I thank you for the statement about the leases.
Instead of sending it for comment to Mr. Franchot, who
is one of those who made the original complaints to me,
I made up my mind to sond it to Colonel Butler, who is
evidently thoroly in accord with your policy and who,
being himself an operator, ought to be able to speak in
the matter in a way that will give me all the material I
want in answering Mr. Franchot and the others.
