To the Secretary of the Interior:
I learn that Luther Sage Kelley, lately a captain in
the army, formerly the famous scout in the Yellowstone,
and now Treasurer of the Province of Surigao, Mindanao,
might accept an Indian agency If so B he is the very man
for us to get. No better appointment could be made.
