Unfortun- ately, the previous manner of record-keeping for civilians does not readily disclose the reason for their separation, and any study designed to cover the period January 1947 to date in this field would be most time-consuming and very expensive. For ex- ample, the Air Force, alone, would be required to examine some six hundred thousand files. In addition, any information thus collected would be somewhat unreliable, since the records would probably not reflect, in every case, the reason for the separa- tion of a particular individual. However, in connection with the figures on civilians, I would like to point out that the figures for the Office of the Secretary of Defense are complete and represent the total separa- tions since the institution of that Office in September 1947. For your convenience, I am setting forth below a sum- mary of the figures which appear on both charts: Based on the limitations expressed above, the total separations, both military and civilian, since January 1947 are 3,687. Of this number, 42 are civilians. The total military separations due to General Court Martial are 432, while the total separations as a result of action other than General Court Martial are 3,213.
