My dear Mr. Smith:
In reply to your letter of the 14th in-
stant, the President directs me to ask that
Secretary Hitchcock look into the matter of Dr.
White's candidacy. If he is entirely satisfied
with Dr. White the President would like to have
him appointed; and to that end would want an
ordor prepared as suggested, excepting the posi-
t ion from civil service rules.
