-11- it occurs that two or nore solicitors are after the same soldier and then they make a public spectacle of themselves, each by trying to pull the soldier away from the other by main force. Dr. 0. E. Howe &c Co. Dr. O.E.Howe has been operating here again since March 1, last, under the firm name of Dr.O.E.Howe and Co. The Co. is his son C.S.Howe. As already stated he continues to examine claimants for pension, giving to understand, in an indefinite sort of way, that his examinations are made by authority of the Bureau. This he does not say in so many words, but his solicitors leave that impression and openly claim that the Doctor has an advantage over the other firms, in that he can state precisely the amount of pension one will get and at the very least get the claimant two dollars more than other attorneys can secure. The strangest thing is, that I fully believe his solicitors are perfectly honest in their belief in the Doctor$s power. In other words, I believe the Doctor imposes upon his solicitors as well as his clients. He en- ployes as many men as he can get. It has been told me on a number of occasions that he had men connected with the general Hospital in his employ and I saw Colonel Girard about it some time ago. However, noth- ing could be found to substantiate the belief. His solicitors at the present time are Ralph E. Reinohl, H.H.Fry, -Brrington, Saul, and his son C.S.Howe. So far as these splicitors are concerned, I have never heard any thing against their character, having exhausted the best available sources of information, except as to their statements above made, and as already said, I am more than inclined to think they honestly believe to be true what they allege. The reputation and character of Dr. Howe, is no doubt better known to the Bureau than to me. The firm of O.E.Howe & co. have offices at No. 2818 Groenwich Street, and also with George Pattison, No. 630, Market Street. On his card Dr. Howe advertises a Washington office. He gives no address, but
