NORQUIST PRESIDENT July 13, 1932 Hon. Harry S. Truman 219 North Delaware Independence, Missouri Dear Judge: I am enclosing a copy of letter I have just written Mr. Phares, Chairman of the Missouri State Highway Commission at Maryville, Missouri, which I hope you will take time to read. I know you are on the other side of the ticket and I perhaps should not bother you with this matter, but think it well to inform you of the existing conditions. I think that we are justified in making this complaint to the State Highway Commission as I think they have been very unfair in awarding the contract to an out-of-state concern when our bid was lower. I have sent a copy of my letter to Mr. Phares to several of my friends, and hope to get some relief in the matter. I also wish to call your attention to the article by Frank Ennis on the cover of the July 12 issue of the Kansas Citian. Mr. Ennis happens to be on the Governing Board of the Boys Hotel, which installed one of our stokers last year and vouch for its wonderful performance. We do not have to take a back seat to any one in the stoker game If you have any comments to make or can assist us in any way without injuring yourself, we will surely appreciate it. Would you suggest that we write the other State Commissions. You probably know them and are familiar with proper course to pursue than we are. With kindest personal regards, I am Sincerely EEN/LM Погдин E. E. Norquist Enclosures COPY COPY July 12, 1932 Mr. Wm. Phares, Chairman Missouri State Highway Commission Maryville, Missouri Dear Sir: At the suggestion of our mutual friend, Mr. William Buch- holz, I am writing to call your attention to the injustice given our organization in the awarding of the contract for the new Missouri State Highway Commission building at St. Joseph, Missouri. Our bid on the BUTLER COAL STOKER was several hundred dol- lars less than the quotation on the competitive stoker which obtain- ed the award. Our stoker complies with the requirements of the State Highway Department, has proved itself in use equal or superior to any other stoker on the market. The State Highway Department's invitation for bids specif- ically specified a preference would be given to articles manufactur- ed within the state and by local labor. We wish to call your attention to the sound financial back- ground of the Butler Manufacturing Company, assuring its ability to properly fulfill its agreements, the fact it employs approximately six hundred citizens in its plant in Kansas City, and that the parts used to manufacture this stoker are made within the State of Missouri. On this basis, even if our price had not been several hund- red dollars low, the BUTLER COAL STOKER should have been entitled to preferred consideration, and ortainly we can see no justice whatever in awarding the contract for a stoker no part of which is manufactur- ed within our state, and whose only representation within the S tate 1s by agents enjoy sgaree mpwp 200 uze DO LOCATIA male puper 20m STAS spre Done exig CUI.C- We consider a grave injustice has been done to us, to our party and to the taxpayers of the state at large, and In view of the fact that It will probably be some time bofore the actual installa- tion of the heating equipment will be started, we dosire to enter a vigorous protest and the request that the Highway Commission make the necessary arrangements with the general contractate change the award and have a BUTLER COAL STOKER installed in the Highway Commission's building at St. Joseph and also in the Highway Commission's building to be erected at Hannibal, Missouri Lutte S* 20J2 JS" Jass Page 2.
