- 13 - Russians to maintain the blockade of Berlin which is the focal point of the present crisis. As we analyze our own position, and as we try to understand Russia's, it becomes clear that little progress is likely to be made in settling disputes between the western powers and Soviet Russia, so long as there is so much distrust on both sides. If that mutual distrust is to be reduced, there needs to be evidence, and soon, of the determination of the Governments concerned to make a fresh start, on a friendlier footing, in tackling immediate political problems, both in the GOVERN United Nations, and in direct exchanges. And there needs to be proof of long-range peaceful purposes -- proof that will enable the world to shake off the fear of war, reduce the burden of armaments, and concentrate on useful economic activities. I do not know whether the Government of Soviet Russia is ready to join with us in making such a fresh start, and in giving such proof But I propose to find out. In order to find out, I believe it will be necessary to use a fresh channel of approach. Secretary of State
