Sir:-
I have the honor to acknowledge the receipt of Bureau telegram

of the 6th instant, together with the supplemental letter of the same
date as follows:-
"The Bureau to-day forwarded to you telegrams as follows:- -
"Observe claim agents and methods used by them in securing
claims on mustering out of troops."
Supplemental thereto; the Bureau desires that you will give
this matter attention to the end that you may be able to deternine and
report methods generally resorted to, by claim agents dn securing appliè
cations for pensions from returning troops who may be mustered out of
service at San Francisco.
The names and character of the persons engaged in the business,
the manner in which the work is generally prosecuted, and whether rep-
resentatives of agents or agencies in this or other cities, should all
be considered and made the subject of inquiry. If it be found that the
persons operating there are acting as sub-agents of, or are employed
as repaesentatives of firms in this or other cities, the fact should
appear and the name or names of such firns or agencies be determined
and reported to this Bureau.
Prompt attention and the exercise of due diligence will be
expected at your hands. Very respectfully,

"One year ago when troops were returning I heard that the
Agents of a firm in this city had their office in connection with the
Passenger Agent of one of the Railways.
I at once took up the work as directed herein, although I have
kept close tab upon the attorneys in San Francisco, and their methods
of doing business, ever since last fall. In order to give a compre-
hensive idea and make an intelligent report of the situation, I be-
lieve it is necessary to into the fullest details, beginning with
the muster out and discharge of troops:
Muster out and discharge of troops.
Troops are being daily discharged at this point for expira-
tion term of service on surgeon's certificate of disability, by favor,
under general Order No. 11, (convalescent volunteers.) and muster out
of service.
