My dear Mr. President:-
In accordance with your
suggestion that I furnish you with my views relative
to the opinion of the Honorable Secretary of the
Interior on Senate Bill 3004, introduced by me, and
also as to the necessity for such legislation, I beg
leave to say:
It is the firm opinion of a number of the most
prominent men in congress, including a majority of those
who tock part in framing the national irrigation act,
that the work of and responsibility for "examinations
and surveys", and the location of reservoir, dam, and
canal sites (which is strictly and peculiarly within
the province of the Geological Survey) , should be
separated from the work of and responsibility for the
construction of the dams, canals, tunnels, flumes, etc.,
which calls for a high order of engineering skill and
should be under the immediate supervision of a high C lass
man who will give his whole t ime to it.
The bill
provides that the supervising engineer shall call to his
assistance such persons connected with the reclamation
service as may be deemed needful and necessary, so that
