Personal WHITE HOUSE, WASHINGTON April 4, 1904. My dear Mr. Secretary I send you herewith a letter from Commissioner Breckinridge, concerning his attitude in the matter of the report of Messrs. Bonaparte and Woodruff; also a communication from Mr. Bonaparte commenting upon the case. After you haye read Mr. Bonaparte's letter, the President would like to go over the matter with you.
