Lieutenant Roy Blick, Metropolitan Police Dept.
Lieutenant Blick opened the conversation by stating that Senator
Lester Hill's Senate Committee which is investigating perversion in
the Federal Government called the Lieutenant before the Committee several
times recently to testify. He was subpoenaed to appear before the
Committee. He stated that the Committee asked him, among many other
things, how many perverts he would estimate are employed in the Depart-
ment of State. Lt. Blick replied to this question that his own estimation,
which is not based upon factual knowledge, is that there are at present
between 300 and 400 such persons now employed in the Department of State.
He reached this figure on the premise that the U.S. Public Health Bureau
estimates that only 1/10 of the people who have Venereal Disease report
such Venereal Diseases to the Health authorities and that since 86 known
perverts have been discharged from the Department of State ten times that
number would be 800, and he cut his estimation in half, which would mean
between 300 and 400 people of such a nature in the Department of State.
Lt. Blick stated further that the Committee had asked for the Police
Department files, and his own personal files on perverts, both in Washington
and in the Federal Government. Lt. Blick advised the Committee that the
regular police files are a public record, but that his personal files, if
he had such, would be confidential and could not be turned over to the
Committee. During the present conversation Lt. Blick stated that neither
he nor Major Barrett intended to turn over any such files on perverts in
the Federal Government to the Senate Committee, and he stated further that
actually there are no private files of his in existence.
Mr. Finlator asked Lt. Blick whether he had any information on any
employees now employed in the State Department which would tend to show
that such employees were perverts, to which Lt. Blick answered in the
negative. Mr. Finlator further asked Lt. Blick that if he received any
such information in the past or in the future, whether he would report
such information to the Department of State, to which Lt. Blick answered in
the affirmative. Lt. Blick assured Mr. Finlator and Mr. Traband that he
did not have any list of State Department employees tending to show that
anyone in the Department of State is a pervert. He further assured that if
he had such information, it would be given to the proper authorities in the
Department, meaning Mr. Traband or Mr. Finlator.
Lt. Blick stated that he has always had close liaison with the Depart-
ment of State through Mr. Finlator, and that there has been liaison in the
last 6 months through Mr. Traband, although not as frequent as it was prior
to the last 6 months.
