This Document was withdrawn on 8/1/2018 by KL 01/18/02 12:32 FAX 202 482 5168 DUC PRESS Timeline of Events Regarding Enron's Dabhol Power Project 1994 Enron approached USG requesting assistance to obtain a counter-guarantee from the Indian Central Government for Phase I of the Dabhol power project as well as to assist them to reach financial closure. 1994-1995 Secretary Brown and Secretary of Energy O'Leary provided assistance on both issues. 1995 Enron received the counter-guarantee and reached financial closure for Phase I. 1995-1996 The Maharashtra State Government changed and cancelled the Dabhol power project. Construction on the project stopped in August 1995. Enron requested USG advocacy assistance to get the project re-instated. The U.S. Embassy in New Delhi, former Secretary of Energy O'Leary, and Commerce Secretaries Brown and Kantor provided assistance. Project was re-instated in 1996 and construction of the plant resumed in September 1996. 1998 October 1998, Enron began construction of Phase II of the Dabhol Power Project. 1998-1999 OPIC and the U.S. EX-IM Bank worked with Enron to reach financial closure on Phase II of the Dabhol power project. However, due to the sanctions that were imposed on India at this time, Enron was not able to reach financial closure on Phase II. Enron obtained alternative financing from Japan and other foreign lenders in 1999 in order to allow the project to continue. 1998-1999 Sanctions were imposed in May 1998 and precluded new lending by OPIC and EXIM. However, this sanction was subsequently waived in 1998-1999. This waiver allowed OPIC and EXIM to continue to support the project. Nov.2000 India's State of Maharashtra wanted to renegotiate the Power Purchase Agreement, and the State Electricity Board stopped paying for power claiming Enron was not fully complying with the contract terms. 2000-Present During this period, the Advocacy Center was receiving updates on the status of the project primarily from U.S. Embassy officials and Enron Washington staff.
