Many factora contribute co the situation in which
these countries find themselves. One thing is certain--
they are not yet in a position to fill for themselves
their essential needs for food.and fuel and the mate-
rials to f'eed their industries. They esnnot produce
then all in Europe Their exports cannot yet pay for
them. They cannot purohase them from their almost
exheusted capital reserves.
It is a Pact thet e large part of the basic re-
quirements of these countries can at this time come
only from the United States. This presents to us both
a responsibility and a challenge. It 1a to this coun-
try, and almost to this country alone, that they must
look for the extraordinary yet temporary support needed
during this crisis or civilization to parmit them to
recover economic hope and health--to preserve a wey of
life that represents a oulmination of centuries of
striving for better things.
Thare is evidence that groat indigenous reserves
of energy and idealian, as well as of enonomic resources,
are present throughout the Mestern European ares. They
ere capaole of baing released by an appropriate combina-
tion of psyohologicel and economic factors.: There 13
every reason to believe that once released they are
powerful enough to assume and to bear the main burden
of the recovery effort. For us to deny assistance at
this moinent would be to connive with the factors of
war, of chance, and of ill vill to destroy the traditional
