To the Secretary of the Interior:
I understand from what you said and from other in-
formation that the present colored register in Arkansas
is not a fit man for the office. Booker T. Washington
has recommended in the enclosed letter three men. Will
you please have your agents look them up and let me know
which of them is best to appoint in place of the present
incumbent? Please consult Postmaster General Payne after
a choice has been made.
