Sir:
I have the honor to acknowledge receipt of a note addressed
to you by the President on the 21st instant, enclosing for a report
on the subject matter a letter of Hon. W. B. Heyburn, U. S. Senate,
of the same date, protesting against the action of this Office in
appointing Daniel Raymond, of Ross Fork, Idaho, as Superintendent of
Construction of the school buildings now in course of erection for
the Fort Hall Agency, Idaho.
Mr. Heyburn objects to that appoint-
ment, not because of the unfitness of Mr. Raymond, but because it was
made upon the recommendation of Senator Dubois. The President's
note and enclosure were forwarded by you on the 22d instant for the
report required.
The facts are, briefly, that contracts were executed in
August 1903, for the erection of a number of buildings and a water
and sewer system for the Fort Hall Indian School, in Idaho, at an
aggregate cost of $73,245.00.
During the past winter Senator Dubois
spoke to me about a Superintendent of Construction for this work and
I told him to submit the name of a competent person and I would give
it fayorable consideration.
I had no idea at the time of any politi-
cal consideration but was looking solely for the integrity and ability
necessary to conserve the best interests of the service; and as Sena-
