The President is announcing today a proposed plan of reorganization
of the Interna. Revenue Service. The plan will be submitted to the
Congress shortly. In general, it combines all functions of Internal
Revenue Administration at the local level under a local Deputy District
Commissioner who will handle all assessments, collections, audits,
investigations and appellate work for all classes of tax for his locality.
The local Deputy District Commissioner will report through an appropriate
District Commissioner located in the Field to the Assistant Commissioner for
operations at Washington. The plan is proposed to be installed on a gradual
basis over a period of time sufficient to allow orderly installation. All
officials of the Internal Revenue Service, except the Commissioner, will
be
subject to Civil Service. Further information regarding the plan being
mailed to you. All officers and employees are expected to continue operating
under present organization until other wise notified.
