The Railway company had offices just on the right of the doorway, and naturally every man who came to Pattison's office to exe- cute a pension application-Pattison at that time did the work of M. Garrett, O.E.Howe, King &c King and Chas. H. Oakwood-was approached by the O.R. & N. people, and usually ticketed over "the northern route* so: that the O.R. & N. people got about 75% of the business, where-as, ac- cording to their mileage, they were entitled to about 8% This raised a storm of protest from the Southern Pacific and Santa Fe people, and is the matter referred to by the Hon. Commissioner as the "agent who has offices in the office of the railway company." On March lst the O.R. & N. offices were consolidated with the U. P. offices at No. 1, Montgomery Strett, so that the above conditions do not exist at this time. Mr. Pattison regularly employs Mr. E.S.Powers as a solicitor. He also employed Mr. W.W.Hutchinson, but Hutchinson is now working for a clothing house, although he succeeds in bringing in an occasional case to Pattison. Mr. Pattison, has freely invited inspection of his office and methods, and I have followed him closer perhaps than the others, be- cause I thought he was interested in the firm and doing his own notar- ial work. I have found matters correct with him, although my colleague, Mr. Hursh, does not agree with me in this rating, and as he has taken testinony, especially upon the character of Mr. Pattison, I desire that his report of Pattison's character be accepted. Both Powers and Hutchinson are ex-soldiers, and while theywill work hard just as the others do to securo a case, I have heard nothing against their character. They are not drunkards nor have they ever been arrested for any crime. In fact the majority of the men who are working for the attorneys here, have to remain well drosses, courteous and genteel, at least to their clients, or olse they carnot do any business. They often have tilts among themselves, but that usually occurs in some secluded place where there are no witnesses. Sometimes
