Phares, Chairman Missouri State Highway Commission Maryville, Missouri Dear Sir: At the suggestion of our mutual friend, Mr. William Buch- holz, I am writing to call your attention to the injustice given our organization in the awarding of the contract for the new Missouri State Highway Commission building at St. Joseph, Missouri. Our bid on the BUTLER COAL STOKER was several hundred dol- lars less than the quotation on the competitive stoker which obtain- ed the award. Our stoker complies with the requirements of the State Highway Department, has proved itself in use equal or superior to any other stolen on the market. The State Highway Department's invitation for bids specif- ically specified a preference would be given to articles manufactur- ed. within the state and by local labor. We wish to call your attention to the sound financial back- ground of the Butler Manufacturing Company, assuring liability to properly fulfill its agreements, the fact it employs approximately six hundred citizens in its plant in Kansas City, and that the parts used to manufacture this stoker are made within the State of Missouri. On this basis, even if our price had not beet several hand- red dollars low, the BUTLER COAL STOKER should have been entitled to preferred consideration, and e ortainly we can see no justice whatever in awarding the contract for a stoker no part of which is manufactur- ed within our state, and whose onlyccrepresentation within the state is by agente. any 118 apef Aoss UZS po LOGATES no mile spup 2off ETAC sure 2002 books exic outo- We consider a grave injustice has been done to us, to our party and to the taxpayers of the state at large, and in view of the fact that it will probably be some time before the actual instella- tion of the heating equipment will be started, we desire to enter a vigorous protest and the request that the Highway Commission make the necessary arrengements with the general contractate change the award and have a BUTLER COAL STOKER installed in the HighwaytComission's building at St. Joseph and also in the Highway Commission's building to be erected at Hannibal, Missouri state is 2032 38 7825
