To the Department of Justice
and others whom it may concern.
Mr. Mark Goode of the Bureau of Indian Affairs is
representing the Government in the investigation in which
one Martin J. Bentley, whom the Government has good reason
to believe has been guilty ot great and repeated wrong,
has made issue with the representatives of the Government
on this point. The investigation is also to find out
whether there are any persons in the Departments of the
Interior, Justice, State and Treasury who have in any way
been improperly concerned in Bentley's actions. I direct
that Mr. Goode be immediately given access to any papers
in any Departmentof the Government which he may desire to
see. If for any reason the head of any Department deems
it improper or unwise that a particular paper shall be
shown him, let him bring that paper to me and go over the
matter with me before complying with Mr. Goode's request.
Otherwise Mr. Goode is to have access to all papers.
