THE NEW WILLARD,
Washington, D.C., Jan. 9th, 1907.
Mr. President:
I beg herewith to enclose two papers for your considera-
tion, both bearing date of March 1906, one a letter from the
Commissioner of Indian Affairs and the other a copy of my ap-
plication for permission to act in conformity with the order of
the Interior Department contained in above letter.
I have ever been ready to comply with said order, and have
had men in my employ at large expense since April 1906.
The Secretary of the Interior has stated to me that at
some time in the future it is his intention to send his Senior
Indian Inspector, Maj. McLaughlin to the reservation and submit
the question of a lease for consideration of the Navajo tribe
of Indians, but said Inspector has been engaged in other im-
portnat work, and is about to resume certain negotiations with
the Rosebud Sioux Indians in South Dakota. I am informed that
he is at present in this City awaiting orders from the Secre-
tary of the Interior.
If Mr. President you would grant myself and my associates
the favor of allowing Maj. McLaughlin to take the necessary
steps under proper instructions from the Secretary of the In-
terior, to proceed without delay to the Navajo Agency in
Arizona and negotiate with the Indians of that reservation for
a lease, as per our application herewith enclosed, I would be
much relieved from the embarrassed position in which I have been
