-2- TRUMAN NARA from a Congressional point of view, to increase their local activities and their effect upon Congress, and, finally, working directly with Congress from the Committee's Washington office. The Committee, therefore, has undertaken a three-fold program: 1. We have prepared or reprinted material and have distributed over one-half million pieces of literature, principally through organiza- tions. 2. In addition to Mrs. Rachel Bell and the personnel of the Legislative information Service, we have employed a staff member to work solely with the national headquarters of organizations. This has resulted in a very noticeable increase in support, 3. For the past three weeks we have had field representatives traveling to communities carefully selected in terms of their Congressional importance in the debate of the Marshall Plan, in order to inform community leaders and secure substantial public expression of support for the Plan. The re- sults have been highly encouraging to date. Much of the activity of the Committee in the past few weeks has been undertaken under special authorizations from the Executive Com- mittee and has, therefore, been in addition to the items covered by the tentative budget submitted by the Executive Director on the first of December. There is attached to this report the tentative budget approved in December, together with a financial statement of our current rate of expenditures and our present commitments. With respect to that tentative budget, it can be said that ex- penditures for the items covered by it have not substantially differed since the first of December, with the exception of printing, mailing and campaign expenditures which will amount in February to $3,700 a month in excess of the budgeted amount -- without allowing for any future printing and publication charges except those involved in the
