TREASURY DEPARTMENT OFFICE STATE CHAIRMAN 330 GATES BLDG. NATIONAL WOMAN'S LIBERTY LOAN COMMITTEE MRS. ALBERT B. BATES KANSAS CITY, MO. STATE CHAIRMAN March 7, 1919. Miss Bess Wallace, 219 North Deleware Street, Independence, Missouri. My dear Miss Walker: As the newly appointed Chairman for that portion of Missouri lying in the Tenth Federal Reserve District, I am now preparing to perfect an organization of the women in the interest of the Victory Loan Campaign. I have been studying the situation very carefully and have heard splendid reports of your work as Chairman of Blue Township, and I shall be greatly pleased if you will act as Chairman for Jackson County, in the Victory Liberty Loan. Mrs. Brown-Harris, of Independence, Missouri, is Chairman of District Num- ber Two, comprising Jackson, Clay and Platte Counties. You will appreciate the fact that conditions now prevailing are quite different from those at the time of the last Loan, and for this and other reasons we consider it inadvisable that the same Chair= man should have the heavy responsibility of both the Metropolitan and District Chairmanships. I hardly need to say to you, who understand the situation so well, that it will be nec- essary for anyone who undertakes the Chairmanship of a District or County, to have boundless energy: an unselfish and wholehearted enthusiasm for the Cause, and a sincere desire and determination to fit into the plan of harmonious cooperation with their respective men Chairmen.
