanic bar associations, as well
as the Republican National Hispanic Assembly, have written to the
White House. The National Hispanic Prosecutor's Association has also
weighed in on behalf of Suarez - half-Nicaraguan and half-Spanish -
who was born in Queens, N.Y., and raised in Old Bridge.
An obvious drawback, though, is Suarez's relative inexperience. While
he has a fast track resume, which includes a four-month stint in the
governor's counsel's office in late 1998 as a pointman for law
enforcement-related legislation, he has only practiced law since 1993,
after having clerked for a federal judge in 1992. Though he is just a few
months younger than Christie, Christie is a 1987 admittee, while
Suarez was admitted in 1991.
All three candidates have made the rounds in Washington, D.C.,
meeting with Sens. Robert Torricelli and John Corzine, along with
members of the House of Representatives. Christie and Alito have
been interviewed by counsel for the White House and Justice
Department; whether Suarez has been interviewed is unclear.
Alito's strength, her support among the federal bar, will come into play
if one or both of the senators balks at signing off on Christie, the
sources say. New Jersey has not, in modern memory, had a U.S.

criminal practitioners say that Alito is a superior candidate as a litigator
in the federal courts. Lawrence Lustberg, president of the Association
of Criminal Defense Attorneys of New Jersey, says Alito, a
management-side employment lawyer, would be an excellent choice.
Although the federal bar association may play an informal role, there
has not been a formal endorsement by the association for U.S.
attorney in several decades, two association sources say.
Staffers at the offices of Corzine and Torricelli confirm that they have
not yet received a name from the White House. Though it's a
Republican battle and the president's nomination, the senators have
the power to delay or even block a nomination.

Christopher Christie as U.S. Attorney for the District of New
Jersey. As the Vice Chair of the New Jersey State Bar
Association Judicial and Prosecutorial Appointments Committee
("JPAC"), I am engaged in a similar evaluative process concerning
the appointment of both Prosecutors and Judges. In New Jersey, a
compact exists between the Governor and the Bar Association where
judicial and prosecutorial candidates are reviewed. A candidate
will only be nominated by the Governor if they are deemed
qualified by our committee. Thus, it is the Committee's
responsibility to analyze nominees as to their suitability for a
particular position. My perspective on the process may,
therefore, be somewhat different than others who have written to
you.
As someone actively engaged in the practice of law, I have
devoted a significant portion of my time to Bar Association
activities. Before my appointment as Vice Chair of JPAC, I was
President of the Ocean County Bar Association and Chair of the
New Jersey Bar Association's Family Law Section. With the State
Bar Association, I have also engaged in the evaluative selection
process from a somewhat different vantage point as well where I
served two years on the Nominating Committee. I: have also served
on a number of Supreme Court Committees. While I am generally

non-partisan, I, nonetheless, have an interest, particularly as a
former prosecutor, that the person appointed as U.S. Attorney for
the New Jersey District be of the highest
character, legal skill and possess the sound judgment needed in
this extraordinarily sensitive position.
It is with this background I want to share with you my comments
on Mr. Christie and his general reputation in the legal community
in New Jersey. My personal experience has taught me to be
successful as a Prosecutor requires something more than simple
legal skill; the exercise of judgment, tempered by common sense
and!administered with strong doses of integrity are integral
components. These are the characteristics Mr. Christie will
bring to the position. His wide support amongst New Jersey
lawyers who practice in his field and have had contact with him
is evidence of his honesty, integrity and the respect his peers
have for him. His appointment will be perceived as one based on
merit.
Any Prosecutor can only be effective if they have an
understanding of what actually happens in a Court Room. A lawyer
who had the dual opportunity of actively practicing law while
simultaneously being involved in the public field has the broad
experience that permits the difficult decisions a U.S. Attorney
must make to be made by balancing both the legal and the
practical considerations implicit in this difficult office.
Sound judgment and a broad base of experience in both law and
governmental relations provides the formula for success. When
combined with unquestioned integrity, Mr. Christie will not only
be an excellent U.S. Attorney, he will enhance the reputation of
the office and the President who appointed him.
New Jersey lawyers, it's citizens, and the integrity of the
process, will be advanced if Mr. Christie is selected.

Any Prosecutor can only be effective if they have an
understanding of what actually happens in a Court Room. A lawyer
who had the dual opportunity of actively practicing law while
simultaneously being involved in the public field has the broad
experience that permits the difficult decisions a U.S. Attorney
must make to be made by balancing both the legal and the
practical considerations implicit in this difficult office.
Sound judgment and a broad base of experience in both law and
governmental relations provides the formula for success. When

Chris has been a practicing litigator for 14 years, with a concentration in securities
law and appellate practice. Through my discussions with him about this position, I have
become convinced that he is more than qualified to serve in the Administration. I have
also had the opportunity to observe his work as a Board member of the charity nearest my
family's heart, Daytop Village-New Jersey. Daytop is a faith-based, in-patient adolescent
drug treatment facility where, since 1998, Chris has served on the board and also as their
volunteer legal advisor. As a further sign of Chris' commitment to public service, I point
to the fact that he served admirably as a Morris County Freeholder from 1995-1997.
On a personal note, my wife, Maureen, and I have become good friends with
Chris and his wife, Mary Pat. Through this relationship we have grown to respect both of
them as model citizens and parents to their three young children, Andrew, Sarah Anne
and Patrick.

for the District of New Jersey. Chris has been contacted by your office and is expecting to come
to Washington for an interview in the next few weeks.
I have known Chris Christie for several years. He is a former elected local official and
has served in high profile positions in both the Bush-Quayle and Bush-Cheney campaigns in my
state! A very successful practicing trial litigator for the last 15 years, he now heads the appellate
practice department at his firm and has appeared regularly before the New Jersey Supreme Court
and the New Jersey Appellate Division. He has the legal skills, the experience, the drive, and
leadership abilities essential to succeed as U.S. Attorney for New Jersey.
I recently met with Chris to talk specifically about the responsibilities inherent in the job
of U.S. Attorney and the leadership role he would play if he were chosen for this critical position.
I was very impressed by his knowledge, insightfulness and his enthusiasm on a broad spectrum
of criminal justice issues. He also spoke very intelligently and passionately about two issues that
have been important to many Members of Congress: the prosecution of distributors of obscenity
and child pornography; and shutting down those engaged in the trafficking of women and
children into the United States. As you know, the Justice Department's efforts in both areas
during the last Administration were almost non-existent, and much work needs to be done if
Congressional intent is to be fulfilled. I am confident, that if given the opportunity, Chris
Christie will work extremely hard and be effective at accomplishing these law enforcement
priorities, as well as others already enumerated by the President and the Attorney General.
Chris Christie's extensive legal experience, background as a former elected official, and
thoughtful commitment to conservative jurisprudence make him eminently qualified for the job
of U.S. Attorney. I strongly urge you to give his application your most thorough and favorable

It is indeed my honor to write in support of Chris
Christie, who I understand is under consideration for the
position of United States Attorney for the State of New Jersey.
Please consider this letter as one of enthusiastic support for
Chris.
I have known Chris professionally and politically for about
seven years. I first met Chris shortly after he won the 1994
Morris County Freeholder primary at the age of 32. It was clear
to me and many in Morris County that Chris was, and is, highly
intelligent, articulate and politically adroit. Chris told the
voters what he stood for and fought for that agenda in Morris
County, always remaining true to the virtues of good and honest
government. In 1997, Chris was elected Freeholder Director by
his peers on the Board and had the responsibility for overseeing
the operation of Morris County Government, including its 2,500
person work force and implementation of its over $200 Million
budget.
Chris was also a leader in the campaign to elect George W.
Bush President of the United States. Chris helped organize and
attended the first visits, with then Governor Bush in Austin,
Texas, of New Jersey political leaders in January 1999.
In June of 1999, Chris was appointed Campaign Counsel for
Bush for President in New Jersey. Chris handled the
organization and filing of all nominating petitions, ballot
access and position issues and other general election law issues
in New Jersey. He also served as a Co-Pioneer of Bush for
President.
Chris is a highly accomplished lawyer. He is a partner
with the prestigious Union County law firm of Dughi, Hewit and
Palatucci, P.C. Chris is a seasoned trial attorney with
substantive experience in the areas of securities, tobacco and
health, education, constitutional, products liability and other
areas of law. Chris also has extensive appellate experience and
has argued over 75 times before the New Jersey Supreme Court and
Appellate Division of the New Jersey Superior Court. Chris also
co-founded his firm's Governmental Affairs Department, which now
ranks in the top ten of all NJ law firms offering those
services.
Chris is also a compassionate person who cares deeply about
people. He serves as a member of the Board of Trustees of
Daytop Village, New Jersey's largest in - patient drug treatment
facility, located in Chris's hometown of Mendham. He also
serves as an officer of the Christie Family Foundation, a
private charitable foundation established in 1999. The
Foundation supports a variety of charitable causes, including
The Tomorrow's Children Fund for children with cancer the CJ
Foundation for SIDS and The Delbarton School (establishing an
endowed minority scholarship program to this all-male Catholic
high school). The single largest cause supported by the
Foundation is the St. Barnabas Medical Center Foundation.
Chris is also a family man. He has been married to his
wife Mary Pat for 15 years. They are the proud parents of three
children, Andrew, seven, Sarah Anne, five and Patrick, six
months.
Chris is loyal to his principles and his friends. I have
worked with Chris over the years on a variety of matters of a
political and legal nature. He is a bright, dynamic and honest
person. He is also a quality leader who genuinely cares about
principles of just, good and honest government. That is why I
enthusiastically support Chris Christie for the position of U.S.

responsibility over the last thirteen years have been diverse.
Spent the first five years as a litigation associate working primarily on medical malpractice
defense and insurance coverage cases. Conducted hundreds of depositions, served and
responded to written discovery on behalf of clients and tried half a dozen cases.
After being named Partner, assumed responsibility for the day-to-day handling of the firm's
representation of The Tobacco Institute in both the private and state litigation against the
tobacco industry in New Jersey. Conducted all depositions in the case, exchanged written
discovery, argued motions and interacted extensively with Covington & Burling, national
counsel for The Tobacco Institute.
In 1992, began the firm's Securities Litigation department and still lead its operation. In the

Christopher J. Christie's commitment to public service is grounded in his activities as
an attorney, a former elected official, a political activist and an officer in a private,
family philanthropic organization.
In 1987, Chris joined the law firm of Dughi & Hewit in Cranford, NJ. The firm is a
21-attorney operation with offices also servicing southern New Jersey in Marlton.

adolescents. Chris was appointed to the Board in January of 1998. Hc has served as a
legal advisor to the Board, oversecing the reorganization of the facility and its by-laws.
Chris also has served on the organization's finance committee and has been a major
fundraiser for the facility.
After graduating from the University of Delaware with a BA degree, Chris served as
an honorary member of the Executive Committee of the Board of Trustees in his
capacity as a former President of the student body. Chris then graduated in 1987
from Seton Hall University School of Law with a JD degree. While at Seton Hall Law
School, Chris served as the school's representative at the Benton National Moot
Court Competition in Chicago.
Along with his law partner Bill Palatucci, Chris organized and attended the first visits
with then Governor Bush in Austin, Texas of NJ political leaders in January of 1999.
