action ? My actions at all times as well as in the work of building
the Animas ditch has been honest and sincere for what in my judg-
ment was to the best interest of the service and if I have failed
I leave to the judgment of the Department.
I wish to certify, on honor, to the following surmary of facts.
(1) That the Animas ditch is well built and is a serviceable one.
(2) That every cent of money appropriated for that purpose and shown
on my accounts as having been expended in the construction of same
was so expended.
(3) That I am not financially interest in said ditch.
(4) That the value of the Indian land under said ditch has been in-
creased more than the cost of the ditch.

(5) That the cost of same to the Government, was compared to other
ditches in this section, very low.
(6) That the water rights of the Indians are not affected by the
enlargement, and the said ditch has actually been greatly benefitted
by said enlargement.
(7) That if any irregularities exist in the rendition of the accounts
for the construction of the same, they were made without my knowledge
and consent.
