I am instructed to return them with such suggestions as
may be deemed advisable in the premises.
This office has no certain means of knowing the public
sentiment in Colorado, having made no particular investigations
on this point. Evidently it is to the interest of the Railroad
Company to build through the bottom of Kremling reservoir site,
which would destroy its usefulness for water storage purposes.
This railroad will probably be of great benefit to the develop-
ment of Northern Colorado, but it by no means follows that
it is more important than would be the use of the reservoir
site for the storage of water to be used for power and irriga-
tion.
The irrigation developments which would follow from its
use are mainly in Arizona and California, but these interests
are evidently not considered by the parties telegraphing on
behalf of the people of Colorado. It is believed, however,
that they do not appreciate the direct benefit which the
mining interests of northern Colorado would receive from ex-
tensive power development at Gore Canon, which would be in
the main prevented by abandoning the reservoir site to rail-
road purposes.
It is important, however, that a fair consideration of all
interests of irrigation, power, and railroad, should be made
before final policy is decided upon. To this end orders have
