RECEPOS
On July 26, 1948, the President issued Executive Order No. 9981,
establishing the President's Committee on Equality of Treatment and
Opportunity in the Armed Services. In connection with the issuance
of this Order, the Office of the Civilian Aide to the Secretary of
the Army feels that this is the time to summarize the policies and
adopted by
practices with respect to
Negro manpower
the War Department and the Department of the Army during the past
few years.
The Department has been engaged in a continuous study of this
problem for several years. With its objective, the most effective
utilization of Negro manpower, the Department has developed extensive
administrative and educational programs which are summarized in this
report. Their degree of effectiveness may best be judged by the
utilization of Negro manpower within the Department, which is
summarized from the latest available figures. It is our hope that
this material will be helpful to the President's Committee in its
search for ways and means to implement the policies set forth in the
Executive Order.
