so far as their services are required dn the work of
actual construction, should be under the direction of a
man who has made construction engineering his life study
and devoted himself to it personally. No man who does
not possess these special qualifications and these special
experiences can have the capacity to determine who, among
the numerous engineers and assistants now on the rolls of
the Geological Survey, is best suited to superintend a
particular project, or whether the list of engineers and
assistants should be diminished or enlarged. Construction
work in the irrigation service is scarcely begun, and yet
the number of engineers and assistants now employed is
surprisingly large. Under the prevailing bureaucratical
tendencies in our public service, it would be unsafe to
make a prediction as to the number of engineers and assist-
ants that will be attached to the service when construction
work is well under way. I mention this single phase of the
complex subject merely as an illustration of the importance
of putting someone at the head of the construction work
who can satisfy you and the congress that the bes t results
are being secured at the least possible outlay.
