Mr. Horace Speed,
United States Attorney,
Guthrie, Oklahoma.
Sir:-
I have received your letter of the 17th instant,
concerning Mr. Mitscher and have to say that you are author-
ized to accept the offer made through Mr. Flynn of which
I telegraphed you. See that the money is properly paid
into the Treasury.
As to the part of your letter referring to allotments,
the papers are not now before me and consequently your
letter is not fully understood. However, I do not suppose
any fürther instructions are necessary.
If you can get no sufficient evidence, of course there
would be no use in attempting to prosecute. If you can
get such evidence prosecution is not to be interfered
with by the acceptance of interest money.
