Mr. Bedloe was suspended and the Consul General at Shanghai was directed to investigate the charges. In spite of Bedloe's denials, most of the charges were found to be well founded. Minister Conger urged that under no circum- stances should Mr. Bedloe be reinstated at Canton. After con- sideration of the Consul General's report, Mr. Bedloe was ordered home and allowed to resign. His office was found to be in a most disorderly condition, and it was reported to the Department that his reputation along the Chinese coast was very bad.
