an income for the Indians, by allowing the land to be leased to cattlemen, whereas at present the purifore cattle of the whites graze over it free. most commendable. But I do not want to see the leases treated as more than temporary expedients, for our whole aim should be ultimately to turn the Indians into productive occupiers of their own lands, and the leases should be drawn always with this as the primary end in view.
