THE WHITE HOUSE, WASHINGTON May 8, 1906. My dear Mr. Secrotary: These papers seem to the President to make the case very strong for Pollock. It certainly looks as if Sowers ought not to be retained. The President thinks it would be well to act quickly on the suggested promotion of Pollock. If you desire to see the President, please come to the office to-morrow (Wednesday) morning.
