Minutes of Executive Committee Meeting Committee for the Marshall Plan November 13, 1947 New York Yacht Club Present: Honorable Herbert H. Lehman, Presiding Alger Hiss Clark M. Eichelberger Frederick C. McKee Allen W. Dulles Arthur W. Page Frank Altschul Hugh Moore J. Lovestone (Alternate for David Dubinsky) Staff: Harold Stein, Melvin Fox, Harold L. Oram Minutes of the previous meeting were read and approved. Policy Statement: After discussion of the policy statement prepared by Mr. Hiss and Mr. Stein, it was agreed that this was for the information of the Committee itself and not for publication and that any suggestions for changes or amendment should be sent to Mr. Oram. For public purposes the Committee will hew to the line of the policy statement as expressed by Mr. Stimson in his FOREIGN AFFAIRS article, i.e., the pertinent section being that to be published in the advertisement. Acceptances of Council Membership: Mr. Oram reported that more than two hundred leading citizens had accepted membership and that additional acceptances were coming in daily. It was agreed that the conditional acceptance sent by Mr. Bunting would be considered a refusal since his position is clearly opposed to that of the Committee. Mr. Page reported that he had sent a letter to Mr. Alfred P. Sloan confirming his conditional acceptance. Mr. Oram reported that he had sent a telegram to Mr. Philip Murray con- firming his conditional acceptance. Publicity: It was agreed that the Committee should release its first an- nouncement to the Sunday papers and that the full page advertising would be published in the New York Times, New York Herald Tribune and Washington Post on Monday, November 17th. Mr. Oram was authorized, if necessary, to take additional advertising space to enable the printing of every name received. A budget of $7,500 was approved for the publi- cation of the advertisements.
